the applicant with revised plans.
It was determined by the Technical Review Committee that all areas of concern were met, with the exception of the absence
of the Fire Chief to weigh in on the stable grassy area for the ladder truck.
Administrator Whitehall asked whether the Committee had further questions? There were none.

General Comments:
1 This is a site plan review for the construction of a 37 unit multi - family development
situated on 3.71 acres (including an alley the Applicant is requesting to be vacated, but
which vacation has not as yet been approved).
2. Sec. 82 -32 of the LDC requires development proposals to be accompanied by evidence that
environmental studies /inventories have been completed or that such studies are not needed
as pertain to wetlands, soils, unique habitat, endangered species and floodprone areas.
The Applicant has submitted a letter from Ecological Consulting of Florida presenting the
findings of the Consultant's preliminary environmental assessment. This assessment
indicates that the Consultant found no listed species during a cursory review and that
unavoidable impacts will require no mitigation as the wetland falls below the SFWMD
mitigation criteria of 0.50 acres. The assessment also notes that although no burrows were
found, the parcel has habitat conduce to gopher tortoise and that preliminary review should
be undertaken at the time of ERP permitting.
The Applicant has also submitted a copy of his Application to the SFWMD and the
notification letter from the District that said application is being reviewed.
2. While elevations have been provided they do not indicate the building height as defined in
the code (i.e., the average height between the eaves and ridge for other than flat or mansard
roofs). This information should be provided.

3. The plans as submitted do not indicate the distribution of units by number of bedrooms.
This information should be provided. Staff must, at this point, assume that all dwelling
units will have only two bedrooms because the number of required parking spaces shown
in the plans has been based on 2.00 spaces per unit.
Public Facilities Concurrency
The project is a single -phase, 37 -unit condominium project and will receive potable water and
waste water disposal services form Okeechobee Utility Authority. No specific confirmation of
available capacity was included in the Site Plan package.
Solid waste disposal will be provided by Okeechobee County. It is well known that the County
has adequate capacity to serve current and expected growth, including this project, well into the
future.
Stormwater will be directed to a proposed 0.54 acre lake. However, the Applicant has not, as
yet, submitted its drainage calculations or stormwater management plan.
Traffic generation will be relatively minimal. According to ITE, low -rise multi - family uses
typically generate about six trips per dwelling unit. Based on this, the project would likely
generate about 222 trips per day. No significant impacts are expected on either local or state
roadways.
With only 37 dwelling units, the project falls below the threshold of 50 dwelling units normally
associated with special requirements for the provision recreation land or facilities.

Sidewalks: The site plan shows five -foot sidewalks along all the public rights -of -way of NW
11th Street and NW 5t1i Avenue. Based on the presence of the pond occupying much of the right-

of -way of what would have been NW 10th Street, this platted street may never be built and
sidewalks along the southern boundary of the subject property do not appear to be needed.
Lighting Plan: The Applicant has not submitted a lighting plan for the parking area. Such plan
should be submitted and be designed in compliance with the City's standard of a minimum of
one horizontal foot -candle power of artificial lighting.
Dumpster Location: The Applicant shows the dumpster location on the site plan.
Landscape Plan: The Applicant has submitted a landscape plan but, without a summary table
showing the number of trees, Staff is unable to determine whether or not the plan meets the
requirement for three trees per multi - family dwelling unit with two or more bedrooms.
The design of the parking area includes a continual expanse of paving along its entire length of
500{ feet. Staff believes that such an expanse of paving needs to be broken up by occasional
landscaped areas. The Planning Board has recommended and the City Council has discussed
modifying the landscaping of parking lots to accomplish this end and revised regulations are
being proposed for adoption. Since the Applicant is requesting that the City vacate the 15 -foot
alleyway bisecting the property to allow for a cohesive development plan, Staff believes that the
City has the right to expect that at least some of such vacated land he employed to improve the
living environment in the project. Specifically, the alleyway comprises about 7,680 square feet
of land, without which the Applicant could only build 35 dwelling units [ 161,479 sf — 7,680 sf =
153,799 sf = 4,356 sf =35.3] If the Applicant were to replace a total of four parking spaces with
landscaped islands this would amount to just 720 square feet of landscaping in the parking lot.
Staff suggests that two landscaped islands with trees be placed on each side of the parking area
so that nowhere would there be more than ten uninterrupted parking spaces in a row.
RECOMMENDATION
Staff recommends that the site plan be approved, pending satisfaction of each of the following
conditions:
1. The Applicant provides, by the time of the TRC meeting, information as to the height of the
proposed buildings.
2. The Applicant provides, by the time of the TRC meeting substantiation in the form of a
blow -up of the parking layout and access aisle confirming that the aisle width meets the
minimum 24 -foot width and the parking spaces meet the minimum 20 -foot depth without the
vehicle encroaching over the adjacent sidewalk.
