A. Deferred from the September 21, 2023, Meeting, Site Plan Review Application No. 23-004-
`-'RC, construction of a proposed 4,827 square foot Culver's restaurant with drive through
service and associatedparking on 2.16± acreslocated within the 1200 block along the North
s .of. -North Park Street/State Road 70 East, just West of the eastern City Limits/NtSrtheast
13th Avenue, Lot 2, PARK STREET COMMERCE CENTER.

e ivr ewed the Planning Staff Report, Applicant has submitted a concurrent special
--Zx�Option application (23-001-SE) for approval of the proposed drive-thru, access to
`fhe 2.16-acre subject property is provided by NE 13t" Avenue, which will be improved
as part of the replat. OUA has provided a letter indicating the water and sewer plants
have available remaining capacity and that any extensions or upgrades necessary due
to the designs or demands of the proposed project will be at the owner's expense. The
applicant has provided a traffic analysis demonstrating available roadway capacity for
a 4,600 sq/ft drive -through restaurant.

Two ingress/egress driveways are proposed on the eastern property boundary with
access to NE 13t" Ave. An ingress/egress driveway is proposed on the western property
boundary, providing through -access to the abutting commercial parcel to the west.
Internal two-way drive aisles are a minimum 24' wide. A crosswalk for pedestrians is
provided from the northern parking area through the drive -through lanes to provide
access to the building sidewalk.
Additionally, the applicant has provided a queuing analysis with the special exception
application. The analysis demonstrates that the site contains sufficient vehicle stacking
capacity to accommodate peak demand without causing vehicle stacking to exceed the
boundaries of the site.
Service `Vehicle Access and Egress:
A. Fire Truck
Sufficiency of fire truck access and egress to be addressed by the Fire Department.

No Loading zones are required per the City's zoning code, and none are proposed.

The site plan provides a dumpster enclosure. Sufficiency of the dumpster enclosure

The proposed drive -through restaurant use is consistent with the comprehensive plan
and is compatible with surrounding uses. Drive -through service is a special exception
use within the Heavy Commercial (CHV) zoning district. The applicant has submitted a
concurrent special exception application, 23-001-SE, to approve the drive -through use.
The City's Board of Adjustment will determine whether the drive -through is approved,
denied, or approved with conditions. Subject property has frontage on SR-70,
proximate to other commercial uses, and it is not expected that the proposed restaurant
use will create any adverse impacts on the health, safety, and welfare of the
surrounding community.

The request for consideration by the City's Technical Review Committee is an application for Site
Plan approval for an expansion of an existing manufacturing facility. The site contains an existing 6
36,000 sf building and an existing 4,624 sf building. Two new buildings are proposed at 30,000 s1p

square foot automated carwash and self-service vacuum spaces on 1.58± acres,
located within the 1200 block along the North side of North Park Street/State Road 70
East, just West of the eastern City Limits/Northeast 13th Avenue, Lot 1.

reviewed the Planning Staff Report. A special exception application (23-002-SE) has

plan approval. The LDR requires 31 parking spaces for the 4,596 sq/ft. OUA has
provided a letter indicating the water and sewer plants have available remaining
capacity and that any extensions or upgrades necessary due to the designs or
demands of the proposed project will be at the owner's expense. A Traffic Impact Study
has been provided within the submittal package, completed for an automated car wash.
The Traffic Study, which utilized ITE 11 land use code 948 and Gross Floor Area to
determine the average daily trips, indicates an estimated PM peak of 33 trips, and an
average 375 daily trips generated by the car wash. The site plan indicates that two
access points are proposed.

boundary, providing through -access to the adjacent property, which
connects to proposed NE 13th Ave.

One item of note is that one of the vehicle entry lanes is proposed at only 8.8 ft wide.
The other two lanes are 9' and 10.2' wide. While 8.8' is a fairly narrow lane, it is not a
city code compliance issue, and the travel speed should be low as vehicles approach
the menu boards.
Additionally, the applicant has provided a queuing analysis with the special exception
application. The analysis demonstrates that the site contains sufficient vehicle stacking
capacity to accommodate peak demand without causing vehicle stacking to exceed the
boundaries of the site.
Sufficiency of fire truck access and egress to be addressed by the Fire Department
No Loading zones are required, and none are proposed.
The site plan depicts a dumpster within a 10'x12' enclosure with direct access via the
cross -access easement/roadway on the north side of the site. Sufficiency of the
dumpster enclosure and location will be addressed by Okeechobee Public Works
department.
The subject property is located in an area of the City with existing commercial uses
along SR-70, which is considered one of the City's commercial corridors and is located
within a recently platted commercial park where other commercial uses are anticipated.
The carwash will provide a consumer service along SR-70, a Major Arterial roadway.
The proposed use is consistent with the comprehensive plan and the zoning code,
contingent on approval of the concurrent Special Exception Application, and is
compatible with surrounding uses.

capacity and that any extensions or upgrades necessary due to the designs or
demands of the proposed project will be at the owner's expense. A Traffic Impact Study
has been provided within the submittal package, completed for an automated car wash.
The Traffic Study, which utilized ITE 11 land use code 948 and Gross Floor Area to
determine the average daily trips, indicates an estimated PM peak of 33 trips, and an
average 375 daily trips generated by the car wash. The site plan indicates that two
access points are proposed.

boundary, providing through -access to the adjacent property, which
connects to proposed NE 13' Ave.

One item of note is that one of the vehicle entry lanes is proposed at only 8.8 ft wide.
The other two lanes are 9' and 10.2' wide. While 8.8' is a fairly narrow lane, it is not a
city code compliance issue, and the travel speed should be low as vehicles approach
the menu boards.
Additionally, the applicant has provided a queuing analysis with the special exception
application. The analysis demonstrates that the site contains sufficient vehicle stacking
capacity to accommodate peak demand without causing vehicle stacking to exceed the
boundaries of the site.
Sufficiency of fire truck access and egress to be addressed by the Fire Department
No Loading zones are required, and none are proposed.
The site plan depicts a dumpster within a 10'x12' enclosure with direct access via the
cross -access easement/roadway on the north side of the site. Sufficiency of the
dumpster enclosure and location will be addressed by Okeechobee Public Works
department.
The subject property is located in an area of the City with existing commercial uses
along SR-70, which is considered one of the City's commercial corridors and is located
within a recently platted commercial park where other commercial uses are anticipated.
The carwash will provide a consumer service along SR-70, a Major Arterial roadway.
The proposed use is consistent with the comprehensive plan and the zoning code,
contingent on approval of the concurrent Special Exception Application, and is
compatible with surrounding uses.

b. Existing and proposed impervious surface area calculations

equipment is not required to be depicted)
d. Setbacks for proposed structures from property lines and existing
structures
e. Parking space dimensions
f. Access points

7. Landscape plans shall be provided demonstrating compliance with code,
or applicant shall submit alternative landscape plan to be approved by
TRC.
8. Confirmation of water and sewer availability to accommodate proposed
expansion
9. Traffic impact statement to include existing and proposed trip generation
for all vehicles, including trucks. Applicant shall demonstrate that
proposed expansion will not impact surrounding roadway network.
