Maybe in order to review that we can always pull their Ords and provide those to you all so you can review those as well. The reality is that because of the pre-emption language it is difficult to know, when they were drafting this, were they assuming that a SE would fall into quote unquote "licenses, registrations, permits, and fees"; and so, if the desire of Council is maybe go the SE route, I would want to see if there has been any litigation on it, and admin guidance,or the other localities who have implemented a similar regime—what sort of feedback they've received. We are in somewhat uncharted territory on this because it is relatively new and I want to _ make sure that we give Council the very best advise we possibly can because my eyes I don't always want Council, or the City, to get sued or to run afoul of State Law or Admin Guidance.
