CALL TO ORDER Chairperson Hoover called the regular meeting of the Board of Adjustment for the City of Okeechobee to order on Thursday, September 19, 2024, at 6:18 P.M. in the City Council Chambers, located at 55 Southeast (SE) 3rd Avenue, Room 200, Okeechobee, Florida (FL). II. ATTENDANCE Roll was taken by Board Secretary Patty Burnette. Chairperson Dawn Hoover, Board Members Phil Baughman, Carl Berlin, Jr., Karyne Brass, Mac Jonassaint, and Alternate Board Member Dora Roberts were present. Vice Chairperson Doug McCoy and Board Member Jim Shaw were absent. Chairperson Hoover moved Alternate Board Member Roberts to voting position. III. AGENDA A. A modification was made to the agenda to withdraw Quasi-Judicial Public Hearing Item V. A. as requested by the applicant; document added to the Official Minute File. B. Motion by Member Baughman, seconded by Member Jonassaint, to approve the agenda as amended. Motion Carried Unanimously. C. Mr. Chris Ossa, PE for Kimley-Horn and Associates, LLC, addressed the Board to explain the withdrawal of Special Exception Petition No, 24-003-SE. They will be purchasing additional lots to the South and have revised the overall layout design to address the concerns discussed at the July meeting. A new petition is being submitted for the October meeting. IV. MINUTES A. Motion by Member Brass, seconded by Member Roberts to dispense with the reading and approve the August 15, 2024, Board of Adjustment Regular Meeting minutes. Motion in Carried Unanimously. III V. OPEN QUASI-JUDICIAL PUBLIC HEARING A. Continued from the July 18, 2024, Meeting, Special Exception Petition No. 24-003-SE requests to allow a drive-through service in a Heavy Commercial Zoning District, (Ref. 90-283(1)), located at 100 SE 8th Avenue. The Applicant would like to develop the property into a new 7 Brew Drive-Thru Coffee Shop - City Planning Consultant. 1. Administer of Oath. Anyone intending to offer testimony on this Petition will be required to take an oath, respond, and give your full name and address. 2. Review Planning Staff Report. 3. Hear from Property Owner or Designee/ Agent - Mr. Chris Ossa, PE for Kimley- Horn and Associates, LLC. 4. Public comments or questions from those in attendance or submitted to the Board Secretary. 5. Disclosure of Ex-Parte Communications by the Board. 6. Consider a motion to approve or deny Petition with/without special conditions. This item was withdrawn. VI.
