by street closing stating whether they approve or object. This can be done on one
list. Make sure if it is a business that the name of the business and owner is legible.
If it is a resident make sure the name and address is legible. (Required of all
applications)
Purpose of Closing
Copy of proof of insurance. (Minimum $1,000,000.00, required of all applications)

If any items are being sold on City street or sidewalk then a Temporary Use Permit
must be attached for each business participating. Permits can be obtained from
General Services.
rJ \ ~ State Food Service License if selling food.
State Alcoholic Beverage License. (You can only serve on private property. No
~\~ alcoholic beverages on City property, this includes streets and sidewalks)
~Clean-up is required within 24 hours.
Iki"No alcoholic beverages can be consumed or taken out on City property, streets or sidewalks.
~No donations can be requested if any type of alcoholic beverages are served on private
property/business unless you possess a State Alcoholic Beverage License. Please note there are
inside consumption and outside consumption licenses. You must have the appropriate license.
~The City Public Works Department will deliver the appropriate barricades. The City Police
Department will set them out and take them down at the appropriate times.
~Dumpsters and port-a-Iets are required when closing the street for more than 3 hours.

Committee pertaining to the annual Tree lighting Ceremony and
Christmas Celebration continued.

Motion to approve a Temporary Street Closing Application
submitted by the Boys Scouts of America for Southwest 3'" and 411I
Avenues between North and South Park Streets on April 22, 2006
from 8:00 a.m. to 1:00 p.m.- City Clerk (Exhibit 4).
C.
Consider Street Closing Application No. 79, submitted by
Resurrection Life World Outreach Church to close a portion of
Southwest 1811I Street between Southwest 2nd and 3'" Avenues - City
Clerk (Exhibit 5).
D.
Motion to ratify the appointment of Jess Manson as the OUA Board
Appointee to the City General Employees' OUA Pension Fund,
Board of Trustees, tenn beginning March 16, 2006 and ending
December 31,2007 - City Clerk.
The Mayor, Council Members, Mr. Burroughs, and Mrs. Lonnie Kirsch discussed how the two events could coordinate
together. Mayor Kirk and Council Member Markham requested that OKMS find a way to keep the event at City Hall
Park, where the City began this tradition several years ago. Council Member Watford suggested that it would be better
to coordiRate the event with the Chamber of Commerce lighted Parade, as it had been done several years ago. Mr.
Burroughs advised that he would take the Council's concerns and suggestions back to the OKMS board for further
discussion. There was no official action taken on this item.
Council Member Markham moved to approve a Temporary Street Closing Application submitted by the Boys Scouts
of America for Southwest 3'" and 411I Avenues between North and South Park Streets on April 22, 2006 from 8:00 a.m.
to 1:00 p.m.; seconded by Council Member Markham. There was a brief discussion on this item.

Street Closing Application No. 79 was submitted by Resurrection Life World Outreach Church to close the portion of
Southwest 1811I Street, between zxt and 3'" Avenues. The Okeechobee Utility Authority would require a 20-foot utility
easement for maintenance for their waterline. The City Engineer strongly objected to the closing due to the severe
flooding within the area, until the Master Stonn Water Drainage Study was completed and the City would know what
streets and alleys would be necessary for moving water to keep properties from flooding. The flooding in the Southwest
section has been an on-going problem for the City, County and South Florida Water Management District since the
2004 Hurricane Season.
After a brief discussion, the Mayor and Council advised Pastor SanMartin. who was oresent at the meeting, that
they would not be able to process their street closina application at this time. Pastor SanMartin thanked the
Council for their time and consideration on the matter.
Council Member Williams moved to ratify the appointment of Jess Manson as the OUA Board Appointee to the City
