Betty is out the rest of this week, and today is the deadline to submit applications for the September meeting. Special Exception Application No. 06-010-SE is to allow an Outdoor Vehicle Sales within a Heavy Commercial Zoning District. There is an Occupational License issue oending on this orooerty. In order to make the SeDtember meetina we would need the "green light" to proceed with advertising by noon on Friday. SeDtember 1 (if oossible). This company has been in the trailer sales for several years, but what triggered all this was the State changed how they issue "Trailer Sales State Licenses" and they actually had to obtain a license that allows for any vehicle sales, which then changed how Kim had to classify them under the City's Occupational Licenses, which then fell under having to have a special exception (hope that wasn't too confusing!) However, here's my comments, they also own Lots 24-26 (within the block), which is where the "display" of the trailers has always been and then the transactions took place across the street at the "Eli's" office. They purchased Lots 22-23 back in January, remodeled the building as the trailer sales office. I verified whether they were continuing to display the trailers on Lots 24-26. The response was yes. I then suggested that we needed to add Lots 24-26 to the application for the following reasons: (1) Permitted Uses in CHV (Sec. 90-282 (2)) allows for retail service, retail store including outdoor display of merchandise, since Kim is having to classify the business as outdoor vehicle sales we should not try to use the 90-282(2) classification just for Lots 24-26 and (2) the entire property that is actually being used as the trailer sales should be addressed so there is no confusion as to which lots are "retail outdoor display only" and which are "outdoor vehicle sales lots." Just as we have done for all vehicle sales lots. The application could be amended: acreage total changed, parcel number added, a deed, survey and statement of interest have to be submitted. The property owner list would remain the same (we doubled checked that). Kelley (contact person) is already working on everything. She explained that no one ever said anything about the display area, they only focused on the property for the occupational license so she did not understand it all went together, but she agreed that the entire trailer sales area should be addressed. So, as soon as I get the rest of the items, I'll scan those over to you. I went ahead and marked the location maps to include all the lots, added the acreage and parcel number.
