Ii seven (27) Mills on each dollar valuation of real and personal property within the II corporate limits of the City of Okeechobee, Florida, subject to taxation on the fir~t ~ . 'I day of January, A. D. 1931. Such tax shall be assessed and collected in the manner i I " I provided by law. ; i Section 2.
