CALL TO ORDER Vice Mayor Clark called the Emergency Meeting of the City Council for the City of Okeechobee to order on September 26, 2024, at 8:30 A.M. in the City Council Chambers, located at City Hall, 55 Southeast 3rd Avenue, Room 200, Okeechobee, Florida. II. ATTENDANCE City Clerk Lane Gamiotea called the roll. Members physically present to establish a quorum: Vice Mayor Monica M. Clark, Council Members Noel A. Chandler, Robert "Bob" Jarriel, and David R. McAuley. Mayor Dowling R. Watford, Jr., attended via cellphone. III. VICE MAYOR CLARK OPENED THE PUBLIC HEARING TO ADOPT AN EMERGENCY ORDINANCE AT 8:30 A.M. A. Motion by Council Member Jarriel,seconded by Council Member Chandler to read by title only, proposed Emergency Ordinance No. 1297, designating the Chief of Police as the City's Emergency Management Official and authorizing him to declare and extend a State of Emergency, as necessary, for Subtropical Storm/Hurricane Helene [as presented in Exhibit 1]. Motion Carried Unanimously. City Clerk Gamiotea read into the record the title of proposed Ordinance No. 1297 as follows: "AN EMERGENCY ORDINANCE ENACTED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA,DESIGNATING THE CHIEF OF POLICE AS THE EMERGENCY MANAGEMENT OFFICIAL FOR THE CITY OF OKEECHOBEE; PROVIDING FOR THE CHIEF OF POLICE TO DECLARE,WHEN NECESSARY,A 72-HOUR STATE OF EMERGENCY WITHIN THE CITY OF OKEECHOBEE DUE TO THE PREDICTED PATH OF SUBTROPICAL STORM/HURRICANE HELENE; PROVIDING FOR ACCEPTING THE RECOMMENDATION BY THE CHIEF OF POLICE TO EXTEND THE 72-HOUR DECLARATION;PROVIDING FOR DECLARATION TO CONTINUE FOR AN INDEFINITE PERIOD OF TIME AS DEEMED APPROPRIATE BY THE CHIEF OF POLICE; PROVIDING FOR AUTOMATIC EMERGENCY MEASURES; PROVIDING FOR DISCRETIONARY EMERGENCY MEASURES; PROVIDING FOR FILING DECLARATIONS AND MEASURES IN THE OFFICE OF THE CITY CLERK AND PUBLICATION TO NEWS MEDIA; PROVIDING FOR VIOLATIONS; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE." Motion by Council Member Chandler, seconded by Council Member McAuley, to adopt proposed Ordinance No. 1297. There were no comments from the public. Roll Call Vote: Chandler-Yea, Clark-Yea, Jarriel -Yea, McAuley-Yea,Watford-Yea. Motion Carried Unanimously. VICE MAYOR CLARK CLOSED THE PUBLIC HEARING AT 8:35 A.M. IV. ADJOURNMENT There being no further items of discussion, Vice Mayor Clark adjourned the meeting at 8:35 A.M.
