Okeechobae, Florida, July 6, 1933.
The City gounCil of the City of Okeechobee, Florida, met in specii~ session at
the City Hall at 8.00 o'clock P. M. on the above åate and the following were,present:
J. D. Bird, Mayor, Alto Watford, President of City Council, Councilmen J. H. Walker, Sr.,
D. B. McOarthy, A. W. Brass and Victor Domer with R. P. Fletcher, City Clerk, G. O.
Durrance, City Attorney, L. L. Conrad, Chief of Police and L. C. Tootle, Water Sup-

erintendent ln attendance.
Mayor Bird stated that meeting of Council had been called for the purpose of

transacting regular monthly business of Council as regular meeting was/held on July
4th on account of same being a hollday.
Minutes of meeting held June 6th, 1933 were read and approved.
,,- Dr. C. L. Davis appeíi.red before Council in regíi.rd to his bill UIX for treating
six patients for hydrophobia and píi.yment of his City license for the year 1933.
Councilman Walker moved that City allow Dr..C..L. Davls $10.00 for services on
hydrophobia cases, motion seconded by Councilman McOarthy and passed.
Resigníi.tion of J. A. Underhill as Chief of the Fire Department of the City of
Okeechobec was received.
On motion of Oouncilmi~ McOíi.rthy, seconded by Cow1cilman W~lker, Council accept-
_. cd resignation of J. A. Underhill as Chief of the Fire Department of the 01 ty of
Okeechobee.
Applications for Chief of Fire Depa~tment were received from the following:

Upon motion Cow1cil went into executive session. Council resume~ open session.
Cow1cilman Domer moved that Council elect íi. Chief of the Fire Department by

W. S. A. Henderson received 4 votes
I. N. McMullen received 1 vote
W. S. A. Henderson was declared elected Chief of the Fire Department of the
City of Okeechobee.
Dr. T. T. Coleman appeared before Council relative to corn planted on,Parrott
Avenue south of his residence, and after discussing the matter, same was referred to
the Mayor and Chief of Police.
Councilmi~ McCarthy moved that Council appoint L. O. Tootle Superintendent of
Water Works of the City of Okeechobee, Florida, for the two year term beginning July
-- 7th, 1933, motion seconded by Oolli1cilman Brass and passed.
On motion of Oolli1cilman McOarthy, seconded by Councilman Brass, Council fixed
salary of Superintendent of Water Works at $175.00 per month until J.anuary 1st, 1934.
The City Attorney was instructed by Council not to m5ke any further defence to
the suit of Yeomen Mutual Life In8ur.~ce Company Vs. City of Okeechob...
On motion of Oouncilmm McOarthy, seconded by Councilman Domer, Council author-
i zed payment of $25- 00 each to Ted Underhill and Mrs. Em:TIa Lee Nix lis r*ward in. case

BE IT ENAOTED BY THE MAYOR AND CITY OOUNOIL OF THE CITY OF OICEEOHOBEE, OKEE-
OHOBEE OOUNTY, FLORIDA:
SlOT ION 1. Every person owning, posessing, keeping or harboring any dog within
the limits of the City of Okeeohobee Shall report to the Oity Olerk within tbirty
days after the gth day of July in each year bis name and address and shall give
the name, breed, color and sex of each and every dog owned, kept or harbored by
such person and shall pay to the Oi ty Clerk the sum of 50# for each and every dog .
so owned, possessed, kept or harbored and shall cause such dog or dogs to be regis-
tered for a license in the office of the City Olerk. upon the payment of such fee
the Oi ty Clerk shall furnish to the person pay. ing the same a lioens. e -tag and number I
of registry of each dog for which the fee as herein provided has been paid and the
license year shall extend from July gth, to July 7th of each ya.er. All l10ense,?
fees collected hereunder, shall be deposited in the General Revenue Fund of said
Oi ty . . .
SEOTION 2. Each dog kept wi thin the Oi ty sà.a1l be provided by its owner or
keeper with a collar made of leather, metal or some othersubstantial material to
whioh a license tag shall be securely fastened. No dog shall be permitted to be
kept or to remain within the Oi ty unless the owner or keeper thereof sball have
caused such dog to be registered, licensed and provided with a collar and tag as
herein provided.
SEOTION 3. The Oi ty Clerk shall keep a complete registry in a book to be kept
for that purpose of all licensed dogs, describing the same by name, breed, color
and sex and shall also enter the name and address of the owner or ,keeper as given
and the number of the Oi ty lioense tag. He shall provide each year such number of
metal tags as may be necessary and have stamped thereon the year for which the tag
is 'paid, and also the number of the tag and it sàå.ll be the duty of the Oi ty Clerk
to deliver one of such metal tags numbered to corresponcl with the number of the
registry of the dog to thoe person having paid the tax upon any such dog.' .
SEOTION 4. No person oaulJe or permit any dog owned, kept or harbored by him
to run at large on any street, alley or other public place within the Oity at any
time unless such dog shall be securely muzzled so as to effectually prevent it
from biting any person or animal. Nothing herein contained shall be held to require
the muzzling of any dog while confined or restrabned on private premises or While I
on any street, alley or other public palce if such dog shall be led by a ohaln or '
in a leash in such manner as to prevent such dog from biting any person or an1maJ.,
provided bowever, that the provisions of tbis Section shall not apply to any dog
licensed and vaccinated as provided herein.
SEOTION. 5. Every person, owning, possessing, keeping or harboring any dog .
wi thin the Oi ty of Okeeohobee, shall have or cause such dog or dogs to' be' vaoci-
nated against rabies by a licensed veterbarian or some other person approved by
said City Council, once each twelve months, and shall attach to the collar of such
dog or dogs a distinctive tag sh8.8ing said dog or dogs has been vaccinated as herein
provided.
smOTION 6. It shall be the duty of the owner or persons in charge of any dog
or other animal affected with rabies or showing a suspicious symptom of rabies to
report such dog or other animal immediately to the Oi ty Health Offlcer or Chief of
Police of said City.
SEOTION 7. Any dog or animal bitten by or otherwise dangerously e%posed to
any dog or other animal affected with rabies or suspected with having rabies shall
be killed at once, or promptly given anti-rabio treatment and be kept confined
under observation for a period of not less than thirt.y days or l.onger if deemed II
necessary; PßOVIDED HOUVER, that the provisions of this section shall not apply
to any dog or animal which has been vaccinated as provided herein.
SECTION g. It Shall be the duty of the Mayor of said City to appolnt or desig-
nate a Pound Master and it shall be the duty of such Pound Master, his assistants
and all police officers of said Oi ty, to catch, pick up and impound in such manner
as said Oity Council may direct, any dog found running at large within said City
not securely muzzled ornot having a colllar around its neck with said tag as herein
provided, attached thereto, showing that said dog has been licensed and vaccinated
as provided herein within the preceding twelve months. When any dog shall be impounded
as provided herein it Baall be-the duty of the said Pound Maste~ or Chief of Police
to give notice of the same for a period of five days by posting such notice at three
con icious i.aces in the Oi t of Okeechobee Florida one of which Shall be at the

City Hall in the City of Okeechobee, Florida~ which said notice Shall describe the
dog and give name of owner, if known. If such dog shall not be redeemed within five days
said Pound Master or Chief of Police Shall cause the same to be killed or sold.
All funds or monies from the sale of said dogs as provided herein, shall be depos-
ited by the Pound Master or Chief of Polioe in the General Funds of said City.
: SEOTION 9. In order to redeem any dog which may -have been impounded under the
provisions of this Ordinance, the owner or ke~er of said dog so impounded shall
pay to the Pound Master the sum of Fifty (50Ø) Cents and a further fee of fifteen
(15Ø) Cents per day for each and every day it shall have been impo\mded; PROVIDED
. Ho-nVER that if any dog is impounded without having a prop-er collar and license
tag Showing that it has been licensed and vaccinated as provided herein, the owner
or keeper of such ~og Shall comply with the provisions 'of this Ordinance with refez-
ence to license tag and vaccination of said clog, before such dog shall be surrendered
to him.
SEOTION 10-. If any dog running at large is not securely muzzled or is not pro-
vided with a proper collar and license tag and other distibotive tag showing vacci-
nation wi thin the preceding twelve months and if such dog cannot be safely taken up
and lmpounded~ such dog may be killed by the Pound Master, by any police officer or
dog catcher.
SEOTION 11. No person shall in any manner interfere with, prevent or hinder
any officer or person herein mentioned in the p~rformance of any duty required by
this Ordinance and no 'person not being the owner of possessor of such dog shall re-
move or take off or cause to be removed or taken off the collar or license tag or
other distinctive tag showing vaccination of any dog within said 01ty.
SEOTION 12. Any person or persons violating or failing, neglecting or refusing
to comply with the provisions and requirements of this Ordinance, shall be punished
by a fine not exceeding $5.00 or by imprisonment not exceeding five days or by
both such fine and iaprisonment. For each and every offensa each day on which such
person shall violate, fail neglect or refuse to comply with the provisions and re-
quirements of this Ordinance Shall be and consti tuta a separate offensa.
SEOTION 13. All Ordinances or parts of Ordinances in conflict hero81th are hereby
repeale~ ."
SEOTION 14. This Ordinance is hereby declared an emergency Ordinance .necessary
for the immediate preservation of public peace, property, health and safety and shall
take effect July g, .l:r::D. 1933.
