Okeechobee, Florida, April 13, 1933.
Pursuant to call of the Mayor, the Clty Council of the City of Okeechobee,
Florida, met in special session at the City Hall at 4.00. o'clock P. M. on the
above date and the following were present: J. D. Bird, Mayor, Alto Watford,
President of City Council, Councilmen A. W. Brass, D. B. McCarthy and Victor
Domer with R. P. Fletcher, City Clerk and G. C. Durrance, City Attorne; in attend-
ance.
Mayor Bird stated that meeting of Oouncll had been called for the purpose of
considering the adoption of a resolution requesting Hon. Peter Tomasello and Hon.
Frank Raulerson to oppose the passage of House Bill 144 and House Bill 1150 now
pending before the Legislature.
After discussing the matter, on motion duly seconded and passed, Councll

adjourned to meet at 5.00 ole lock P. M. April 15th, 1933 for the purpose of further
considering the matter.
Pursuant to adjournment, The City Council of the City of Okeechobe., Florida,
met at the City Hall at 5.00 o'clock P. M. on April 15th, 1933 and the following
were present: Alto Watford, President of City Council, Councilmen D. B. McCarthy,
Victor Domer, J. H. Walker, Sr. and A. W. Brass with R. P. Fletcher, City Clerk,
and G. O. Durrance, City Attorney in attendance.
- The following aesolution was offered by Oouncilman Walker, who moved its
adopt lon, motion seconded by Councilman McOarthy and passed by unanlmous vote:
RESOLUTION
WHEREAS, the City Council of Okeechobee, Florida, has been advised that there
is now pending befóre the Legislature of the State of Florida, House Bill 144, the
same being an act to authorize the appointment of Receivers for municipalities, etc.
- and House Bill 1150, th. same being an act providing for the supervision and
physical control of municipalities by a "Board of Administra~ion",and
WHEREAS, said City Councll has carefully considered the various provisions
of said Bills, and
WHEREAS, the City Oouncil is of the opinion that if said House Bllls, hereto-
fore mentioned, should become part of the Statute Law of the State of Florida it
would centralize the Government of all taxing units in Tallahassee, Florida, thus
depriving said taxing units of the right of self government, and
WHEREAS, sald City Gouncil of Okeechobee, Florida, is advised that if sald
bills should be enacted into law the cost of administratlon under a receivership as
~ set out therein would be confiscatory insofar as the smaller municipalities are
concerned and that the enforcement of certain provisions thereof would deny the
tax payers of taxing units any voice in their government and would in reality be
"Taxation without Representation",
THEREFORE, BE IT RESOLVED, by the City Council of Okeechobee, Florlda, in
regular adjourned session.. that Representatives in both bra nches of the Legi slature
be, and they are hereby requested to oppose the passage of said bills herein men-
tioned.

BE IT FURTHER RESOLVED, that a copy of this resolution be mailed to Honorable
Peter Tomasello, Representative, and Honorable Frank Raulerson, member of the
Senate from this District.
Unanimously adopted by the City Council of Okeechobee, Florida, this the 15th
day of April, A. D. 1933. ..

Pursuant to Ĺ’all of the Mayor, the City Oouncil of the City of Okeechobee,
Florida, met in special session at the City Hall at 4.00 o'clock P. M. on the
above date and the following were present: J. D. Bird, Mayor, Alto Watford,
President of City Council, Councilmen Victor Domer, A. W. Brass, J. H. Walker, Sr.
and D. B. McCarthy with R. P. Fletcher, City Clerk, G. C. Durrance, City Attorney
and L. O. Tootle, Water Superintendent in attendance,
Mayor Bird stated that meeting had been called for the purpose of arranglng
for the collection of check received from State Read Department.
The following .esolution was offered by Councilman McOarthy, who moved its
adoption, motion seconded by Councilman Brass and passed by unanimous vote:
RESOLUTION
WHEREAS, the Oity of Okeechobee has this day received a check from the State
Road Department of Florida, in the sum of $2,500.00, and
WHEREAS, the City is in need of funds with Which to pay current bills now due,
and
WHEREAS, it ls necessary that the City receive cash for said check,
THEREFORE Be It Resolved that R. P. Fletcher, City Clerk, and Alto Watford,
President of City Council are hereby authorized to endorse said check on behalf
of said City and to receive the proceeds of said check.
