MINUTES
I. CALL TO ORDER
In the absence of the Chair and Vice Chairpersons, it was decided by consensus of the
Board to appoint Board Member Phil Baughman to preside over the meeting as
Chairperson Pro-Tempore'. Chairperson Pro-Tempore Baughman called the regular
meeting of the Planning Board for the City of Okeechobee to order on Thursday, December
19, 2024, at 6:00 P.M. in the City Council Chambers, located at 55 Southeast (SE) Third
Avenue (AVE), Room 200, Okeechobee, Florida (FL), followed by the Pledge of Allegiance.
II. ATTENDANCE
Roll was taken by Board Secretary Keli Trimnal, Board Members Phil Baughman (serving
as Chairperson Pro-Tempore), Carl Berlin, Jr., Karyne Brass, Mac Jonassaint, Jim Shaw,
and Alternate Board Member Robert Connelly were present. Chairperson Dawn Hoover,
Vice Chairperson Doug McCoy and Alternate Board Member Dora Roberts were absent.
III. AGENDA
A. There were no items added, deferred, or withdrawn from the agenda.
B. Motion by Member Jonassaint, seconded by Member Brass to approve the agenda
as presented. Motion Carried Unanimously.
C. There were no comment cards submitted for public participation.
IV. MINUTES
A. Motion by Member Brass, seconded by Member Jonassaint to dispense with the
reading and approve the September 19, 2024, Regular Meeting minutes [as
presented in Exhibit 1]. Motion Carried Unanimously.
V. CHAIRPERSON PRO-TEMPORE BAUGHMAN OPENED THE PUBLIC HEARING AT
6:02 P.M.
A. Comprehensive Plan Small Scale Future Land Use Map (FLUM) Amendment
Application No. 24-003-SSA, to reclassify from Single-Family Residential (SFR) to
Multi-Family Residential (MFR) on 0.981± acres located at 315 SE 3rd AVE and 317
SE 4th Street, Lots 7 through 12 of Block 209, FIRST ADDITION TO
OKEECHOBEE, Plat Book 5, Page 6, Okeechobee County Public Records.
1. City Planner Ben Smith, Morris-Depew Associates, Inc., 2914 Cleveland
AVE, FT. Myers, FL, attended electronically via zoom and briefly reviewed
the Planning Staff Report finding the requested MFR FLUM designation for
the subject property consistent with the City's Comprehensive Plan,
reasonably compatible with adjacent uses, and consistent with the
surrounding pattern of land use, therefore recommending approval.
2. Mr. Jeffrey Sumner, PE on behalf of the Property Owner, Marmelemy Villas,
LLC, was present and available for questions. Member Jonassaint asked
whether the proposed structures would be single-or two-story residential. Mr.
Sumner responded, two-story attached town homes that are three bedrooms,
two bath units.
3. No public comments were offered. For the record, 24 surrounding property
owner notices were mailed, advertisements and two signs were posted on
the subject parcel. A phone call was received from Ms. Nori Rodriguez, 215
SE 4th Street, inquiring about the proposed project. She voiced concerns
about loud music and late-night partying that took place from the prior use.
Nothing in writing was received concerning this conversation and she did not
attend the meeting.
4. No Ex-Parte disclosures were offered.
5. Motion by Member Jonassaint, seconded by Member Berlin to recommend
approval to the City Council for Comprehensive Plan Small Scale FLUM
Application No. 24-003-SSA, as presented in [Exhibit 2, which includes the
findings as required for granting applications per Code Section 70-340; and
the Planner's analysis of the findings and recommendation for approval.]
Motion Carried Unanimously. The recommendation will be forwarded to the
City Council for consideration at a Public Hearing tentatively scheduled for
January 21, 2025.

VI. CITY ADMINISTRATOR UPDATE
Welcomed Robert Connelly as a new member and wished everyone a Merry Christmas.
VII. ADJOURNMENT
Chairperson Pro-Tempore Baughman adjourned the meeting at 6:10 P.M.
