Consider and approve the Revised Street Maintenance Program Following a brief discussion, Council Member Watford moved to approve the street maintenance from capital section of the Fiscal Year 1998-99 Public Facilities Improvement outlay deleting item number one, item number sic and item number eight as presented in Exhibit One: seconded Fund Capital Outlay - City Administrator/Public Works Director by Council Member Markham. Motion to approve a request from First Baptist Church to temporarily close Southwest a Avenue between North and South Park Street on December 7 through 11,1999 from 5:30 p.m. to 10:30 p.m. each night (Exhibit 2). Streets included in the Improvement Project are as follows: Northwest r Avenue from North Paris Street to Northwest 2nd Street, estimated cost $14,000.00. This is for an overlay only. Southwest 6d' Avenue from 19"'th 21" Street, estimated cost $16,800.00. This is for an overlay only. Southwest 15d' Street from 3'd to 5d' Avenue, estimated cost $19,800.00. This is for an overlay only. Southwest a Avenue from 2nd to r Street, estimated cost $14,000.00. Southwest I? Avenue from North West Park Street to Southwest 2nd Street, estimated cost $18,000.00. This is a new street to be paved and guard rails installed. Northeast 2nd Street from North Parrott Avenue to a Avenue, mill and overlay center lanes only, estimated cost $21,500.00. Watford, and we're going to delete number one and number six. Bradshaw, right. Watford, is that correct! Marrbam, that's what we had talKed about. Watford, oKay then we need to decide what we're going to do on ten, right? MarKham, right. Watford, I'm sorry? Bradshaw, yeah also on number eight that South YarK Street on the drainage issue. Watford, oh that's right. Bradshaw, Yeah we were going to talK about that real quid. Mayor, you wanted to just. Oliver, which one on South ?a& has been pulled, what number? Bradshaw, its number eight. MarKham, we need to tahK about eight. Bradshaw, and remember last meeting Councilman Watford brought up the fact that theres some drainage problems down on South VarK Street and so staff has contacted Genesis lrroup who is the architect and engineer on the project, WG Mills who is the contractor and then also our consulting engineers, Lawson, Noble; and they are tooKing at the issue right now, so we were going to asK that maybe if the Council would pull this item from the pacKage tonight and let us come bacK and represent this, we need to get a better focus on what this going to entail as far as curing the drainage issues down there, it may be to premature to approve it with this amount, there may be some more dollars involved, does that sound. Watford, well you hate to do something and then. MarKham, cut it up and do it again. Watford, did you indicate that/Ueveland says that street is, I mean its oKay, it will last a while longer, I Know it's Kind of rough. Bradshaw, yeah its really got another two years on it, don't you thinK Cleveland? Yeah. Mayor, so we are pulling number eight. Bradshaw, Yeah. at was the b1ocK or so out of the whole street that wasn't paved, is that on Mayor, which one of these when we talKed last w"Y, the one ih there? Bradshaw, yeah that is number twelve. MarKham, no number eleven, no twelve, twelve, your right. Bradshaw, and then You gotattached the itemized cost issue on that and then also in your pacKet that was on the podium this evening, our ordinance section o-9 that addresses that issue. Watford, well Inow on, I understood that number twelve was the one that councilman Marrham was talKing about that just wasn't paved When we did the others. Bradshaw, that's my understanding I just wanted to be safe to bring the ordinance to you. MarKham, that's what I was irying to find out why that one 3(0o feet wasn't done if they did both sides of it. I never did find out 'Al. Watford, but the homes i guess, the homes that are on there now were on there then. Marrham, wall the church bacKs up to that piece of property. Watford, Seventh Day Adventist Church? Ma&bam, yes Seventh Day Adventist Church and there's homes on both blocKs on each side. Watford, it just seems logical that we should have or would have or something, maybe we didn t have enough money or something. MarKham, Yeah sKip 3(0o and just jump over to the next one, but it's a used road, very used, it's got grass and you Know you can tell there s traffit*Kt. Bradshaw, Mr. Mayor did you want to re -address number ten. Mayor, sounds I(Ke we need for it to be there. Bradshaw, or did we decide to just go with option number one on that? Mayor, you Know I'm not sure now after we discussed and discussed and discussed, not sure what we finally decided. MarKham, I thinK we were going to wait and do it all at once when we found out about this other street, but from what I can remember I thinK we were waving toward the first option with just the street and the swells to match the rest of the streets in that area. Oliver, it says Council decided to go with option one Watford, right, that's what the minutes reflect, says following lengthy discussion of item ten Council decided to go with option one at this time, if this generates a lot of traffic and Council deems it necessary they can go bacK and add curbing. Chandler, are they going to widen that road going east and west Watford, i(o"' Street Chandler, widen it going north and south, so how far up into the library property is that going to be? Mayor, I thinK the question come up in the discussion would that bother what we were doing there and the answer was no, But if that is what we decided on, so then we should stay with it. Watford, the only thought I have and I should have thought of this last time, the countl doesn't have any preference do they? I mean they haven't said we want Bradshaw, no we met with the engineers for the library project and they said the drainage, everything is fine, it's just the aesthetics, hol much, and that's where the brig pavers and lighting came into it, but as far as the basic roadway, that is all they are asKing for. Marrham, number eleven is that the street that goes along the farm store down to Mr. Waiford's old office? Bradshaw, yeah right, the issue there is the truas are u-turning through there and tearing the pavement up so we re going to a5v to pave that and also install one set of guard rails to alleviate the cross traffic on it. MarKham, this number eleven is, turn down here by the farm store between the burger King and farm store and go down to Sohn Ed Watford's old office, that's second avenue Chandler, where the old ice house use to be. Watford, that was before his time. We will use Park #5 for the play. We need the additional space so that we may add two more scenes and have more space between the scenes. Park #6 will be used for entertainment and refreshments. All of this will be free to the public with the exception of the refreshments. The revenue from the refreshments will go to the various youth groups of the participating churches. The play will take place on December 7th through December 11th from 6 PM to 10 PM. We therefore request that S.W. 6th Avenue between North Park Street and South Park Street be closed from 5:30 PM until 10:30 PM on those days for the safety of the participants and our guests.
