It is respectfully submitted that a better use of the
described real property would occur if a speci ~l exception to allow
for off street parking were granted. The hig rrest and best use of
the land is always preferrable to one that all )ws such property to
lie dormant provided that it is not inconsiste 1t with surrounding
areas and the comprehensive plan of the County.
In this situation, the Petitioner is the owner of Lots 1 and
7, Block 46, FIRST ADDITION TO SOUTH OKEECHOB ~E, according to the
plat thereof recorded in Plat Book 1, Page 17 Public Records of
Okeechobee County, Florida.
Petitioner seeks a special exception on lot 7 to allow off
street parking to service Lot 1 upon which an established produce
business is operated.
To maintain a RSF zoning classification of such a small parcel
immediately behind a commercial business we uld not be either
economically feasible or in the best interest 0 the City.
It is further submitted that:
(a) Ingress and egress to the proposed ot would be by the

alley separating the lot from the commercial pa cel. As there will
be no structures on said lot there will be no 1ifficulty or control
or access in case of a fire or catastrophe.
(b) There should be no offensive noise, glare or odor as a
result of use of lot for off-street parkin :T. Such additional
parking is not necessary for deliveries but wi 1 be solely for use
in peak business hours.
(c) No refuse or service areas would be :>laced on the subject
property.
(d) No offensive utilities or lights wi 1 be placed on the
above described parcel.
(e) The applicants are willing to place 3uch fences or other
screening buffers as this board deems ne "'essary to improve
compatability and harmony of use and structure :>etween the proposed
special exception and the uses and structures 0 adjacent and nearby
properties and properties generally in the dist .ict.
(f) No signs or offensive exterior lighti 19 shall be placed on
the above described property.
(g) No structure shall be placed on he above described
property.
(h) There will be no adverse economi effect on nearby
properties located generally in the district.
( i ) In light of the above, it is respect ully submitted that
the subject property is inappropriate for de elopment in accord

with the existing residential single family one. In light of
continuing commercial development adjacent to 441 South, the
likelihood of this lot being developed in ccordance with the
residential single family zone is slight. Ac ordingly, with the
appropriate safeguards, the granting of a speci 1 exception for off-
street is a natural and logical development of his property.
