ELECTION OF VICE CHAIRMAN
Chairman Leggett informed the Board that the positio of Vice Chairman was vacated
by Herbert Nix and therefore a new Vice Chairman must be lected.
Members Jeffers nominated Member Attaway. Member Am dio nominated Member Jeffers,
Seconded by Member Walker. Nomination of Lloyd Jeffers a Vice Chairman carried. -
REOPEN PREVIOUS CASES
Attorney Conlon informed the Board that the osed while Herbert Nix was a
member of the Board are not enforceable. Member to reopen cases that fines
were imposed on while Nix was a member of the Board, seco by Member McArthur. Motion
carried.
ADJOURNMENT
There being no further matters of business, Chairman Leggett adjourned the meeting
at 8:30 P.M.

MINUTES OF THE OKEECHOBEE MUNICIPAL CODE E FORCEMENT BOARD
Hearings on Municipal Code violations were held by th Okeechobee Municipal Code Enforce
æntBoard in City Council Chambers Monday, November 9, 198 . Chairman Gordon Leggett called
the meeting to order at 7:00 P.M.
The following members were present: Jim Attaway, Mic ael McArthur, Jerry Walker and
Alex Amadio.
Others present were: Mallette WEstbrook, Building an Zoning Administrator, David
Conlon, City Attorney and Deputy Clerk, Mary Ann Holt.
APPROVAL OF MINUTES
On the recommendation of Chairman Leggett, Member McA thur moved to dispense with the t
reading of the minutes of the September 21st meeting. Sec nded by Member Walker. Motion
carried.

CASES TO BE HEARD
Case No. 110-81 : James Kirk - Dog running in neighbo hood
On the recommendation of Administrator Westbrook, Mem er McArthur moved to dismiss
this case. Seconded by Member Attaway. Motion carried.
Case No. 82-81 : Zollie Aldridge - Junk and/or abandon d vehicles on property.
After discussion between members and Administrator We tbrook, the following recom-
mendations were made:
Member McArthur: Levy a $300.00 fine and give days to clear the property.
Member Walker: Levy a fine of $500.00 and give him 3 days to clear the property.
Member Attaway: Levy a fine of $500.00 if not cleane up in 30 days.
Chairman Leggett: Levy a fine of $500.00.
After consideration of recommendations by Board s, Member Walker moved to fine
Zollie Aldreidge $450.00 and allow him 30 days to clear property. If property is
cleared, Mr. Aldridge would purge himself. Seconded by ber Attaway. Motion carried.
Case No. 109-81 : Lorraine LaRose - Complaints receiv d from neighbors regarding
a large doberman running in the nag borhood belonging to Ms. LaRose.
Administrator Westbrook informed the Board Ms. LaRose doberman that is running
loose in the neighborhood and there have been several comp aints registered.
The following witnesses were sworn in by the Clerk: erry Green, William H. Jackson,
Leonard McCann and Kyle VanLandingham.
After hearing testimony of the witnesses as to the pr blems they have had with the
dogs over the passed several months, Lorraine LaRose orn in. Ms. LaRose testified
- the doberman does not belong to her, but to a friend S, and the only dog she owns is
a small puppy. Ms. LaRose further stated she took the dab rman to Ft. Pierce on October 31st

City of Okeechobee Humane Officer, Randy Whipple, was sworn in and questioned by
Administrator Westbrook regarding the complaints received.
Mr. Andrew Rubin was sworn in as a witness stating th~ dog in question intimidates

his dog during the early morning hours causing him to have to pen his dog in the garage. t
After a lengthy discussion between Board members, the consensus was to have the
Humane Society advise Mr. Westbrook of dogs who are repeat y picked up. The Board in-
structed the Humane Officer to pick up any dogs running 10 se in the neighborhood and
advise the Humane Society to notify Mr. Westbrook when the dogs are claimed enabling
him to file a case against the owner.
Member McArthur moved to find Lorraine LaRose in viol tion of Ordinance No. 410.
Seconded by Member Amadio. Motion carried.
The Board discussed levying a fine against Lorraine L Rose. The following recom-
mendations were made:
Member Amadio $50.00
Member Walker 25.00
Member Attaway 25.00
Member McArthur 25.00
Chairman Leggett 25.00
Member Amadio moved to levy a fine of $30.00 against LaRose. Seconded by
Member Walker. Motion carried.
Case No. 76-81: Clifford Greenisen, Trustee - Overgr wth of weeds on Lots 5 & 6,
Block 153, City of Okeechobee.
Attorney Conlon informed the Board Clifford Greenisen is not the owner of the
property in question. The property is a subsidiary of the employees' profit plan of
McArthur Dairy and a new notice should be filed as such.
Case No. 105-81 : Carlton and Brenda Hardy - Open septic tank on Lots 11, 12, 13,
Block 19, City of Okeechobee.
Administrator Westbrook informed the Board there is a open septic tank covered
with a piece of plywood on the property described above.
After discussion by Board members, the consensus was to levy a fine of $100.00
against Carlton and Brenda Hardy.
Case No. 94-81: Anna Belle Rooney - Operating a junk yard within the City limits
of Okeechobee (S. W. 7th Avenue) .
On recommendation of Administrator Westbrook, Member ttaway moved to dismiss this
case as the property has been cleared. Seconded by Member Walker. Motion carried.
ADJOURNMENT
There being no further cases to be heard, Chairman Le gett adjourned the meeting
at 8:45 P.M.
