Statement Addressing Land Use Requested
Michael and Angela Armstrong currently own Lots 1 - 4, inclusive and Lots 11 - 13
inclusive, and the alley adjoining Lots 1,2 and 3, Block 57; and the West Y2 of that part
of Tallahassee Street lying between and the East boundary of Lots 1, 2 and 3, Block 57,
and the West boundary of Lots 11, 12 and 13, Block 56 and the South 34 feet of that part
of 14th Street extending from the East right-of-way line of North Parrott Avenue, or U. S.
441 Highway to the West boundary of the above described property, all in the City of
Okeechobee, according to the plat thereof recorded in Plat Book 1, Page 10 and Plat
Book 5, Page 5, Public Records of Okeechobee County, Florida. The subject property is
located in the 700 block of North Parrott Avenue. The applicants wish to establish an
automotive sales lots including automotive repair in association with the sales lot. In
accordance with the City of Okeechobee Unified Land Development Code, a special
exception will be required.
The subject property is currently zoned Heavy Commercial and lies within the
Commercial Corridor future land use classification. The requested special exception is
consistent with the Okeechobee City Unified Land Development Code and the
Comprehensive Plan. The proposed use is consistent with the established land use
pattern and adjacent uses in the neighborhood.
Michael and Angela Armstrong respectfully request that the City of Okeechobee Board
of Adjustments grant the request for a special exception to allow an automotive sales lot
and automotive repair in association with a sales lot in a Heavy Commercial zoning
district.

Standards for Granting a Special Exception Use
A. Demonstrate that the proposed location and site is appropriate for the
use.
The subject property is zoned Heavy Commercial and lies within the
Commercial Corridor future land use classification. Land use is primarily
commercial along this segment of the highway. The site currently serves as
an automobile sales lot. The requested special exception to allow an
automotive sales lot including automotive repair in association with an
automotive sales lot is a reasonable use at this location.
B. Demonstrate how the site and proposed buildings have been designed so
they are compatible with the adjacent uses and the neighborhood.
The applicants purchased commercial property with two (2) existing
buildings. The site and existing buildings are consistent and compatible with
the adjacent uses and uses generally in the area.
c. Demonstrate any landscaping techniques to visually screen use from
adjacent uses.
If required, the applicant will provide appropriate landscaping.
D. Demonstrate what is proposed to reduce the impact of any potential
hazards, problems or public nuisances generated by the use.
The subject property is located in the Commercial Corridor future land use
classification and is currently zoned Heavy Commercial. The proposed use is
most appropriately located in a commercial zoning district and is consistent
and compatible with the general area. Therefore, no adverse effects are
anticipated. However, the applicant will work to minimize any possible
impacts to the community.
E. Demonstrate how the utilities and other service requirements of the use
can be met.
Adequate utilities currently exist on site. If additional utilities are required the
site has sufficient area available to provide for such services.
F. Demonstrate how the impact of traffic generated will be handled, off-site
and on-site.
Ingress and egress is adequately provided from Highway 441 North. The
safety and convenience of all automotive and pedestrian traffic flow and
control will be provided for.
