LETTER OF INTENT
Re: New Sanctuary Building and Property Changes
The purpose of this letter is to outline the plans and intentions of the Okeechobee
Presbyterian Church in building a new sanctuary building and making other changes to
the property at 312 North Parrott Avenue that has been used for worship since 1974.
History
After an abortive attempt to form a self-sustaining Presbyterian congregation in
Okeechobee during the late 1960's, the current main building (on lots 4 & 5, at the
corner of Parrott Avenue and NE 4th Street) was purchased in June 2, 1974, for worship
use by the Okeechobee Presbyterian Chapel of the First Presbyterian Church of Sebring.
This 5,514 square foot building was originally used as a funeral home. On June 30,
1980, the Okeechobee Presbyterian Church was charterted as a self-sustaining, self-
governing congregation by St. John's Presbytery of the Presbyterian Church in the United
States (PCUS). In 1982, the PCUS merged with the United Presbyterian Church in the
United States of American (UPCUSA) and was renamed the Presbyterian Church (USA).
The boundaries of St. John's Presbytery were slightly modified and the presbytery was
renamed as Central Florida Presbytery.
On February 8, 1985" the three lots to the east of the original property (lots 1, 2 &
3) were purchased by the church. This property contains a 1,543 square foot house and
a 1,738 square foot barn that were initially leased for residential use and then in 1990
were converted for office and educational space. On October 23, 1991, the two lots
south of the original main building (lots 6 & 7) were purchased for additional parking and
future expansion. The old wooden office building on this site was removed by church
members shortly after purchase.
Current Buildin~s and Size
As stated above, the Okeechobee Presbyterian Church, Inc., is owner of lots
1,2,3,6,& 7 of block 122 as recorded in Plat Book 5, page 5. Lots 4 & 5 (the original
building) is property of Central Florida Presbytery, Inc., as successor to St. John's
Presbytery, Inc. There are currently three buildings on these seven lots, a "main" multi-
purpose building on lots 4&5 of 5,514 square feet, a house that has been converted to
church office and educational space on lot 3 of 1,543 square feet, and a pole barn on
lot 1 of 1,738 square feet.
Pro Dosed New Structures and Changes
As referenced in the Site Plan attached to this request, the church plans to remove

the existing house and barn and build a new sanctuary building of 5,040 square feet on
lots 6 & 7. These changes will enlarge and enhance our capacity for worship and
ministry while enhancing the appearance of our current buildings.
We see this new building and remodeling of our current "main" building as a means
of better using the covered area. The actual amount of square footage will only change
from 8,795 square feet to 10,554 square feet. However, the efficiency of usage of this
space will increase significantly. We will be able to expand our sanctuary worship
seating from 125 to slightly over 200. We will be able to provide structured off-street
parking. We will eliminate two buildings, one of which is unsightly and the other of which
is collapsing. While improving our facilities, we will also eliminate Parrott Avenue access
to our church, forcing traffic to use NE 4th Street and NE 2nd Avenue.
We believe this new building and renovations of our current building will be a step
forward to enhance the downtown "look" of the City of Okeechobee which will enhance
the property value of our business neighbors. In addition, we look forward to offering
these new facilities for use by local civic and business organizations, including civic
clubs and the Chamber of Commerce.
Exoected Time Line
Pending approval of this application, we expect to begin construction immediately.
Our contract with K.C. Nummy General Contractors of Montgomery, Alabama, calls for a
six-month building period, with completion in perhaps as little as four months. If we
begin after approval of our site variance and special exception, we could finish as early
as the end of 1999. Our church's goal is to dedicate the new building on or before
Easter (April 23rd), 2000.
Justification for Soecial Exceotion
Current property is zoned "Light Commercial," and Houses of Worship are permitted
in these areas by special exception. Although the church has been worshiping on this
property for over 25 years, a special exception is needed because of the significant
changes proposed to the current property. As no changes to the main building on lots 4
& 5 are anticipated, this special exception would cover lots 1, 2, 3, 6 and 7. Such
special exception should be granted for the reasons stated above.
Justification for Site Variance
Although the property is zoned "Light Commercial," with yard setbacks of 20 feet
front, "House of Worship" special exceptions require a 40 foot front setback. We are
asking for a variance on lots 6 & 7 of the front setback requirement from 40 feet to 20
feet, in order to keep our new building in conformity to the "occupation line" of business
in our surrounding areas. All of the other structures within one block of our church that
face Parrott Avenue have a 20 foot (or less) setback from the property line (including our
existing building). This variance will allow for conformity with other existing structures, is
within the requirements if a commercial office building would be constructed on the site,
and allows for us to better use the east (back) portion of the property for off-street
parking.

Supporting statements for the Uniform Land Use Application
Statement of aoolicant's interest in orooerty.
As recorded in the Plat of the City of Okeechobee, Book 5, page 5, Lots 1,2,3,6 & 7 of
Block 122 are owned by the Okeechobee Presbyterian Church, Inc., a non-profit
corporation and a congregation of the Presbyterian Church (U.S.A.) under the authority of
Central Florida Presbytery. Lots 5 & 6 of Block 122 are owned by Central Florida
Presbytery, Inc., as assigned and inherited from the dissolution of St. John's Presbytery.
The applicant's interest in the property is as owner. Please note that no changes will be
made to Lots 4& 5 and they are therefore not a part of the property for which the special
exception or site variance are being requested. However, a copy of the letter from the
Board of Directors of Central Florida Presbytery, Inc., authorizing the church to seek a
mortgage Joan on this property as part of overall improvements for the whole church is
included in Appendix A.

Minutes from the Mary 16, 1999, meeting of the congregation of the Okeechobee

Board of Directors for Central Florida Presbytery, Inc. is included in Appendix A.

The following persons are members of the Board of Directors for the Okeechobee
Presbyterian Church, Inc., and also serve individually and corporately as trustees for
the corporation: Sara Andrus, David Ashley, Irvin Becker, Harold Brough, Scott
Leslie, James Mcinnes, Robert Mull, Linda Shirey, and Steven Slager. Scott Leslie
serves as Chairman of the Board of Directors, Linda Shirey serves as Secretary of the
Board. The Treasurer of the Congregation and for the corporation is Anne Brough, a
member of the congregation who serves ex-officio on the board.
2. Written proof that representative is an officer of the corporation; Written proof that
the representative has the delegated authority to represent the corporation on the
application.
An Affidavit executed by the Secretary of the Corporation containing an extract
from the corporation minutes dated May 16, 1999, authorizing members of the

Public Facility Imoact
Expansion of facilities will have minimal public impact due to the nature of church
activities being during "off-peak" hours (evenings and weekends). Connection to
Okeechobee Utility Authority (OUA) water-line on Parrott Avenue will allow for removal of
the OUA waterline in the alley-way between lot 3 and lots 4 & 5. The current buildings
use septic tanks. The closest gravity sewer line is over 800 feet away; the closest
forced main sewer is over 550 feet away. Building permitting process will determine if
we must hook up to sewer lines or install a new septic tank. (Note: removal of the
church "annex" - the old house - will include removal of the septic tank that served
that facility.)
Storm Water Drainage of the facility will not be adversely affected and will be built
into the site plan, with appropriate storm water retention on site after improvements to
the swale on NE 2nd Avenue.
Other pUblic facility impact would be in the area of traffic control. As stated above,
and noted in the site plan, the curb cuts on US 441 (Parrott Avenue) will be closed,
allowing for traffic access via NE 4th Street and NE 2nd Avenue. The prepared parking
area will allow for a more organized use and a higher number of off-street parking places,
enough to meet the required 3:1 ratio (1 parking place for ever 3 seats in main
auditorium) for houses of worship as spelled out in current zoning regulations.
