STANDARDS FOR GRANTING A SPECIAL EXCEPTION
(Sec. 70- 373(b), in the Land Development Regulations)
Applicants are required by Sec_ 70- 373(b) to address the following issues in his /her presentation before the
Board of Adjustment. Staff strongly recommends that the Applicant include, in his/her application, materials
that address each of these issues in order to allow Staff and the Board of Adjustment sufficient time to
adequately consider the Applicant's request_
l - Demonstrate that the proposed location and site are appropriate for the use
Demonstrate how the site and proposed buildings have been designed so they are compatible with the adjacent uses

To Whom It May Concern:
Hospice of Okeechobee is proud to announce the two year anniversary of The Hamrick Home. Located
at 411 SE 4th Street in Okeechobee, our hospice residence has been extending a special kind of caring to
the residents of Okeechobee for the past twenty three months. During that time we have cared for one
hundred and fifty six patients in the home.
Some patients called the residence their "home" for several months, while others stayed for only two
days. All received the compassionate, skillful care that Hospice of Okeechobee is known for. Their final
time on this earth was spent in the warm homelike surroundings of The Hamrick Home, where they were
given comfort care by the hospice nurses and nurse's aides.
Hospice of Okeechobee opened The Hamrick Home in the midst of a well - publicized national nursing
shortage. The organization was blessed to have inherited the property next to The Hamrick Home upon
the death of Frieda Hamrick. This property is already zoned for multi - family use. Offering housing to
staff members helps to attract / hire top notch professionals — both nurses and nurse's aides. Operating
The Hamrick Home without additional funding from the government has proven to be a financial drain on
Hospice of Okeechobee. Offering staff housing allows hospice to employ top quality professionals
without having to offer overly high salaries, which the organization could not afford.
It is important to note that the occupants of the proposed staff housing will be medical professionals:
quiet, respectful neighbors that will blend in well to the existing neighborhood. A typical example would
be a single nurse, who works the night shift at The Hamrick Home while enjoying the luxury of living close
to her job.
In summation, by approving this project you will be assisting Hospice of Okeechobee in providing a
community service. Nationally, it is most unusual for a small rural community to enjoy the benefit of
having a hospice residence located in their community. Most hospice residences are located in densely
populated communities and the rural residents are expected to commute to have "full- fledged hospice
services ". Hospice of Okeechobee believes that a hospice residence should be "close to home" and your
approval assures this will remain the case for years to come.

Standards for Granting a Special Exception
1) The proposed location and site are adjacent to the current hospice group
home facility for patients. The zoning is multi - family and therefore within
the Comprehensive Plan requirements.
2) To the East is existing Hospice group home facility that houses hospice
patients. To the North is an existing multi - family building. Martha's
House is one block to the North (which allows short term group living).
3) Landscaping existing on property to remain. If staff or city requires more
we would be willing to entertain the request.
4) None foreseen
5) Existing utility connections are adequate for proposed use. No
modifications proposed at this time.
6) No adverse traffic anticipated. Additional parking (if required) is available
at rear of existing structure.

FINDINGS REQUIRED FOR GRANTING A SPECIAL EXCEPTION
(Sec. 70- 373(c) , in the Land Development Regulations)
It is the Applicant's responsibility to convince the Board of Adjustment that approval of the proposed special
exception is justified. Specifically, the Applicant should provide in his /her application and presentation
sufficient explanation and documentation to convince the Board of Adjustment to find that:
1. The use is not contrary to the Comprehensive Plan requirements.
2. The -use is specifically authorized as a special exception use in the zoning district.
3. The use will not have an adverse effect on the public interest.
4. The use is appropriate for the proposed location, is reasonably compatible with adjacent uses and is not detrimental
to urbanizing land use patterns.
5. The use will not adversely affect property values or living conditions, nor be a deterrent to the development of
adjacent property.
6. The use may be required to be screened from surrounding uses to reduce the impact of any nuisance or hazard to
adjacent uses.
7. The use will not create a density pattern that will overburden public facilities such as schools, streets, and utility
services.
8 The use will not create traffic congestion, flooding or drainage problems, or otherwise affect public safety.
The City staff will, in the Staff Report, address the request and evaluate it and the Applicant's submission in
light of the above standards and required findings and offer a recommendation for approval or denial.
