MINUTES OF THE TECHNICAL REVIEW COMMITTEE WEDNESDAY, JUNE 18, 2009, 10:00 A. M. CITY OF OKEECHOBEE 55 Southeast 3rd Avenue Okeechobee, Florida 34974 Page 1 of 4 I. CALL TO ORDER - Chairperson The meeting was called to order by Chairperson Brian Whitehall. II. Minutes — Secretary Director Robertson moved to dispense with the reading and approve the May 21, 2009 Technical Review Committee Minutes regular meeting; seconded by Engineer Bermudez. Motion carried unanimously. Note: Mr. Hayford, at the end of the meeting, requested the minutes from the May 21, 2009 meeting be corrected regarding Big Lake Eye Care. Page one states OUA confirmed the pump station can handle the addition. Should state OUA instructed Mr. Dobbs to confirm the pump station can handle the addition. IV. New Business — Chairperson A. Street Closing Petition 09- 004 -TRC. The application was submitted by Ted Kelchner on behalf of the property owners for property located at 1420 SW 3rd Avenue, Okeechobee, Florida — Senior Planner. Technical Review Committee June 18, 2009 Page 2 of 4 IV. New Business Continued. A. Street Closing Petition 09- 004 -TRC continued. Mr. Brisson addressed the Committee, stating, the applicant is required to show how the closing of the street will benefit the City. The petition, however does not state the benefit. Mr. Brisson went on to interject, the street leads to nowhere, and there is no potential for the City to develop the street, however unless the applicant or others can substantiate a public benefit resulting from the proposed vacation, and it is determined that the FPL down guy can be accommodated within an easement, disapproval of the request to vacate the unimproved stub end portion of SW 15th Street, west of SW 3rd Avenue is recommended. Mr. Ted Kelchner, representing the applicant addressed the Committee, explaining the guy wire is not on the street, but if required the applicant would grant an easement to FPL should the City Council decide to grant the vacation. Mr. Kelchner further explained the City has not maintained this property, it has been maintained by the applicant. Closing the street would allow for access to the rear of the property, where the applicant wishes to put a carport and expand the house by four feet. Mr. Kelchner went on the reiterate, the City would benefit by added ad valorem taxes for the renovations and addition. This property is needed, to do the addition due to the requirement of pervious /impervious surface ratio. Administrator Whitehall asked whether this would be a %, 1/2 split between property owners abutting the street? Mr. Kelchner replied yes. Director Robertson inquired as to whether the surrounding property owners were notified of the petition requesting the vacation? Mr. Kelchner replied yes. OUA — Nothing Health — On sewer?, yes. FC — Nothing BO — Any adjoining problems, none that I am aware of, answered Mr. Kelchner. CE — Always feel the City should not give away any property, due to not having a master drainage plan. May need the property in the future. PW — What if the adjoining property owner does not want 1/2? Mr. Kelchner replied, the applicant will take all. CA — The determination needs to be made whether it is imperative that the applicant really need the property. Mr. Brisson stated he had not explored that possibility. At that time the Mr. Brisson requested the applicant's representative to provide a complete site plan with all requested renovations and additions for the purpose of determining the need. Secretaries note: Planner requires complete site plan showing all renovations and additions for revised Staff Report for the July 16, 2009 regular Planning Board meeting. Chief Smith made a motion to recommend approval to the Planning Board for Street Closing Petition 09- 004 -TRC to close SW 15th Street from SW 3rd Avenue to dead -end, Block 26, seconded by; Building Official Schaub. Vote was 3 -2 with Administrator Whitehall and City Engineer Bermudez voting nay. Motion carried. Technical Review Committee June 18, 2009 Page 3 of 4 IV. New Business Continued. B. First Baptist Church 09- 003 -TRC. The application was submitted by Steve Dobbs, P.E. on behalf of property owners for property located at 401 SW 4th Street, Okeechobee, Florida. The site plan review is all proposed uses, type of construction and conceptual building layout, how the business or use is expected to operate on the site, including but not limited to: number of employees expected; hours of operation; location, extent and type of any outdoor storage or sales, etc., and fire flow layout. This project will be a phased project over at least 10 years. The project will include the construction of a new 900 seat auditorium and appropriate parking including the removal of existing building and proposed construction of new classrooms and remodeling of existing space — Senior Planner. Mr. Brisson stated the applicant's representative, Mr. Steve Dobbs addressed most of the concerns expressed at the May 21, 2009 TRC meeting, where the petition was postponed due to multiple concerns. Mr. Brisson stated he believed the church exceeded the 2 day a week grass parking. Mr. Dobbs interjected, he had not presented the complete information to Mr. Brisson regarding the activities. The basketball activity will be at the ROC where parking on pavement is available. Mr. Brisson then agreed that the grass parking would appear to meet the requirement. Mr. Brisson asked whether more than one dumpster would be necessary, due to the added classrooms. Mr. Dobbs stated the church has operated for quite a while with only one dumpster, but that adding a possible future site for an additional dumpster would not be a problem. Mr. Brisson then inquired of Mr. Dobbs, whether the agreement had been drawn up for the shared parking? Mr. Dobbs replied no, a lawyer would have to be responsible for the document. The Committee was in agreement, there should be an agreement between the ROC, the Mission House and the church for shared parking in the event the Mission House was sold, the church would still need the shared parking for services. It was determined City Council would require the legal documentation to grant the shared and grass parking. Administrator Whitehall asked whether the loop was being implemented or discarded? Mr. Dobbs stated the loop would remain and had the recommendation from Susan O'Rourke, P.E. who did a traffic study for support of the loop. The loop was designed to accommodate handicap drop -off. Building Official Schaub stated, if signage was not installed, regular traffic could access the loop. Also he asked whether parking was permitted in the loop? It was stated the loop would only be used for parking during the week. It was determined signage would be put in place. Building Official Schaub requested Mr. Dobbs to furnish the City with a time frame to show the phases of the project. Mr. Dobbs told the Committee the phases was dependent on financing. Phase one could begin in 6 months, the end of this year, and phase 2 at the end of 2010. it was explained the TRC approval of a site plan, existed for 2 years, after that time period a new application would need to be submitted or a building permit pulled. Any revisions to the original site plan would be required to be submitted to the Committee for review. The Fire Chief stated he still needed information from OUA on the water flow from the hydrants. Mr. Hayford told Chief Smith he would have the information within the week. Administrator Whitehall asked about information on the water main. Mr. Dobbs explained a new 6" line corner of SW 6th Street and SW 5th Avenue down to 2hd Street would be provided. Mr. Dobbs told the Committee he has a mechanical engineer working on the calculations for the lift station for capacity of the addition. Information is forthcoming. Health representative McCoy inquired regarding the possible septic tank for the two small houses that are to be demolished for the project. Mr. Dobbs explained no septic tanks exist. This project will be phased over at least 10 years. The project will include the construction of a new 900 seat auditorium and appropriate parking including the removal of existing building and proposed construction of new classrooms and remodeling of existing space, as well as recommending to City Council for approval of the shared and grass parking pending contingencies listed below; seconded by Director Robertson. Contingencies: Legal document for shared parking with church, ROC and Mission House, future site shown on site plan of dumpster location, should one be required, signage for loop traffic and handicap parking, proposed time line of phases to be submitted to the City, upgrade of water main 6th Street and 5th Avenue to 2nd Street, calculations from mechanical engineer to determine capacity of existing lift station, submitted to the City, and approval from City Council for shared and grass parking. Motion passed unanimously. V. Adjournment — Chairperson. To describe the activities that make up these parking requirements, please see the individual descriptions below: Main Campus The main campus is made up of the new sanctuary, classroom buildings, administration, and Rock Solid Academy. As previously stated, the new sanctuary is planned for 900 seats, a reduction of 300 seats from the original submittal and there are two services on Sunday with the largest parking requirement being on Sunday morning that will require the 300 spaces based on the occupancy of the sanctuary. The second service is generally smaller, but could require up to 200 spaces. These are the only services along with Sunday School and Training Union, which the parking spaces would be included in the numbers above, in other words the people who attend worship service would be attending either Sunday School or Training Union, however, these would not be additional people and usually not all people who attend the morning or evening worship services would attend the other. Monday — Friday would remain constant with the parking requirement of the preschool dominating with a total of 67 spaces required. We are providing 66 paved parking spaces as required by the City of Okeechobee's TRC, which was determined to be sufficient for paved spaces. The only day this is different is on Wednesday where there is a midweek service that will probably require a total of 115 spaces on this campus. There are no regularly scheduled meetings on Saturday, however, there would be the occasional wedding or funeral. The Recreation Outreach Center The ROC has 71 parking spaces available and it does support Sunday School and Training Union functions on Sundays, however, these are for youth, whom most do not dive and walk from the Main Campus there would probably be a maximum of 50 spaces of the 71 on Sunday. On Monday, the ROC has a High School Youth Group that meets in the afternoon and evening and will require up to the 71 spaces available. On Tuesday, the ROC has a Middle School Youth Group that meets in the afternoon and evening and will require up to 30 parking spaces due to these participants not being able to drive, so most of the parents drop their children off and pick them up at the end of the event. On Wednesday, the ROC has AWANA scheduled in the evening and will require up to 60 spaces. There are no regularly scheduled events at the ROC on Thursday, Friday and Saturday. However, there on Saturdays in the fall there is a flag football league with ample parking being supplied in the ROC parking lot and the lot where the games will be held. In the spring, there is an Upward Basketball league scheduled that will use the Parking at the ROC and overflow parking on the football fields to the south. Mission House The only time the Mission House is open is from 9 am to 12 noon on Monday and Wednesday. When the need arises and there are workers available, the Mission House will open on Fridays also. There are 38 parking spaces available to support that function and all these spaces have never been used for that function. Required parking 400 spaces for a 1,200 seat auditorium. The size of the new sanctuary has been reduced from 1,200 seats to a maximum of 900 seats as shown on the attached parking study. This change only required a 3,000 sf reduction in the in the building itself and that change did not significantly alter the site plan. 2. Dumpster placement and buffering as discussed. Dumpster to be located as shown on revised plan and buffered with a fence. 3. Location of the loading zone. The two required 10' x 30' Loading Zone Spaces are shown at the entrance to the new sanctuary. Also enclosed is a vertical detail from the architect showing this entrance will be at least 14' clear meeting minimum requirements for a loading zone. 4. Landscape islands in the parking area. Please see the proposed landscape islands for the parking lot on the revised construction drawings. Please be advised, the initial layout for the grassed parking spaces will be for 10' spaces and only when the entire row is paved will the landscape islands be constructed. 10. Chief Smith also stated being concerned with access to the buildings. The plans push the access out 50 feet from the 2 story school building; no longer having access to the front. No shrubbery or trees near the stairwell. Trees need to be at least 30 feet apart. Overhangs have to be 13' 6" for emergency vehicles. "No" parking signs will be required around the building. The Church is now proposing to build a new 900 seat worship center /auditorium and 6,182 square feet of new classroom space just south of the existing two -story church building. The worship center /auditorium will require parking for 300 vehicles. The Applicant states that worship services will not occur at the same time as the school campus facilities are in use. Consequently, the applicant proposes to use the current parking lots at the Mission House and "The ROC" as off -site locations for parking during worship services. These sites contain a total of 109 spaces, 38 at the Mission House and 71 at "The ROC." The project will be phased over ten years. The first phase of the project is proposed for construction of a 163 -space parking lot in Block 186, of which 50 spaces are to be paved, with the balance to be grass spaces served by paved parking drive aisles. Also included in the first phase are the playgrounds in Block 187 between the new parking area and the existing church and preschool buildings. The second phase will encompass construction of the new worship center /auditorium and classrooms and the 142 space parking lot in Block 194, south of the new worship center /auditorium. Of the 142 spaces, 28 are proposed to be paved with the balance to be grass spaces served by paved drive aisles. Twelve of the 28 paved spaces are to be designated for the handicapped. Four parallel handicap spaces are also proposed in the new circular driveway off of SW 4th Street, although at the time of this Staff Report it has not been formally determined whether or not this driveway will be located as shown, or provided at all. Traffic, Ingress and Egress: Access to the existing church is from SW 5th Street. The site plan proposes access from SW 3rd 4th and 5th Avenues, and at two locations along SW 4th Street, a circular drive at the west end and an entrance to the parking lot at the east end of the property. Both driveways are located less than 50 feet from the intersections with SW 3rd and 5th Avenues. According to the Applicant, the appropriateness of the location of the westernmost driveway is being addressed by a Traffic Engineer and will be provided to the TRC during or before the TRC meeting. There are a number of factors that must be considered when contemplating a parking scenario involving shared off - site spaces as well as grass parking. These are discussed in the text box following. JOINT USE OF PARKING The plans call for using the existing parking spaces at "The ROC" and the Mission House to accommodate parking for the worship center /auditorium. The Applicant has provided a separate document showing the location of "The ROC" and Mission House parcels. While this does not depict the actual parking layout on the properties, since it is existing parking, we do not feel this is critical. There will need to be a formal document, such as a deed restriction, that ensures that these parking lots will be available for church parking when the worship center is most heavily used. Sec. 90 -482 requires joint use of parking facilities to be approved by the City Council. Sec. 90 -483 requires the Applicant to submit a parking study demonstrating that the uses do not overlap. The Applicant has provided a "Parking Study" in the form of a written explanation as to the frequency, timing and degree to which each parking area is used and when each area will need to be used for parking associated with the new Sanctuary. REDUCTION IN THE NUMBER OF PAVED PARKING SPACES While Sec. 90 -584 makes provision for reducing the number of the required paved parking spaces, this provision is intended for uses where parking occurs only once or twice per week. The Applicant has provided, in the written explanation, how frequently the grass parking will be needed in association with regular weekly use of the worship center /auditorium. However this explanation does not address the likely number of times special events will be held at the worship center that will require the use of the grass parking areas. According to Sec. 90- 584(b), the total number of paved spaces shall not be reduced by more than 75 %. This means that at least 75 spaces should be paved. The revised site plan indicates that there will be 78 paved on -site parking spaces (82 if the circular driveway on SW 4th Street is constructed). In any event, the proposed number of paved parking spaces meets the minimum 75 required by the LDC. LANDSCAPED PARKING ISLANDS The revised parking layout is now designed to allow for future conversion to paved parking, if necessary, without violating other provisions of the LDC. Specifically, the site plan provides for space needed to incorporate additional parking islands that will reduce the number of uninterrupted parking spaces to 12 or less and meet the minimum of one island per 10 parking spaces. However, we still lack information as to the frequency and size of "special events" such as carnivals, dances, socials, revivals, etc. that may be of sufficient size or intensity to require the use of the grass parking area. This information is needed to determine whether or not the grass parking will need to be used more frequently than just two days a week. O'Rourke, P.E., Inc. was retained to provide a professional opinion on the drop off area and its proximity to the intersection of 4th Street and 5th Avenue at the expansion of the First Baptist Church. To that end, we provide the following response. Description. First Baptist Church proposes to expand its current 15,000 square feet facility to 26,500 square feet. In addition to driveways serving the main parking lot, the church proposes a drop -off driveway approximately 90 feet east of the intersection measured from centerline to centerline of the intersection to the driveway. The driveway would be right -in only with the existing occurring at the exit of the drop off located 80 feet from centerline to centerline of the entry driveway. There will be no left turns due to the median in the center of SW 4tn Street. Trip Generation. The church is expected to generate approximately 7 new trips per hour in the PM peak hour and 110 new trips in the peak hour of the services on Sunday. The drop off area would facilitate the dropping off of those individuals with restricted mobility or unloading of materials that might be necessary for services. A small number of entries would be expected at this location. An estimated 1 per hour during the weekday peak hour and 11 per hour on a Sunday based on no more than 10% of the new trips being drop off. Traffic Volumes. The intersection of SW 4th Street and SW 5th Avenue was counted on Wednesday June 3 from 4:00 PM to 6 :00 PM and again on Sunday from 8:00 am to 10 :00 am to get a count of the current levels of traffic at the intersection. The counts show that after adjusting for peak season, during the PM weekday peak hour only 22 vehicles would be eastbound in an hour with 1 vehicle turning right into the driveway. The Peak hour on Sunday would yield 22 vehicles heading eastbound with 6 of those entering into the drop off area and 5 exiting the drop -off area. Analysis. An unsignalized analysis of the intersection and the driveway show that there is little delay at either location. This fact shows that people will be able to enter and exit without waiting and therefore will not create queues. The trip generation, the traffic counts and the HCS are attached for your consideration. Conclusion. The low volumes estimated for the drop -off, the low volumes passing in front of the driveway, the level of service and the fact that there are no left -turn movements make the driveway distance acceptable as designed.
