CONSENT AGENDA A. Dispense with the reading and approve the August 20, 2024, Minutes (Exhibit 3). B. Appoint Russ Brown to the Police Officers&Firefighters Pension Fund Board of Trustees.term beginning September 12, 2024, through September 30, 2025, (replacing Cody Daigeault, City Resident 2 of 2).-- iP�, C. Dispose of obsolete computer and printers from the Police Department through GovDeals (Exhibit 4). - D. Dispose of obsolete tasers from the Police Department(Exhibit 5). I E. Dispose of Conference Table Chairs from the Administrator's Office (Exhibit 6). VI. PUBLIC HEARING FOR ORDINANCE ADOPTION A. Motion to read by title only and adopt proposed Ordinance No. 1291 correcting a scrivener's error in Ordinance No. 1287, prohibiting smoking in City parks (Exhibit 7). B. Motion to read by title only and adopt proposed Ordinance No. 1292 amending Code Enforcement definitions and adding Code Enforcement Hearing Guidelines (Exhibit 8). 11 • • VII. FIRST READING—PUBLIC HEARING OF BUDGET ORDINANCES A. Mayor to announce that the purpose of this Public Hearing is to consider the first reading of ordinances for the proposed Millage Rate levy and proposed Budget for Fiscal Year October 1, 2024, through September 30, 2025, B. Mayor to announce the proposed Millage Rate levy represents 5.69 percent more than the roll-back rate of 5.8286 computed pursuant to Florida Statutes 200.065(1). C. Motion to read by title only, set the final public hearing at 6:00 PM on September 30, 2024, and approve the first reading for proposed Ordinance No. 1293, levying a Millage Rate of 6.1602 on all real and tangible personal property for proposed Fiscal Year October 1, 2024, through September 30, 2025 (Exhibit 9). D. Motion to read by title only, set the final public hearing at 6:00 PM on September 30, 2024, and approve the first reading for proposed Ordinance No. 1294, adopting the annual Budget for Fiscal Year October 1, 2024, through September 30, 2025 (Exhibit 10). VIII. NEW BUSINESS A. Motion to approve the renewal of Property and Casualty Insurance coverages with Public Risk Management with an effective date of October 1, 2024, through September 30, 2025 (Exhibit 11). B. Motion to approve the First Amendment to the Professional Engineering Services Agreement with Culpepper and Terpening Inc. (Exhibit 12). C. Discussion regarding City Park hours and loitering. D.
