Note to File August 4, 2004 At the Technical Review Committee Meeting that was considering the Pre-Application for Airi Acres Subdivision - it was deemed necessary by the City Engineer to be granted a variance from the Board of Adjustments to allow the dead end cul-de-sac to be greater than 1200 linear feet in legnth, The property owners submitted the Variance application, the required attachments, and the $ 250,00 application fee. Once submitted to the Clerk's office for the legal advertisement to be prepared, Lane found two sections in the code that defer the cul-de-sac length approval to the City Administrator. ( I have attached the two sections). Administrator Veach had me verify with Chief Smith, Engineer Bermudez, and Public Works Director Robertson that there would not be any issues if the variance was approved. There were no comments or concerns. I called the property owners to notify them, as well as requested a refund of their application fee. (Request and copy of the check is attached.) They proposed platting this property, located within the city limits, to consist of twenty-four (24) one-half acre single-family lots. The property is zoned for this use type. We have already obtained approval from the City of Okeechobee Technical Review Committee on July 21, 2004, with conditions. One of these conditions is that we obtain a variance allowing us to exceed the 1,200 -foot limit on "dead end" cul-de-sacs. Due to the property shape ("L" configuration), the only logical road layout consists of a "dead end" cul-de-sac that is roughly 2,800 LF from the entrance to the proposed terminus of the access. A turn around for emergency service is provided approximately 1,300 LF into the development, prior to vehicular traffic being directed in a southerly direction. The cul-de-sac is located at the southern terminus of the property and is designed to provide sufficient radius to allow emergency vehicle turn -around. We anticipate that future development (conceptual plans exist), in all likelihood, will provide a traffic connection between the existing Blue Heron development and this property. Presently, the "lack of access" across Taylor Creek between SR 70 and US 441 serves to limit the available alternatives. This lack of traffic conveyance across Taylor Creek essentially makes this portion of the city one big cul-de-sac. We thank you in advance for your consideration in this matter.
