MINUTES
I. CALL TO ORDER
Administrator Ritter called the regular meeting of the Technical Review Committee (TRC)
for the City of Okeechobee to order on Thursday, December 19, 2024, at 10:00 A.M. in
the City Council Chambers, located at 55 Southeast (SE) Third Avenue, Room 200,
Okeechobee, Florida (FL), followed by the Pledge of Allegiance.
II. ATTENDANCE
The following TRC Members were present: City Administrator Gary Ritter, Building Official
Jeffery Newell, Okeechobee County Fire Rescue (OCFR) Bureau Chief Keith Bourgault,
OCFR Deputy Fire Marshal Jessica Sasser, Police Chief Donald Hagan, Public Works
Maintenance Foreman Willie Hall, and Okeechobee Utility Authority (OUA) Executive
Director John Hayford. City Planning Consultant Ben Smith was present via Zoom.
General Services Coordinator Keli Trimnal was also present. The City Attorney, Code
Enforcement Officer Anthony Smith, the Okeechobee County Environmental Health
representative, the Okeechobee County School Board representative and Committee
Secretary Patty Burnette were absent.
III. AGENDA
A. There were no requests for modifications to the agenda.
B. Motion by Building Official Newell, seconded by OCFR Deputy Fire Marshal Sasser,
to approve the agenda as published. Motion Carried Unanimously.
C. There were no comment cards submitted for public participation for items not on
the agenda.
IV. MINUTES
A. Motion by Building Official Newell, seconded by OCFR Bureau Chief Bourgault, to
dispense with the reading and approve the November 21, 2024, Regular Meeting
minutes [as presented in Exhibit 1]. Motion Carried Unanimously.
V. NEW BUSINESS
A. Site Plan Review Application No. 24-005-TRC, to construct a 7 Brew drive-thru
coffee shop on 1.14± acres, located at 100 and 102 SE 8th Avenue, Lots 1 to 5,
TAYLOR CREEK MANOR, PB 3, PG 4, Okeechobee County Public Records.
1. City Planning Consultant Ben Smith, Morris-Depew Associates, Inc., 2914
Cleveland Avenue, Ft. Myers, FL, briefly reviewed the Planning Staff Report.
The dimensional standards review appears to meet the requirements of the
City's Land Development Regulations (LDR) except for the following: the
proposed landscape plans shall be revised to ensure there are no conflicts
with proposed landscaping and proposed lighting fixtures; the landscaping
plan shall be revised to ensure compliance with Sections 90-538(d) and 90-
543(b) of the City's LDR which speak about small tree species shall be
provided in locations with potential for utility line conflicts; sign plans and
location of signage shall not be approved until submittal of sign plans
consistent with LDR or consistent with an approved sign variance; Applicant
shall provide approval from Fire Marshall for emergency vehicle access,
sprinkler requirements, and required fire flow; and the plans shall be revised
to comply with the recommendations provided in the attached Engineering
review, [4 page report dated December 10, 2024, which has been added to
the Official Minute file], to the satisfaction of the City Administrator.
2. OUA Executive Director Hayford requested Plumbing and Floor Plans, to
verify the flow that is going into the grease trap is coming only from the
kitchen and the domestic waste is routed around the grease trap. Since
irrigation will be added, he advised the two meters on site are to be removed,
and Equivalent Residential Connections (ERC) can be added to the new
proposed 1-inch meter. Permitting from the Health Department is required to
demolish the septic tanks. As a note, he shared that the unpaid sewer-
connection fees would increase in January 2025, and suggested the
customer pay before end of year.

2. Continued. OCFR Bureau Chief Bourgault requested the site plan be revised
to reflect the drive aisles on the South and East sides of the site to be 20-
feet wide instead of 16, to accommodate the fire trucks. OCFR Deputy Fire
Marshal Sasser requested a Knox Box be added to the plans as well.
3. Mr. Chris Ossa, PE for Kimley-Horn Associates, LLC, 7341 Office Park
Place, Suite 102, Melbourne, FL, commented that he will revise the site plan
submittal to reflect the five conditions as discussed and listed on page 8 of
the Planning Staff Report, as well as the comments requested by OUA and
OCFR.
4. No public comments were offered.
5. Administrator Ritter disclosed he had spoken to Mr. Ossa regarding the
proposed project.
6. Motion by OCFR Bureau Chief Bourgault, seconded by Public Works
Maintenance Foreman Hall, to approve Site Plan Review Application No. 24-
005-TRC as presented in [Exhibit 2, which includes the Planning
Consultant's analysis of findings and recommendation for approval] with the
following conditions: the proposed landscape plans shall be revised to
ensure there are no conflicts with proposed landscaping and proposed
lighting fixtures; the landscaping plan shall be revised to ensure compliance
with Sections 90-538(d) and 90-543(b) of the City's LDR which speak about
small tree species shall be provided in locations with potential for utility line
conflicts; sign plans and location of signage shall not be approved until
submittal of sign plans consistent with LDR or consistent with an approved
sign variance; Applicant shall provide approval from Fire Marshall for
