To Whom It May Concern:
On behalf of First Baptist Church, we respectfully request special exceptions be granted to
our property which is located between Fifth and Sixth Avenues and Third and Fourth
Streets. Our Church desires to build an educational/recreational complex for the Senior
Adults and youth of our community. The lay people and ministers in providing a place of
recreation and fitness for our community will staff this facility.
Currently, this property involves a duplex that we use for educational purposes. This
building will be demolished upon the completion of the new structure to allow for additional
parking. The fenced area will also be moved and incorporated into the parking area as
well.
Our property has a residential area to the west, commercial and residential to the east,
commercial to the north and south of this block. We are in need of consideration and
granting of special exceptions in the areas of Lot coverage by a structure (exceeds 25%),
parking spaces per square footage of the facility and the height limitations on the current
zoning, which is exceeded by one foot.
Additional documentation and plats are attached for your review. First Baptist is
committed to offering the best facilities possible to our community. We believe this
structure will be a tremendous addition to the cityscape of Okeechobee.
Again, thank you for your assistance and consideration on the above needs. It is our
desire to proceed as quickly as possible with the variances as our goal is to have this
facility completed this time next year.

Ree:ulations for the construction of a 22,750 square foot multipurpose Community
Building.
350 RESIDENTIAL MULTIPLE FAMILY ZONING DISTRICT REGULATIONS
352 -5 (daycare), 8 (community center), 9 (Indoor Recreation) & 10 (Outdoor
Recreation) - This facility will be multipurpose building used for Church and
Community activities including indoor and outdoor recreation. After school
and summer youth activities will take place in the building on a year round
basis.
460 DESIGN STANDARDS FOR OFF-STREET PARKING AND LOADING
463 - Loading Space Requirement - No separated loading space is being
provided as it is not believed to be necessary for this use. Driveway may be
used for loading and un-loading.
474 - Entertainment and Recreation Uses Parking Space Requirements - The
standard of 1 space per 200 square feet of gross floor area for indoor
recreation facilities cannot be met onsite> 114 spaces would be required, 84
spaces are provided. Extra parking is available on the church site across the
street and many of the users of this building are not of driving age and will be
dropped off by the parents or transported by the Church.
700 SPECIAL EXCEPTION USE REGULATIONS
702.4 - 25 percent lot coverage is the maximum coverage allowed by this
regulation. This would not be an efficient use of land by the Church. The
Church has to maximize the use of the available land. A coverage of 65
percent is being requested.
702.5 - The proposed building is slightly taller than 35 feet, not to exceed 40
feet is being requested.

The First Baptist Church of Okeechobee will use the 22,750 square foot multipurpose
building for fellowship, after school activities, summer youth activities, classrooms
and recreation. The building will contain classrooms, a Senior Center, Youth Center,
a kitchen, racquet ball court, basketball court and associated restroom and shower
facilities. Eighty-four parking spaces are to be provided which can be used by this
facility and overflow parking for the Church.

The site has been completely cleared, with a building and asphalt paving on the east
side. There are no wetlands, severe soil conditions, flood prone areas, native or unique
habitat or endangered species on the site.
Information Item 10 -Public Facility Impact
1- Potable Water Demand - The Pastor estimates 50 to 60 persons per day on
average. We will use 75 persons at 20 gallons per day each = 1,500 gallons per day
average.
2 - Wastewater Generated -1,500 gallons per day average.
3 - Solid Waste - 75 persons at 3 pounds each = 225 pounds per day.
4 -Stormwater will be designed in accordance to the requirements of the City of
Okeechobee and the South Florida Water Management District.
5- Recreation and Open Space Demand - This project will provide recreation, for
youths especially, and will create additional demand on the City or County for
recreation facilities.
6- Traffic Generated -
Land Use 495, ITE Trip Generation Manual, January 1991- Recreation
Community Center.
Peak Daily Trip Generation Rate, Sunday 14.55 trips per 1,000 square feet =
331 trips per day.
Peak Hour of Generation 2.61 per 1,000 square feet = 60 trips in peak hour.

ARTICLES OF INCORPORATION
OF
FIRST BAPTIST CHURCH OF OKEECHOBEE, FLORIDA (INCORPORATED)
WE, the undersigned, hereby associate ourselves together for the purpose of becoming
incorporated under the laws of the State of Florida, applicable to corporation not for profit and
respectfully petition the Secretary of State for approval of such incorporation, under the following Articles
of Incorporation.
ARTICLE I - NAME
The name of this corporation shall be:
FIRST BAPTIST CHURCH OF OKEECHOBEE, FLORIDA (INCORPORATED) and its principal
place of business and place of worship shall be:

ARTICLE II - PURPOSE
The general purpose and objects of this corporation shall be to conduct for religious worship and
instruction, churches, schools, parsonages, and other institutions connected therewith of a religious,
education, charitable and benevolent character to the end that its own members and others may be
generally instructed and guided concerning those New Testament doctrines which are most surely held
among Southern Baptist Churches and to advance spiritual growth and enlightenment, moral and
personal purity among its own membership and the people of the community in which it is located; to
promote home and foreign missions; and to aid in the spread of the Gospel of Jesus Church to the ends
of the earth; also to educate and prepare Christian men and women and ordain Christian men for the
ministry of the Gospel of Jesus Christ; and for the purpose of promoting the foregoing objects, this
corporation shall have the right to acquire, either by gift or purchase, and to hold, own, sell, mortgage, or
encumber in any manner, lease and improve real estate and personal property for itself and others,
either as trustees or otherwise.
ARTICLE III - MEMBERSHIP
Every person who believes in repentance toward God, and has faith in Jesus Christ as Savior
and Lord, and who is willing to confess Him publicly as Lord and King and follow Him in baptism by
immersion, and to observe the ordinances of Christ and to be governed by His laws, is qualified and
eligible for membership in this corporation.
ARTICLE IV - MANNER OF ADMISSION
The manner of admission to membership in said corporation shall be by letter of dismission from
other churches of like faith and order, or by satisfactory statement of former membership in a church of
like faith and order or by profession of faith as hereinbefore provided in Article III, or by statement of
conversion, experience and New Testament baptism, upon a favorable vote of ninety per cent (90%) of
the membership of said corporation present at any business meeting of said church.
The present membership of FIRST BAPTIST CHURCH and those hereafter admitted to
membership, shall constitute the membership of this corporation.
ARTICLE V - TERM OF EXISTENCE
This corporation shall have perpetual existence.
ARTICLE IV
The Word of God. in its entirety. is the basis and foundation of this Church is summarized in the
followinq:
SECTION 1 - Statement of Belief
We believe in the Old and New Testaments as verbally inspired by God, inerrant in the original
writings and that they are of supreme and final authority in faith and life.
We believe in one God, eternally existing in three persons, Father, Son, Holy Spirit.
We believe that Jesus Christ was begotten of the Holy Spirit, born of the Virgin Mary, and is true
God and true Man.
We believe that Man was created in the image of God, that he sinned and thereby incurred not
only physical death, but also that spiritual death which is separation from God; and that all human
beings are born with sinful nature, and in the case of those that reach moral responsibility, become
sinners in thought, word, and deed.
We believe that the Lord Jesus Christ died for our sins according to the Scriptures as a
representative and substitutionary sacrifice; and that all who believe in him are justified on the ground of
His shed blood.
We believe in the resurrection of the crucified body of our Lord, in His ascension into Heaven,
and in his present life there for us, as High Priest and Advocate.
We believe that salvation is by grace through faith, and that all who receive by faith the Lord
Jesus Christ are born again of the Holy Spirit and thereby become children of God.
We believe that the return of the Lord Jesus Christ to catch up His people to meet Him in the air,
is eminent.
We believe in the personal and bodily return of our Lord Jesus Christ to set up His Kingdom
upon the earth.
We believe in the bodily resurrection of the just and the unjust, the everlasting conscious
punishment of the lost.

SECTION 2 - Church Covenants
Having been led, as we believe, by the Spirit of God to receive the Lord Jesus Christ, and on
profession of our faith, having been baptized in the name of the Father, and of the Son, and of the Holy
Ghost, we do now in the presence of God, angels, and this assembly, most solemnly and joyfully enter
into covenant with one another, as one body in Christ.
We engage, therefore, by the aid of the Holy Spirit to walk together in Christian love, to strive for
advancement of this Church in knowledge, holiness and comfort; to promote its prosperity and
spirituality; to sustain its worship, ordinances, discipline, and doctrines; to contribute cheerfully and
regularly to the support of the ministry, the expenses of the Church, and the relief of the poor, and the
spread of the Gospel through all nations.
We also engage to maintain family and secret devotions; to religiously educate our children, to
seek the salvation of our kindred and acquaintances, to walk circumspectly in the world; to be just in our
dealings, faithful in our engagements, and exemplary in our deportment; to avoid all tattling, back-biting,
and excessive anger; to abstain from the use and sale of intoxicating drinks as beverage, and to be
zealous in our efforts to advance the Kingdom of our Savior.
We further engage to watch over one another in brotherly love; to remember each other in
prayer; to aid each other in sickness and distress; to cultivate Christian sympathy in feeling and courtesy
of speech; to be slow to take offense, but always ready for reconciliation, and mindful of the rules of our
Savior to secure it without delay.
We moreover engage that when we remove from this place we will, as soon as possible, unite
with some other church, where we can carry out the spirit of this covenant and the principles of God's
Word..
SECTION 3
It shall be the duty of the church congregation to read our covenant in unison at the morning
service on the first Sunday of October of each year. All new members shall be presented with a copy of
our Church Covenant.
ARTICLE VII
SECTION 1 - Church Officers
The Church shall have as Officers: A Pastor, Deacons as needed, a Clerk, a Financial
Secretary, a Treasurer, a Sunday School Superintendent, a Training Union Director, a Brotherhood
President, a Woman's Missionary Union President, a Music Director, an Organist, a Pianist, a Board of
Trustees, and such other general officers as the Church may elect.

ARTICLE VIII
SECTION 1 - Election and Duties of Officers
All officers of the Church except the Pastor, the Sunday School Superintendent, the Training
Union Director, the Brotherhood President, the Woman's Missionary Union President and the Music
Director shall be elected at the regular annual business meeting by September of each year, and will
take office on the first of October of that year.
SECTION 2 - The Pastor
As soon as the Church becomes without a Pastor the Church shall in its own way appoint a
Pulpit Committee of five (5) persons, of which at least two are to be serving Deacons.
The Committee shall recommend a suitable Minister for Pastor and the recommendation shall
be acted upon at a business meeting that has been publicized orally and by bulletin for two successive
Sundays prior to the meeting, or at a called business meeting after each member has been notified by
mail. Election shall require a three-fourths majority of voting members present.
The Congregation shall consider only one Minister at a time.
It shall be the duty of the Pastor to look after the spiritual welfare of the members of the
Church, through prayer, visitation, and ministry of the Word, with the aim of assisting each one to
discover and enter fully into the exercise of his or her spiritual gifts.
The Pastor shall serve as ex-officio member of all committees.
The Pastor shall preside at business meetings when present except on matters in which he
has a personal interest. In his absence, or in case of the provisions above, the Chairman of the
Deacons, or another Deacon approved by the Church shall preside.
Term of Office. He shall continue in office as long as the relationship between pastor and
church is mutually agreeable and profitable.
SECTION 3 - Election and Duties of Deacons
One-third of the Deacons shall be elected each year for a three (3) year term; not to succeed
themselves for a period of one (1) year.
A Deacons Questionnaire shall be made available to all members of the FIRST BAPTIST
CHURCH by the first day of August. Any member of FIRST BAPTIST CHURCH is qualified to
nominate, by filling out the questionnaire, any male member in good standing. All nominations shall be
prayerfully screened by the Pastor and active Deacons, and a personal interview shall be conducted
with each nominee by the Pastor or Active Deacons, before final recommendation is made to the
Church.
All Deacons shall be chosen for their scriptural qualifications.
In event of a vacancy, a Deacon shall be elected at a regular business meeting within three (3)
months of the occurrence of each vacancy, for the unexpired term. If the unexpired term is less than
one year, the eligibility of the Deacon elected shall not be affected in the next annual election.

The Deacons shall assist the Pastor in all Church functions and visitation.

SECTION 4 - Trustees
The Trustees shall act in behalf of the Church in the purchase, holding or disposing of any real
estate or fixed property. They shall not, however purchase or dispose of any real estate or fixed property
or impose any important obligations on the Church without having first brought the matter before a Church
meeting, due notice having been given in at least two public meetings of the Church beforehand, and a
majority of the members present at the meeting and entitled to vote concurring. This being done they shall
have full power to act in behalf of the Church.
There shall be three (3) Trustees, whose term of office shall be one (1) year or until their
successors are elected.
This note was inserted:
We have not had elected Trustees for many years and those signing legal papers in
their place were:
Chairman of the Deacons or Vice-Chairman of the Deacons and the
Secretary. The Church Clerk signed if a third name is required and if only a
signature needed for minor needs where no money or legal procedure needed.
This was changed by the Deacons.
When a paid Staff member was called they were called by the Church as is the
Pastor.
SECTION 5 - The Treasurer
The Treasurer shall see that the books of the Church are accurately kept, and its monies are
dispersed in accordance with this section. The Treasurer shall see that all routine bills are paid after
reasonable assurance that the supplies have been received or that the bill is justified. Any unusual
expenditure shall first be authorized by the Church. He shall render his report monthly to the Church,
submit his books at any time for auditing, and turn over to his successor when elected, all money, books
and papers belong to the Church.
SECTION 6 - Financial Secretary
The Financial Secretary shall see that the individual financial records of the church are accurately
kept. The records of the Financial Secretary shall be kept in the strictest of confidence. No person shall
have access to these records except his own.

SECTION 7 - Church Clerk
The Clerk shall keep an accurate record of all congregational business meetings and any other
business meeting designated by the congregation or Deacons. He shall be responsible for the keeping
of the records of church membership, admissions, dismissions, deaths and baptisms. He shall also
have in custody any other papers, records, or other documents as directed by the congregation or
Deacons.
SECTION 8 - Music Director
The Music Director shall be in charge of all the choirs and make all musical arrangements,
working in conjunction with the Pastor.
SECTION 9 - The Organist and Pianist
Duties of the Organist and Pianist are playing the instruments under the direction of the Music
Director.
SECTION 10 - Sunday School Superintendent
The Sunday School Superintendent shall be in full charge of the Sunday School, preside at
counsel meetings and direct an effective visitation program.
SECTION 11 - Disciple Training Director
He shall be in full charge of the Training Union, preside at counsel meeting and direct an
effective visitation program.
SECTION 12 - Brotherhood President
The Brotherhood President is elected by the Brotherhood but must be approved by the Church.
His duties are such as appertains to his office.
SECTION 13 - Woman's Missionary Union President
The Woman's Missionary Union President is elected by that organization but must be approved
by the Church. Her duties are such as appertains to her office.
SECTION 14-
The Church Secretary and Educational Director if there be one shall be under the direction of
the Pastor and Deacons.
SECTION 15 -
All Church officers and elected teachers shall be members of the Church.

SECTION 16-
Reports shall be made in writing by the Clerk, Financial Secretary, Treasurer and heads of all
departments at the regular monthly business meetings.
SECTION 17 -
Any church officers service relation with the Church may be terminated in like manner as the
Pastor in Article 4, Section 2 with the exception of the thirty day clause.
ARTICLE V
SECTION 1 -
A Nominating Committee of five (5) shall be named by the Church at the regular business
meeting in May of each year, and this Committee shall nominate a Sunday School Superintendent, a
Disciple Training Director and a Music Director to be presented to the Church for election at the regular
business meeting in June. When elected these three officers become members of the Nominating
Committee.
SECTION 2 -
The Brotherhood President and the Woman's Missionary Union President shall be approved by
the Church at the regular business meeting in June.
SECTION 3 -
The Nominating Committee shall nominate all other Church Officers, unless otherwise provided
for, to be elected at the regular monthly business meetings by September, and to take office October 1.
Other nominations shall be called for at these meetings.
ARTICLE VI
SECTION 1 -
The Church shall assemble for worship in the morning and evening of each Lord's Day. Sunday
School and Disciple Training shall meet on each Lord's Day. The church shall assemble at least once
each week for Prayer Service.
SECTION 2 -
Business meetings shall fall on the next Wednesday evening after the first Sunday of each
month and/or at such other times as may be deemed necessary by the Pastor or Deacons after proper
announcements have been made.
SECTION 3 -
Twenty-five (25) members shall constitute a quorum for the transaction of business except when
calling a Pastor, or for the termination of the Pastor's relationship with the Church, or for the purchase or
disposal of property. In such cases a quorum of one hundred (100) members shall be necessary..

SECTION 4 -
Roberts Parliamentary Rules of Order shall be observed at business meetings.
SECTION 5 -
The Lord's Supper shall be observed at least once each quarter.
ARTICLE VII
SECTION 1 -
The Church fiscal year shall be from October 1st to September 30th.
ARTICLE VIII
SECTION 1 -
This Constitution may be amended at any regular business meeting by a majority of members
present and voting, provided the amendment has been brought before the Church in written form at a
regular business meeting preceding such action.

The First Baptist Church of Okeechobee, Florida met in special business conference on Sunday
morning, September 24th, following the 8:30am and 11 :OOam worship services.
Pastor Randy Huckabee presented the name of James Garner to be called as Pastor of Adult
Discipleship. The recommendation came with the support of the Personnel Committee and the
Deacons. The church gave unanimous approval to the recommendation. Rev. Garner will join
the staff in late December or the first part of January, 2001.
October 1 , 2000
The First Baptist Church of Okeechobee, Florida again met in special business conference on
Sunday morning, October 15\ following the 8:30am and 11 :OOam worship services.
Pastor Randy Huckabee presented a recommendation from the Personnel Committee and the
Deacons to call Charles Simpson as Pastor of Worship and Senior Adults. Unanimous approval
was given. November 12th will be Rev. Simpson's first Sunday.
October 8, 2000
The First Baptist Church of Okeechobee, Florida met in special business conference on Sunday
evening, October 8,2000 with Pastor Randy Huckabee moderating.
A sketch of the new building and floor plan were provided. Johnny Pearce, Chairman of the
Building Committee, presented a list of questions and answers and also answered questions
from the floor. He also presented the motion from the Building Committee, with unanimous
support from the deacons, to put the building on the northwest block where the buses are
currently parked. Seconded by Skip Croncich. The motion was approved unanimously.
