Mayor Kirk read the following proclamation in its entirety and presented it to Ms. Racine Gonzalez, Foster Care
Recruiter/Community Liaison: "WHEREAS, the family, serving as the primarysource of love, identity, self esteem
and support, is the very foundation of our communities and our State; and WHEREAS, there are children and
youth in foster care being provided with a safe, secure and stable home along with the compassion and nurture
of a fostered family, and WHEREAS, all young people in foster care need a meaningful connection to a caring
adult who becomes a supportive and lasting presence in their lives; and WHEREAS, foster, kinship and
adoptive families, who open their homes and hearts and support children whose families are in crishA, play a
vital role in helping children and families heal and reconnect thereby launching young people into successful

public and private organizations who work to increase public awareness of the needs of children and leaving
foster care as well as the enduring and valuable contribution of foster parents, and the foster care system is
only as good as those who choose to be part of it NOW THEREFORE, i, James E. Kirk, by virtue of the
authority vested in me as Mayor of the City of Okeechobee, do hereby proclaim the month of May 2009 as
"FOSTER CARE MONTH" in Okeechobee, Florida and urge all citizens to come forward and do something
positive that will help change a lifetime for children and youth in foster care." Ms. Gonzalez thanked the City
for their participation and support.
B. Proclaim the month of May 2009 as "Teen Pregnancy Prevention Mayor Kirk read the following proclamation in its entirety and presented it to Mr. Frank Kruppa, Okeechobee County
Month." Health Department Administrator: "WHEREAS, teen pregnancyis a critical issue facing Okeechobee County; and
WHEREAS, in the State of Florida, in the years 2005 to 2007 for every 1000 females between the ages of 15
to 19, forty-two gave birth to a child; and WHEREAS, in Okeechobee County in the years 2005 to 2007 for every
1000 females between the ages of 15 to 19, eighty-four gave birth to a child; and WHEREAS, the Teen'
Pregnancy Prevention Task Force believes that the parents are the first and most influential source of sexual
education for children and adolescents; and WHEREAS, the goal of the Teen Pregnancy Prevention Task
Force is to linkparents with information to foster communication with their children and the choices they are
faced with every day. NOW THEREFORE,1, James E. Kirk, by virtue of the authority vested in me as Mayor of
the City of Okeechobee, Florida, do hereby proclaim the month of May 2009, as "Teen Pregnancy Prevention
Month" in the Cityof Okeechobee. " Mr. Kruppa announced the first `County Tween Summit' is scheduled for August
21 at Indian River State College. The events' purpose is to educate parents and tweens (pre -teenagers transitioning
from Elementary to Middle School) of the prevention of pregnancy and other related topics.

VIII. PUBLIC HEARING FOR ORDINANCE ADOPTION CONTINUED.
A. 2. b) Public comments and discussion on proposed Ordinance 1045. This ordinance pertains to Rezoning Petition No. 09-002-R submitted by Kevin McGinley on behalf of the property
owners, Bishop Gerald M. Barbarito, Sacred Heart Catholic Church. The petition is requesting to rezone approximately
12 acres of unplatted land located at 901 Southwest 6' Street, from Holding to RSF-1. The proposed use of the
property is to build a house of worship. The amendment would allow the zoning map to be consistent with the Future
Land Use Map.
Planning Staff has recommended approval based on the findings of the Planning Staff Report. The Planning Board
reviewed the petition at their April 16, 2009 meeting and unanimously voted to recommend approval.
Mr. Kevin McGinley, Land Research Management Consultant, was present to address any questions from the Council.
Council Member Markham noted that this rezoning was thoroughly reviewed at the first reading. Council Member
Watford asked Mr. McGinley, what is the time frame to proceed with this project? He answered, within the next two
months.

B. Motion to approve a 2010 Census Partnership Agreement - City Council Member Markham moved to approve the 2010 Census Partnership Agreement; seconded by Council Member'
Administrator (Exhibit 3). Watford.
The City is partnering with the Board of County Commissioners and the Census Bureau to achieve a complete and
accurate 2010 Census. The Census Bureau will provide promotional materials, regular updates and data assistance
to assist in this effort.

WHEREAS, the City Council of the City of Okeechobee, Florida has adopted Ordinance
No. 402 in which a revised Official Zoning Map was adop ed for said City; and
WHEREAS, Kevin McGinley, on behalf of property owner(s) Bishop Gerald M. Barbarito
for Sacred Heart Catholic Church, of the property more particularly described
hereafter, has heretofore filed Petition No. 09-002-R pursuant to the Land
Development Regulations of the City of Okeechobee fort the purpose of rezoning a
certain tract of land consisting of 12.0 acre(s) from Holdin (H) to Residential Single
Family -One (RSF-1) Zoning District and that this request be removed from the
boundaries of the above mentioned zone to allow for the processing of the rezoning
petition; and
WHEREAS, said petition(s) being reviewed by the City's Planning Board at a duly
advertised meeting held on April 16, 2009, and submitted by staff report, which
determined such petition(s) to be consistent with the Comprehensive Plan and is
appropriate with the zoning uses within the City; and
WHEREAS, the City Council has agreed with the recommends 'on of the Planning Board
and hereby finds such rezoning consistent with the City's Comprehensive Plan and
deems it in the best interest of the inhabitants of said City to amend aforesaid
revised Zoning Map as hereinafter set forth;

of the City Council; and properly executed by the Mayor or designee, as Chief

SUPPLEMENT TO 2010 CENSUS PARTNERSHIP AGREEMENT
The City of Okeechobee agrees with the importance of the 2010 Cen us counts, and wants to do their
part to encourage all citizens to be counted. The City wishes to partner with the Board of County
Commissioners in this worthy endeavor. Enumerated items give specific ideas to be incorporated and
used by both the City and County of Okeechobee Departments:
1. Use a campaign slogan to top 54%, challenging Okeechobee Os a whole to put our percentage
to 75% so that we can beat Martin County, State & National a erages of 66, 63 & 67%.
2. Schedule the Mayor/Council Members/BOCC Commissioners Or City and County Administrators
to speak at the Kiwansis, Rotary, Lion Club and the Economic qouncil meetings, along with VFW
& American Legion Meetings. Do a live interview with Billy De n on the radio.
3. Coordinate with the Chamber, OKMS and OUA to prom to the campaign through their
correspondences, water bills, materials, meetings, events, etc
4. Make sure Ms. Serrano knows about the Hero's Day (Red Cross) - June, Labor Day Festival -
Sept., Christmas Festival - Dec., Speckled Perch Festival - Feb., County Fair - Mar., and has
assistance through the committee to man booths at these events, including any others that are
using the parks.
5. Make small stickers with the campaign slogan on it to put on II correspondences from all City
Departments. (These could be made in-house with minimurn costs to purchase the sticker
template). County Departments could do so as well.
6. Have buttons made with campaign slogan for all City/County employees to wear and destitute to
others to wear.
7. Have magnetic signs made and put on all City/County vehicles. with campaign slogan.
8. Have banners made for down town area on the light poles with campaign slogan.
9. Make a float to be used in all parades between now and April, making sure it can be made into
a lighted float for Christmas (there are at least 3 parades between now and then).
10. Team up with one of the local businesses that is going to put u a banner at the football field for
the 09-10 football season that has the campaign slogan on it so all who attend the home games
will see it.
