IV. New Business - Chairperson
A. Visiting Nurse Association of Florida Inc. 08-010-TRC. The application was submitted by Loris
C. Asmussen, P.E. on behalf of the property owner for property located at 203 SE 2nd Street,
Okeechobee, Florida. The site plan review is to construct an assisted living facility with
parking, in a single phase - Senior Planner.
Mr. Brisson presented the Planning Staff approval with a couple of concerns. He reported the applicant needs to add a third
landscape parking lot island, and add two feet to the number 32 parking space. The major concern, however, is the
landscape strip on Southeast 2nd Street. It appears to be too narrow for foliage. It appears that two foot could be added to
this strip, by making the parking lot two foot less wide.
Mr. Jeb Acuff, representing the Visiting Nurses Association addressed the Committee regarding the concerns. Mr. Acuff
reported he was not aware the landscape strip was too narrow along Southeast 2nd Street. The area was then measured
and was reported to be sufficient. Mr. Acuff then told the Committee, he would like to reduce the width of the parking lot to
accommodate landscaping in front of the building, he felt it would give a more pleasing environment for the residents and
visitors. It was the consensus of the Committee that landscaping would be more appealing than pavement.
The Committee inquired whether the VNA was working with OUA regarding the water issues. The applicant reported they
were working with OUA and would be pulling the required permits. The Committee then asked the applicant if they would
consider adding on to the sidewalk on Southeast 2nd Avenue from the end of their property to Park Street. Asmussen
Engineering stated they were working with Dr. Sweda to improve the parking lot, and the sidewalk would probably be added
at that time.
Chief Smith made a motion to approve final site plan review for an assisted living facility for property located at 203 SE 2nd
Street, Okeechobee, Florida. The site plan review is to construct an assisted living facility with parking in a single phase,
with the contingency of adding a third landscaped island to the parking lot; seconded by Director Robertson. Motion
carried unanimously.
B. Okeechobee County BOCC 08-011-TRC. The application was submitted by Jim Threewits on
behalf of the property owner for property located at 504 NW 4th Street, Okeechobee, Florida.
The site plan review is to construct a building to house an emergency generator, in a single
phase - Senior Planner.
Mr. Brisson presented the Planning Staff report of approval, citing landscaping should be required per City Code regulation.
After brief discussion, Chief Davis made a motion to approve final site plan review 08-011-TRC, to construct a building to
house an emergency generator, in a single phase for property located at 504 NW 4th Street, Okeechobee, Florida, with the
contingency of providing full landscape requirements; seconded by Chief Smith. Motion Carried 4 - 1, with Engineer
Bermudez voting no.
C. David and Anita Nunez 08-013-TRC. The application was submitted by Anita Nunez on behalf
of property owners for property located at 701 NE Park Street, Okeechobee, Florida. The site
plan review is to construct a 12,400 square foot office/retail with 6,615 square foot for a billiard
center. This is the first phase of a multiple phase project - Senior Planner.

Mr. Brisson presented the Planning Staff report that addressed several concerns. After a lengthy discussion by the
Committee, the applicant and their engineers, the application was postponed to the November 19th regular meeting, with the
contingencies of: rezoning of the property, unity of title for the parcels, south entrance to project on NW 7m Avenue, move
parking space from 12 feet to approximately 20 feet from driveway entrance, an additional landscape island be provided,
temporary shell rock road through the entire project, gazebo agreement with the City, a lighting plan, SFWMD review
drainage and advise system to be used, water needs to be determined, traffic study methodology, and conceptual site plan
for both phases be provided. (Secretary's note: shortly after the meeting, the Planner advised, after checking the LDRs,
Sec. 90-451 requires that there be an unobstructed easement 20-feet wide for lots with yards abutting a water body over 50
feet wide. Taylor Creek is over 50-feet wide in this area, therefore the deck shown on the site plan needs to be setback at
least 20 feet from the top of bank. By my measurement, the deck is now about 15 feet from the top of bank) as a matter of
record.
V. Adjournment - Chairperson.
There being no further items on the agenda, Chairperson Whitehall adjourned the Technical Review Committee meeting at
11:50 a.m.

believe the width of the parking aisle is sufficient to accommodate the movements of vehicles
exiting these spaces.
Sidewalks: (sec. 78-36): None exist along NE 10th Street and none are proposed for this small
multi-family project.
Lighting Plan: (sec. 78-71): None necessary for such a small project; presumably unit porch type
lighting will be adequate.
Dumpster Location: Nothing shown as to the location and method of solid waste disposal.
Compatibility with the surrounding area: We foresee not special compatibility issues.
Elevations: No elevations provided
Recommendations:
} . Increase the driveway entrance to 24 feet in width.
2. Modify the parking area to accommodate adequately sized parking spaces (minimum 9' X
20 feet) and include at least one, preferably two, 5' X 15' landscaped islands, each with a
tree.
3. We suggest that the NE 10d' Street be improved with standard paving rather than merely
upgrading it to a shell roadway.
