To Whom It May Concern:
On behalf of First Baptist Church, we respectfully request special exceptions be granted to
our property which is located between Fifth and Sixth Avenues and Third and Fourth
Streets. Our Church desires to build an educational/recreational complex for the Senior
Adults and youth of our community. The lay people and ministers in providing a place of
recreation and fitness for our community will staff this facility.
Currently, this property involves a duplex that we use for educational purposes. This
building will be demolished upon the completion of the new structure to allow for additional
parking. The fenced area will also be moved and incorporated into the parking area as
well.
Our property has a residential area to the west, commercial and residential to the east,
commercial to the north and south of this block. We are in need of consideration and
granting of special exceptions in the areas of Lot coverage by a structure (exceeds 25%),
parking spaces per square footage of the facility and the height limitations on the current
zoning, which is exceeded by one foot.
Additional documentation and plats are attached for your review. First Baptist is
committed to offering the best facilities possible to our community. We believe this
structure will be a tremendous addition to the cityscape of Okeechobee.
Again, thank you for your assistance and consideration on the above needs. It is our
desire to proceed as quickly as possible with the variances as our goal is to have this
facility completed this time next year.

350 RESIDENTIAL MULTIPLE FAMILY ZONING DISTRICT REGULATIONS
352 -5 (daycare), 8 (community center), 9 (Indoor Recreation) & 10 (Outdoor
Recreation) - This facility will be multipurpose building used for Church and
Community activities including indoor and outdoor recreation. After school
and summer youth activities will take place in the building on a year round
basis.
460 DESIGN STANDARDS FOR OFF-STREET PARKING AND LOADING
463 - Loading Space Requirement - No separated loading space is being
provided as it is not believed to be necessary for this use. Driveway may be
used for loading and un-loading.
474 - Entertainment and Recreation Uses Parking Space Requirements - The
standard of 1 space per 200 square feet of gross floor area for indoor
recreation facilities cannot be met onsite> 114 spaces would be required, 84
spaces are provided. Extra parking is available on the church site across the
street and many of the users of this building are not of driving age and will be
dropped off by the parents or transported by the Church.
700 SPECIAL EXCEPTION USE REGULATIONS
702.4 - 25 percent lot coverage is the maximum coverage allowed by this
regulation. This would not be an efficient use of land by the Church. The
Church has to maximize the use of the available land. A coverage of 65
percent is being requested.
702.5 - The proposed building is slightly taller than 35 feet, not to exceed 40
feet is being requested.

The site has been completely cleared, with a building and asphalt paving on the east
side. There are no wetlands, severe soil conditions, flood prone areas, native or unique
habitat or endangered species on the site.
Information Item 10 -Public Facility Impact
1 - Potable Water Demand - The Pastor estimates 50 to 60 persons per day on
average. We will use 75 persons at 20 gallons per day each = 1,500 gallons per day
average.
2 - Wastewater Generated -1,500 gallons per day average.
3 - Solid Waste - 75 persons at 3 pounds each = 225 pounds per day.
4 -Stormwater will be designed in accordance to the requirements of the City of
Okeechobee and the South Florida Water Management District.
5- Recreation and Open Space Demand - This project will provide recreation, for
youths especially, and will create additional demand on the City or County for
recreation facilities.
