Committee Minutes regular meeting; seconded by Director Robertson. Motion carried (5-0).
D. New Business - Chairperson
1. State Farm Insurance Office. The application was submitted by Steven Dobbs,
P.E. on behalf of property owners David and Judy Hester. The application is to
construct a 3,900 square foot building to support a new insurance office, in a
single phase, located at 204 Northeast 3rd Avenue. Legal description: Lots 9
and 10, Block 143, City of Okeechobee, according to the Plat thereof recorded
in Plat Book 5, Page 5, of the Public Records of Okeechobee County, Florida
- Planning Consultant.
Bill Brisson from LaRue Planning and Management presented the LaRue Planning Staff recommendation
as follows: Basically the coverage, the set backs, impervious surface coverage all meet the code as does
the height. The minor problems are: The parking spaces are ten feet by eighteen feet.

Mr. Brisson reported he did not know that the car stops created an overhang into the buffering area by two
feet. That leaves a 1.3 foot buffer. Space width is ten foot, however, the applicant is asking for a reduction
in parking of three spaces. The request is for 23 per cent reduction. You have flexibility in the code up to a
certain point. When you give flexibility, you have to have a stopping point, otherwise you keep inching over
and you end up having your ordinance revised by mistake. The reduction is only to take place if there is
adequate parking on the street. While there is parking on the street, five of the spaces are being removed
due to the driveway. Mr. Brisson stated that he felt there were a couple of ways the deficiencies can be
overcome. Number one, the parking space in the North by the drain field could house an employee parking
space. This would eliminate the additional percentage over the twenty percent reduction for parking. The
landscape buffer adjoining the other property should be two feet. All that is required, is making the building
more narrow by two feet. Admittedly, this is less than the applicant wants. The applicant is trying to get as
much building as possible, but violating the City's codes without any real purpose, other than trying to get
as much building as desired, is unacceptable. Another possibility is using nine foot spaces, which would
allow you pick up another parking space. With eliminating the handicap parking space, with the nine
spaces that are shown and removing a foot from each one, you could get a tenth space in the same area.
That alone would eliminate the need to ask for more reduction than is required by the code. Also, the
landscape is not as clear as it should be. Assuming this is a two-way driveway, not a single access
driveway, and therefore in a non-residential parking area, you are required to meet the landscaping code,
which requires another 72 square feet. This is an additional 234 square feet of required landscaping for the
parking lot.
Mr. Brisson asked the Committee, if a parking lot with nine or ten spaces requires landscaping, then maybe
the code needs to be changed to reflect that requirement, instead of the access drive being the basis. This
application is not a single access driveway, it is a two way driveway. Engineer Bermudez concurred,
therefore, there is a requirement for the non-residential parking area landscaping of 234 square feet, and
one tree for each 72 square feet, which requires another three trees. This is a tight site. Another option
would be to put a two story building on the site, or a partial two story, which then you would have no
problem meeting any of the requirements of parking, landscaping, and the buffering. There are a lot of
alternatives that allow the applicant to meet the codes and there simply not being met, because they are
not the applicant's preference, as opposed to some other hardship associated with the lot.
Mr. Brisson announced that he usually comes off hard on the requests, my primary job is to point out to the
City where the codes are not being met, and what alternatives are available, so that the Committee can
decide how to treat the individual property and whether there is more lead way. As a consultant he feels
bound to inform the Committee of all the violations and difficulties, and some ways they might be
overcome.
Mack Worley, building contractor for the project, spoke and confirmed that every effort has been made to
reduce the building size. There is plenty of room from North to South, but cannot reduce the building size
any more East to West. If we request a variance, which we do not want to do, we could move the building
over one foot. The offices have been reduced from 11 feet to nine feet.
The handicap requirements will not be met if the building is any narrower. Have to stay 15 feet away from
the building to the West to meet the fire code requirements. We are setting at the 8 foot property line on
the West side.
Mr. Whitehall asked Mr. Worley about the North? Mr. Worley explained he is not after more square
footage. With the layout that is proposed there are two hallways, with offices on each side, and conference
rooms in the middle. Everything was designed as narrow as possible. Mr. Worley stated the applicant
requested that he design a very attractive building, as well as landscaping.

The landscaping on the plan is the minimum required by the City, but it will not necessarily be the minimum
that the owners will install. The owners have plans to landscape the area more extensively than what the
code requires.
Mr. Dobbs reported that he just had a plan approved in the County, that allowed the two foot overhang of
the parking. Mr. Whitehall asked whether this was code in the County or whether they just approved based
on the site plan. Mr. Dobbs answered, this was another small half acre site and they felt it met the spirit of
the code.
Mr. Whitehall asked whether the Committee had any further questions? Mr. Hayford stated that connection
to the water and sewer was not readily available. Mr. Trent inquired if the City would accept anything other
than pavement for the North parking space. Mr. Whitehall answered yes, if it was dust free. Mr. Schaub
spoke about accessibility to the North parking space, drain grate in the area, and expressed concern
regarding the handicap parking be close to the building, at that time, Mr. Brisson suggested locating the
handicap parking on the City street versus on site. Chief Smith remarked that the fire lane must have a no
parking sign. Director Robertson asked how there would be enough room for a car to turn around in that
North area where the parking space would be located. Mr. Dobbs answered, if the space was for
employee, it would not be a problem. Chief Davis stated he had no concerns. Mr. Bermudez interjected
that handicap parking on the street could be a problem. Mr. Schaub replied that according to state law, he
believes two handicap spaces need to be provided.
Mr. Worley said the applicant would be responsible for the sidewalk connections and additional curb cut,
and the striping for the handicap spaces.
Chief Smith moved to approve the State Farm Insurance Site Plan with the following contingencies: 1.
Eleven parking spaces. 2. Twenty percent reduction for parking granted by the City Council. 3.
Appropriate improvements for 2 handicap spaces on the city street to be approved by City Police, in front of
the facility. 4. Allow the buffer configuration that is proposed in the site plan; seconded by Chief Davis.
Motion carried (5-0).
E. Adjournment - Chairperson.

DRAINAGE STATEMENT
CITY OF OKEECHOBEE, FLORIDA
Introduction
The following is a drainage statement for the above referenced project prepared by Rudd
Jones, P.E. and Associates,' P .A. The intent of the proposed project is to construct a 3,832
square foot office building with associated paving, drainage and utility infrastructure located
in the City of Okeechobee, Florida.
Site Location and Description
The proposed project site is approximately 0.34 acres in size and is located in Section 3,
Township 37S, Range 35E in the City of Okeechobee, Okeechobee County, Florida. More
specifical~, the project site lies on the north side of NE 2nd Street between NE 3rd Avenue
and NE 4 Avenue. The site is currently in an undeveloped state.
Existina Site Conditions
A topographic survey of the subject property provided by Tradewinds Professional Services,
Inc. (dated 04/1912007) depicts existing site elevations ranging from 26.00 ft to 27.50 ft
(NGVD 1929). The site in its existing condition is slightly higher in elevation along the west
boundary and therefore most of the existing site runoff sheet flows from the west to the east.
Proposed Drainaae
Water quality treatment and flood attenuation shall be provided for the site utilizing a
combination of exfiltration trench and on-site dry retention area. The total amount of site
runoff to be retained will be based on the difference between pre-developed site soil storage
and post-developed site soil storage. Please refer to the site data sheet attached to this
statement which demonstrates that the volume of runoff the site is capable of storing is equal
to the difference in pre vs. post soil storage.
As mentioned above, a site data sheet containing land use breakdown, soil storage
calculations and provided storage calculations, along with exfiltration trench calculations and
a geotechnical report (provided by A.M. Engineering and Testing, Inc.) have been provided
with this statement. The exfiltration trench calculations also provide a water quality treatment
calculation demonstrating that the site is retaining the required water quality treatment
volume.
It should be noted that the proposed building finish floor elevation has been set 1.2 feet
above the crown of the existing roadway (NE 2nd Street). This should be consistent with the
finish floor elevations of the: nearby existing properties.
The proposed stormwater management system outlined above should have no impact to
existing drainage patterns off-site and should have no impact to off-site areas. The design
and construction of the proposed site shall satisfy all local, state and federal requirements.

Ladies and Gentlemen:
A. M. Engineering and Testing, Inc. is pleased to submit this geotechnical report for the
referenced project. This letter describes tbe project and its location, explains our field
explorations, tests and findings, presents background infomlation from outside references,
discusses our findings and concludes with our estimate of the average wet season high water
table.
PROJECT DESCRIPTION
The project site is a 0.34 acre parcel located in Section 15, Township 37S, Ra~e 35E. The site is
bounded by N.E. 2nd Street on the south and is located in the middle ofN.E. 3 Avenue and N.E.
411l Avenue in Okeechobee.
The project consists of a single story office building with access drives and parking areas.
Stormwater runoff will be handled with an exfiltration trench located in the parking area.
FIELD EXPLORATIONS
The subsurface conditions at the project site were explored on May 15,2007, with one Auger
boring; Hand Cone Penetrometer (Hep) readings were taken at one-foot intervals in the auger
boring. Subsequently an Exfiltration (EX) test was conducted in the borehole. The auger boring
was performed in general accordance with ASTM D 1452, "Practice for Soil Investigation and
Sampling by Auger Borings", alld the exfiltration test with the SFWMD Usual Open Hole Test
procedure. The Rep test, in conjunction with information about the soil type, is empirically
correlated to the relative density of subsurface soils.
The boring and exfiltration test were completed at the approximate location noted on the Boring
Location Plan; the location was selected by Rudd Jones, P.E. & Associates, P.A. Consulting
Engineers. The Exfiltration Test Report with the log from the auger boring is attached. The
depths on the boring log are below the existing ground surface at the time the boring was
performed. .

FINDINGS
During the site visit our representative observed that the terrain at the project site was relatively
flat. Vegetation at the site included grass, palms. pines and a few large oak trees. The grade was
estimated to be even with N.R. 2nd Street at the time of our explorations. The area around the
project site is developed with residences and small businesses. The older structures are just
slightly above road grade.
The subsurface soils encountered in the boring consisted of fine sand with negligible silt from
the existing ground surface to a depth of2~ feet, undedainby fine sand with trace to little silt to
the bottom ofthe boring at a depth of6 feet. The Rep readings indicated that the soils were finn
from the existing ground surface to a depth of 6 feet, the bottom of the boring.
Ground water was encountered SY-a feet below existing grade at the completion of the boring.
USGS TOPOGRAPIDCAL AND USDA SOIL SURVEY INFORMATION
We reviewed the USGS 7.5-minute series quadrangle topographic map of the area, entitled
Okeechobee. Revisions to this map were based on aerial photographs taken in 1987. The USGS
map showed the project site is located in a relatively flat, urban area with an elevation between
25 and 30 feet NGVD. Taylor Creek, which drains into Lake Okeechobee, is located
approximately 1,500 feet east of the project site.
The site is shown on sheet number 46 of the Soil Survey of the Okeechobee County Area,
Florida, issued by the U.S. Dept. of Agriculture in 2003. According to the Soil Survey one (1)
soil type occurs within the area of the project site. Immokalee fine sand (11). It should be noted
that the depth of the Soil Survey generally extends to a maximum depth of 80 inches
(approximately 6% feet) below ground surface and is not indicative of deeper soil conditions.
The Soil Survey describes Immokalee fine sand as a poorly drained soil in low areas of
flatwoods. The wet season water table with unimproved drainage is at depths of ~ to 1 ~ feet
from June through September. The soil profile consists offine sand to fine sand with little silt to
a depth of 3 feet and fine sand with little to some siltto a depth of 6% feet.
SOUTH FLORIDA WATER MANAGEMENT DISTRICT RAINFALL INFORMATION
The rainfall has been considerably lower than normal during the three months prior to our
explorations. According to the SFWMD the rainfall at the Lake Okeechobee basin during the 30
days prior to May 15,2007, was 73 percent of the normal; during the 30 days prior to April 15
the rainfall was 58 percent of normal; and during the 30 days prior to March 15 it was 11 percent
of normal. Furthermore. a news release from the SFWMD (January 4, 2007) indicated that
despite above average December rains, 2006 ranked as the sixth driest on record. At present
Lake Okeechobee is approximately 3 feet below its histOlic average for this time of year.

DISCUSSION AND CONCLUSIONS
The subsurface soils encountered in the auger boring corresponded well with the infonnation
preSented in the Soil Survey.
The presence of drainage improvements in the vicinity of the project site indicate that the wet
season water table will be lower than that stated in the Soil Survey.
Based 011 information provided by Rudd Jones, P.E., the older structures in the vicinity of the
project site (which are only slightly above the road grade) have septic tanks aIld drain fields; he
is not aware of any reported problems due to high water tables.
The recent rainfall "history indicateS that the observed water table level is lower than nonnal for
this time of year.
Based on the above data and the results of our field exploration, we estimate that the average wet
season high water table level is 3 feet below the ground surface. However, should rainfall
intensity and duration or total rainfall quantities exceed the normally anticipated rainfall
quantities, the groundwater level may exceed our estimate of the average wet season high
groundwater level.
LIMITATIONS
This report is for the exclusive use of G.M. Worley, Inc. in the design and construction of the
previously described project. The right to rely on this report may not be assigned without written
permission of A. M. Engineering and Testing, Inc.
This report has been prepared in accordance with generally accepted geotechnical engineering
practices in the State of Florida. No other warranty, expressed or implied, is made. Our
recommendations are based on the project information furnished to us, the results of our field
explorations and our past expelience. They do not reflect variations in subsurface conditions that
may exist in unexplored areas of the site. The nature and extent of such variations may not
become evident until further explorations are made or construction is underway. Should such
variations be observed, we recommend that A. M. Engineering and Testing, Inc. be requested to
observe the actual site conditions and re-evaluate our recommendations, ifnecessary.
Environmental concems~ including (but not limited to) the possibility that hazardous materials or
petroleum contaminated soils or groundwater may be present on the project site, were not
included in the scope of work. Furthermore, our explorations did not include determination or
delineation of "wetland" areas.
GPS readings at a specific location are subject to some variability due to the satellite coverage
and local conditions. An accuracy of approximately 20 feet is commonplace.

Comments:
Staff sees no valid reason that the Applicant cannot meet all of the require-
ments of the LDRs with respect to parking. The site plan shows 18-foot
spaces with a two-foot overhang on the east side. While this results in a 20-
foot space, it infringes on the required two-foot landscape buffer. The appli-
cant should provide both the 20-foot space and the two-foot landscape
buffer along the east side of the property.
The Applicant is proposing to reduce the amount of parking to 23% less than
that required by code. While Section 90-485(a) provides for a reduction in
the number of parking spaces required if the TRC finds there is a surplus of
on-street parking in the immediate vicinity, subsection (d) limits this reduc-
tion to 20%. If it is determined a reduction in required off-street parking is
justified, it should be lowered by only two spaces, not three.
Finally, no landscape plans have been submitted. When they are provided,
they need to incorporate all required landscaping for the site, parking area
and buffer area.
Recommendation:
Staff recommends approval of the site plan review provided the noted
deficiencies in the parking space size, buffer along the east side of the
property, and landscaping plans are submitted incorporating all required
landscaping.
