AGENDA STATUS REPORT ON CDBG ECONOMIC DEVELOPMENT GRANT - Nancy Phillips, Grants/Funding Specialist DISCUSSION ON FY 2008 CDBG APPLICATION - Nancy Phillips, Grants/Funding Specialist OTHER BUSINESS CODE BOARD ACTION Nancy Phillips of Nancy Phillips & Associates, L.C. thanked the Citizen's Advisory Task Force for taking time out of their schedules to meet with her and contribute to the City of Okeechobee. Ms. Phillips gave the Board some background on the Community Development Block Grant (CDBG). She stated the City of Okeechobee is eligible to receive up to seven hundred thousand dollars. Ms Phillips explained the CDBG has four categories which are: housing rehabilitation, neighborhood revitalization, commercial revitalization, and economic development. The economic development is separate and can be applied for even if a grant has been applied for in one of the other categories. Economic development is a partnership with a private business entity based on job creation. In FY 2005 the City was awarded an economic development grant with Olde Tyme Construction in the amount of six hundred thousand dollars. This grant was recently completed and has been closed out. Ms. Phillips continued with a discussion of the FY 2008 CDBG application which has to be submitted before the deadline on September 29, 2008. She presented a detailed overview of the types of CDBG grants which the City could make application. Ms. Phillips stated after considering several factors the City is currently interested in applying for a housing rehabilitation grant. This type of grant provides low to moderate income homeowners who live in substandard housing with the means of bringing their homes up to local building codes or demolishing it and building a new house. Member Montesi moved to recommend the City of Okeechobee submit an application for FY 2008 Community Development Block Grant (CDBG) in the area of housing rehabilitation; seconded by Member Revels. The CDBG program is extremely competitive statewide with fewer dollars to award this year. In order for the City to remain competitive, it is important to structure a project that the City feels could be funded. There are four (4) categories of the CDBG program: 1. Housing Rehabilitation — Program corrects code violations in substandard housing owned and occupied by low -to -moderate income eligible residents of the City. 2. Neighborhood Revitalization — Program is used to install public infrastructure improvements (water/sewer) in low -to -moderate income neighborhoods of the City. 3. Commercial Revitalization — Program is used to provide infrastructure improvements in the Commercial Redevelopment Area (CRA) of the City. Also under this program, facade improvements can be made to businesses located in the CRA. 4. Economic Development — Program is based on job creation by a private business entity. Normal activities are the construction of public infrastructure required to create the jobs.
