SUMMARY OF BOARD ACTION
I. CALL TO ORDER
Chairperson Hoover called the regular meeting of the Board of Adjustment for the City of
Okeechobee to order on Thursday, January 18, 2024, at 6:01 P.M. in the City Council
Chambers, located at 55 Southeast (SE) 3rd Avenue, Room 200, Okeechobee, Florida (FL),
followed by the Pledge of Allegiance.
II. ATTENDANCE
Roll was taken by Board Secretary Patty Burnette. Chairperson Dawn Hoover, Vice-
Chairperson Doug McCoy, Board Members Phil Baughman, Karyne Brass, Mac Jonassaint,
and Alternate Board Members Jon Folbrecht and J. Dean Murray were present. Board
Members Carl Berlin Jr., and Jim Shaw were absent with consent. Chairperson Hoover
moved Alternate Board Members Folbrecht and Murray to voting position.
III. AGENDA AND PUBLIC COMMENTS
A. There were no items added, deferred, or withdrawn from the agenda.
B. Motion by Member Baughman, seconded by Vice-Chairperson McCoy, to approve
the agenda as presented. Motion Carried Unanimously.
C. There were no comment cards submitted for public participation for issues not on the
agenda.
IV. MINUTES
A. Motion by Member Brass, seconded by Member Jonassaint to dispense with the
reading and approve the November 16, 2023, Board of Adjustment Regular Meeting
minutes. Motion Carried Unanimously.
I V. UNFINISHED BUSINESS
A. Secretary Burnette read into the record Form 8B Memorandum of Voting Conflict for
County, Municipal, and other Local Public Officers related to Special Exception
Petition Nos. 23-001-SE and 23-002-SE, which was received on November 16, 2023,
and filed by Board Member Phil Baughman. address 1505 South Parrott Avenue,
Okeechobee, FL, and made a part of the official record filed in the permanent Minute
File for this meeting.
VI. CHAIRPERSON HOOVER OPENED THE QUASI-JUDICIAL PUBLIC HEARING AT 6:04
P.M.
A. Special Exception Petition No. 24-001-SE requests to allow an Outdoor Vehicle Sales
Lot in a Heavy Commercial Zoning District, (Ref. 90-283(18)), located at 711 North
Parrott Avenue. The Applicant would like to re-open a Vehicle Sales Lot.
1. Notary Public Patty Burnette administered an oath to Mr. Ben Smith, Morris-
Depew Associates Inc., 2914 Cleveland Avenue, Fort Myers, FL, and Mr.
Alejandro Estremera, Property Owner of 711 North Parrott Avenue,
Okeechobee, FL, who responded affirmatively.
2. City Planning Consultant Smith briefly reviewed the Planning Staff Report
recommending approval with the submission of a site plan which provides the
following: location, dimensions, area, and property line setbacks for areas
used for sales/display; location and dimensions of employee/customer parking
spaces, and internal vehicle access aisle dimensions.
3. Mr. Estremera was present and available for questions. Member Brass highly
encouraged adding landscaping and expressed concerns with using the 15-
foot-wide alleyway located to the West of the subject parcel for means of
ingress and egress.
4. No public comments were offered. Secretary Burnette stated for the record 15
courtesy notices were mailed to surrounding property owners, one being
returned ndeliverable, advertisements, and two signs were properly posted,
with no objections or comments received to date.
5. No Ex-Parte disclosures were offered.

VI. QUASI-JUDICIAL PUBLIC HEARING ITEM A CONTINUED
6. Motion by Member Baughman, seconded by Member Folbrecht, to approve
Special Exception Petition No. 24-001-SE as presented in [Exhibit 3, which
includes the standards and findings for granting Petitions per Code Section
70-373; and the Planning Consultant's analysis of the findings and
recommendation for approval]. Motion Carried Unanimously.

VII. CITY ADMINISTRATOR UPDATE

VIII. ADJOURNMENT
Chairperson Hoover adjourned the meeting at 6:26 P.M.
