Motion to accept Administrator Bradshaw's Letter of Resignation (Exhibit 1). PAGE 10F 3 Mayor Kirk called the October 20,1999 Emergency City Council Meeting to order at 1:30 p.m. City Clerk Thomas called the roll: Present Present Present Present Present Present Present Present Present Council Member Watford moved to accept Administrator Bradshaw's Letter of Resignation with regret; seconded by Council Member Oliver. Council Member Watford commented he thought all the members of the Council have the same feelings that we certainly will miss Mr. Bradshaw and appreciate everything that has been done for the City and for the community and we wish him the best of luck in his new position. Mayor Kirk thanked Council Member Watford for his comments, and continued stating that he (Mr. Bradshaw) has done a real good job for us and we are going to miss him. I am sure he will do a good job for the people in Ft. Pierce. Mr. Clayton Williams addressed Mr. Bradshaw stating he appreciated what he has done on behalf of the City. I think you have been a tremendous asset, however, I lived in St. Lucie County five years, and I think Okeechobee is a better place to raise kids. Council Member Watford responded in reference to Mr. Williams comments that he thought that was quite a compliment (to Mr. Bradshaw), for a person to take the time out of their business day to come to a City Council Meeting. 1 OCTOBER 20,1999 - EMERGENCY MEETING - PAGE 2 OF 3 7 g 1 III. Motion to accept Administrator Bradshaw's Letter of Resignation Council Member Oliver commented one of the things he thought Mr. Bradshaw did really well was when he came here continued. he got right in on our downtown renovation project, which might have fallen right on it's face, had it not been for him and that was a special thing he thought the Council needed to thank him for. Discuss advertising coverage and job description for the Mayor IGrk began the discussion by stating, as we start this process, we need to keep in mind whatever guidelines we Administrator position (Exhibit 2). set for advertising criteria for the job, we need to follow that this time. If we have requirements and the applicant doesn't meet the requirements we should not accept the application. We are not being fair to anybody that applies if we do not stay with the guidelines we set. Council Member Chandler and Watford suggested the advertisement not require a Master's Degree and use experience in lieu of a degree. Discussion ensued. Council agreed with Council Member Oliver's suggested that the advertisement state a BA degree preferred, rather than required. The Council also briefly discussed contacting the applicant who was ranked number two and see whether he is available and would be interested in taking the job. The majority of the Council decided it would be better to advertise the position again since we would probably get more applicants with lowering the educational requirements. Council instructed Clerk Thomas to advertise the position in the local Okeechobee News, the Florida League of Cities Datagram, the International City Managers Association Newsletter and the newsletters that the Florida Association of Counties distributes. The Council discussed who would take on the responsibilities of the Administrator during the interim. Mr. Bradshaw's last day to work will be November 10,1999. Continuation of leasing program for law enforcement. 3. City Hall Park - Contract has been approved; Julie and Lydia are implementing the project. The next steps are survey work, title search, RFP for contractors, ie: electrical, concrete, sprinklers. 4. PRM Interlocal Agreement - Consolidate policies between the City, County, and Sheriff's Office to achieve lower premiums. S. Restructure of salary schedule. 6. Adoption of cellular tower ordinance. ?. Resubmit application for Affordable Housing through Craig A. Smith & Associates. S. Updating required insurance programs, ie: safety, blood born pathogens, drug -free workplace. 9. Continue implementation of Code Enforcement program - Computerize network and adoption of new policies and procedures. 10. Reformat budget presentation. 11. OUA - Fire hydrants and road cuts. 12. Updating and modernization of City Ordinances. 13. Median upgrade at Wal-Mart. 14. Public Works - Fill 2 open positions. 15. Review need for additional personnel in City Clerk's Office. 16.
