The City Council of the City of Okeechobee, Florida, met in regular session at
4IÞ the City Hall at eight o'clock P. M. on the above date, and the following were
present: H. H. Hancock, Mayor, O. L. Hunt, President of the City Council, Councilman
~ Raulerson, Victor Domer and R. H. Singletary, with Alto Watford, City Clerk, R. C.
Evans, Chief of Police, L. C. Tootle, Water Supt., T. W. Conely, c~ty Attorney and
W. S. A. Henderson, Fire Chief, in attendance.
Councilman H. H. Raulerson, President Pro-tem,presided over the meeting.
The minutes of the last meeting were read and approved.
Counc~lman Hunt presented Ordinance No. l70 and moved its adoption. Seconded by
Counc11man Singletary and unanimously passed and adopted.
ORDINANCE NO. l70
AN ORDINANCE TO REGULATE THE OPERATION OF MOTOR DRIVEN
AND OTHER VEHIOLES WITHIN THE CITY LIMITS OF THE CITY
I OF OKEECHOBEE, FLORIDA, AND TO PROVIDE FOR THE ENFORCE-
MENT AND PUNISHMENT FOR THE VIOLATION OF THIS ORDINANCE.
BE IT ORDAINED BY THE MAYOR AND THE CITY COm~CIL OF THE
CITY OF OKEECHOBEE, FLORIDA:
SECTION 1.
No persons shall operate ~ motor vehicit within the
City Limits of the City of Okeechobee, Florida, recklessly or at a rate of speed

Ii greater than is reasonable andproper, having regard to the width, traffic and ¡
. use of the streets and highways, or so as to endanger the property or the life or!]
:i limb of any person; Provided that a rate of speed in exceslð of twenty-five miles if
I, per hour in the residential portion of the City 0 f Okeechobee, Florida, and a I
rate 011 speed in exce.ss of fifteen miles per- hour in the business portion of ~
said City, shall be deemed prima facia evidence of recklees driving.

SECTiO1i 2.
All motor vehicles shall be provided with lights in
front and rear. the fr~nt or driving lightà shall be of tilting variety or some
other device which will kill the glare of driving lights.
SECTION 3.
Every motor vehicle operated or driven upon the streets!:
or highways of said Cityoof Okeechobee, Florida, shall be provided with adequate ¡
brakes, in good working order, and sufficien t to control such vehicle at all tim~s
when the same is in use, and an adequate horn or other device for signalling,
wufficient unto all conditions to give time and warning of the approach of the
motor vehicle, and shall, during the period from one-half hour after sunset to
one-half hour be~ore sun rise, display at least two lighted lamps on the £ront
I: and one on the rear of such vehi vIe.

SECTION 4.
It shall be unlawful to operate upon the/any hardsurfac,d
street or highway in the City of Okeechobee., Florida, any log cart, tractor, well:
machine, other than the ordinary form wagon or buggy, or any other vehicle or I'
or machine that is likely to damage a hardsurfaced street or highway except ;'
ordinary wear and tear on the same. I

Any person convicted of the violation of any of the:
provisions of this Ordinance shall be púDished by fine of not more than $lOO.OO I
or by imprisonment for nGt not more than sixty (60) days, or by both such fine or!

AN ORDINANCE REQUIRING A LICENSE FOR THE PURPOSE OF
PROHIBITING INCAPACITATED OR INOOMPETENT AND RECKLESS PERSONS FROM DRIVING
MOTOR VEHICLES UPON THE STREETS AND HIGHWAYS, WITHIN THE CITY LIMITS OF THE
CITY OF OKEECHOBEE, FLORIDA, IN DISREGARD OF THE PUBLIC SAFETY AND PRœVIDING
FOR THE ENFOROEMENT OF AND THE PENALTY FOR THE VIOLATION THEREOF.
WHEREAS, due to recklessand careless operation of motor vehicles, casualtiesare
increasing, and
II WHEREAS, this Council deems it expedient and necessary for the safety of the Citizens
of said City of Okeechobee, Florida, that said citizens need be protected as much as
possible from the reckless and negligent operation of said motor vehicles, now there-
fore,
. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OKEEOHOBEE, FLORIDA:
SEOTION 1.
No person or persons shall o~erate a motor vehicle upon the streets and
, highways within the City limits of the City of Okeechobee, Florid~, until he or she
shall have obtained from the City Clerk of said City a license for àuch purpose.
SECTION 2.
No suck license shall be issued until said City Clerk is satisfied that the
applicant is over the age of ~ years and is competent to operate such motor
vehicle. If any applicant~or such license posses3es any physical defect which müght
affect th<3 operation of the vehicle by him or her, the said Clerk may require the
applicant to show cause why a license should bo granted him or her, or may require
such applicant to demonstratepersonally, that notwithstanding such defect he or she
is a proper person to operate a motor vehicle. In determining the fitness of an app-
licant to receive a license the said Clerk may require the applicant to pass an
II oral ao written examination on motor laws of the state, the traffic laws of the City
of OkeechobeG, and on the mechanism of the car to be operated. The license assued
shall state the name, place of residence and post office address of the licensee
and the number assigned to him, and such other matters as said clerk may determine.
SECTION ~.
Such license shall expire at midnight on the 30th day of september of each
year, and shall be carried by the licensee when pperating a motor vehicle on any
highway of the City, and shall be subject to examination upon demand by the Chief of

I the authority to revoke the license of any person found guilty of any traffic law 11
