March 5th., 1935.
I The City Council of the City of Okeechobee, Florida, met in regular session at the
City Hall at 7:30 P. M. on the above date with the following present: Mayor
H. H. Hancock, Councilmen Hunt, Raulerson, Singletary, Domer and Coleman, and
Chief of Police Arndt, Policeman R. C. Evans, L. C. Tootle Water Superintendent,
Alto Watford, City Clerk, Fire Chief W. S. A. Henderson and City Attorney T. W.
Conely, Jr.
The minutes of the last regular meeting of February 5th., and Special Meeting of
February 19th., read and upon motion were adopted.
Hon. William Griffis was present and requested the Council to advise him of any
4IÞ proposed Legislation for the City; after díscussion it was decided to meet with
Mr. Griffis, Tuesday March 12th., at ':.0 P. M. for the purpose of discussing
I such Legislation as may be needed for the City'.
Councilman Raulerson, Chirman of the Public Works Coromi ttee reported that proposed
projects for the City had been made up and mailed to the Public Works Engineer in
Tallahassee.
Mr. H. L. Elledge appeared in behalf of the Standard Fisheries Company and requested
the Council to give said Company further time within which to repair their buildings
on Lots 7 & g of Block 149 in the City of Okeechobee; Upon motion of Councilman

Domer, seconded by Councilman Coleman and. carried" .eM . Standard Fisherfes Company
was given until the First day of August 1935 within which to repair said buildings
or remove same.
Mr. D. B. McCarthy appeared and discussed water rates with the Council; no action
was taken.
Mr. S. R. Raifsnlder requested the Council to divlde~ the Gasoline and oil business
of said city with the different filling stations and upon motion duly carried the
I Council instructed the City employees to purchase gasoline and oil from Mr. S. R.
Raifsnider at his Parrott Avenue Station during the remainder of the Month of March.
4IÞ Mr.F. J. Camp appeared and ,requested the Council to let him have city water free of
charge due to the fact that he ftas disabled and incapable of performing manual
labor and had no income except from charity. The Water Superintendent stated that
Mr. Camp used only a few hundred gallons of water each month; Upon Motion duly
carried the Water Superintendent was instructed to exempt Mr. Camp from cost of
water used by him, until further notice.
qounci1man Raulerson presented an Ordinance relative to certain nuiscances in the
City and the City Attorney explained the contents of same. And after said Ordinance
was read same was adopted:

AN ORDINANCE DECLARING HOUSES OF ILL FAME, HOUSES OF PROSTITUTION
AND GAMBLING AND DISORDERLY HOUSES A NUISANCE AND/OR NUISANCES
AND PROVIDING FOR THE CLOSING THEREOF; DECLARING WHAT SHALL BE
PRIMA FACIE EVIDENCE OF THE EXISTENCE OF SUCH HOUSES AND PRO-
VIDING CONDITIONS FOR THE ARREST OF THE INMATES, AND PRESCRIBING
A PENALTY FOR THE VIOLATION THEREOF.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OKEE-
CHOBEE, FLORIDA:

.SECTION 1. It is the opinion of the City Council of the Clty of
Okeechobee, Florida, that Houses of III Fame, Houses of prostitution,
gambling and dlsorder1y houses are dangerous to the pub1io morals,
public health, public safety ani general welfare of the residents
and citizens of the City of Okeechobee, Florida, _and are a public
nuisance when and if located within the corporate limits of the
City of Okeeohobee, Florida.
It shall be and is hereby made unlawful for any person
persons, firm or corporation to own or operate a house or houses,
of ill fame, or house or houses of prostitution or gambling or dis-
orderly houses within the corporate limits of the City of Okeechobee
Florida, and suchhouses be and the same are hereby declared nuis-
ances.
SECTION 2. The Chief of Police of the City of Okeeohobee, Florida,
is hereby empowered and it is made his duty to remove the inmates
or tenants of a house of ill fame, house of prostitution, gambllng
or disorderly house therefrom, and to close and bar the doors an~
windows of any such house.
SECTION 3. The frequentuig of a house, having the reputatün of
being a house of ill fame or a house of prostitution, by men who do
not reside at such house, between the hours of ten o'c10ck P. M. and
five o'clock A. M. shall be prima facie evidence that it is a house
of ill fame or a house of prostitution; and the frequenting of such
muses by men as set out in this section hereinbefore, when seen by
any Police Officer of the City of Okeeohobee, Florida, shall be oon-
sidered a breach of the peace in the presence of the officer and
authorize and empower such officer to arrest all persons in such
house or houses as inmates thereof without a warrant, and shall -
authorize and empower such officer to enter such house for the pur-
pose of making such arrest or arrests.
SECTION 4. Any person, persons, firm or corporation, violating the
provisions of this ordinance shall, on conviction thereof, be pun-
ished by a fine not exceeding $100.00 or by imprisonment not exceed-
ing three months or both such fine and imprisonment, at the discretion
of the M~yor of said City.
SECTION 5. All Ordinances or parts of Ordin8~ces in conf1iot here-
with be, and the same are hereby repealed.
SECTION 6. This Ordinance shall take effect immediately upon its
passage ånd approval by the Mayor. .
Read a first time in open regular session of thê City'
Council of the City of Okeechobee, Florida, and by unanimous con-
sent passed to a second reading; read a second time and by ~~animous
00 nsent passed to a third and final reading. Read a third time and
passed in open session of the City Council of the City of Okeechobee
Florida, this ~th.day of March, A. D. 1935.

'The City Attorney addressed the council relative to the delinquent taxes and
stated that the City should permit taxpayers to redeem their property on the last
assessed valuation if the sarne was the lowest valuation. The Council instructed
the City Attorney to prepare a resolution relative to the tax matter and submit
same at the next meeting.
Upon motion of COillìcilman Coleman, seconded by Cpuncilman Singletary and carried,
the Council went int~ executive session.
The Council came in open session; Chief of police Arndt made a report of the
licenses and fines collected since January 1st. The Chief of police addressed the

Council relative to the salary of said Chief; he requested the Council to raise
II his salary to the former basis and after discussion the Council denied the request
inasmuch as the financial condition of the City had not improved since the re-
dùction of-salary which was done with the consent of the Chief of Police.
At this time the Chief of Police tendered his resingation and upon motion of
Singletary
Councilman Raulerson seconded by CoIDlci1man fit"" and carried, the resignation
of William H. Arndt as Chief of Police was accepted.
Upon Motion of Counoi1man Raulerson seconded by Councilman Singletary and carried,
R. C. Evans was appointed Chief of Police for the remaining two year term at the
salary of $110.00 per month and he furnish all gasoline and oil used by him.
