NE 4th ST, Canal Bank Stabilization, $19,210. 2023-10-17 Kimley>>>Horn Page 1 October 3, 2023 David Allen Public Works Director City of Okeechobee 55 SE 3rd Avenue Okeechobee, FL 34974 Re: Professional Services for NE 4th St Canal Bank Stabilization Dear Mr. Allen: Kimley-Horn and Associates, Inc., ("Kimley-Horn") is pleased to submit this proposal to the City of Okeechobee ("City") for professional engineering services NE 4th St Canal Bank Stabilization (the "Project") located at NE 4th St, Okeechobee County, Florida. Our project understanding, scope of services, and fee are described below. Project Understanding FPL has noticed erosion at the foundation of a transmission power pole due to soil loss at the south bank of the adjacent canal. This project's focus will be providing construction plans to protect the foundation from any further soil erosion, including the addition of fill, bank restoration, and bank stabilization adjacent to the existing pole foundation. No work or analysis will be performed on the pole or foundation. The scope will be limited to site improvements for the re-establishment of the canal bank and added protection of the bank adjacent to the foundation. Additionally, it is our understanding multiple power poles along the canal bank may be affected. Scope of Services Task 1: Data Collection and Site Visit Kimley-Horn shall conduct one site visit to visually assess the condition of the canal bank and measure the current level of foundation exposure. While on site, Kimley-horn will assess the condition of the south canal bank where accessible. Kimley-Horn will rely on City staff to assist in gaining access to private property where the pole and erosion is located. It is our understanding that there are no existing structural plans available for the bank control structure or other retaining structures in the area. If no plans or shop drawings are available, Kimley-Horn will use conservative assumptions, along with our field measurements, to determine materials and member sizes. This task includes coordination with FPL for a more in-depth understanding of construction constraints and site conditions. Task 2: Alternative Analysis Report and Discussion Kimley-Horn will generate a report with multiple repair options based on the findings from the site visit and data collection. The report will include possible sources of the erosion, as well as a discussion of up to three (3) repair options. Each repair option will have a discussion with advantages and disadvantages of the repair and suggested repair limits. Task 3: Construction Documents Kimley-Horn will utilize the information from Tasks 1 and 2, along with input from the City, to prepare Construction Documents for the bank stabilization at up to two (2) isolated pole locations. This task assumes one (1) bank stabilization option will be used for all affected power poles and multiple details will not be developed for each location. Kimley-Horn will prepare repair plans in general conformance with the conditions of the Florida Building Code (latest Edition). Plans are anticipated to consist of the following sheets: • A Cover Sheet • General Notes Sheet(s) • Quantity Table • An Overall Site Plan • Elevations • Typical Sections • Typical Details Kimley-Horn will reference the survey provided by the City. Kimley-Horn will submit draft bank stabilization plans to the City for review via electronic submission. Upon receipt of City comments, we will incorporate one (1) round of revisions to address the City's comments,finalize the construction plans, and submit final documents to the City(via electronic format) for their use in soliciting bids to perform the recommended repairs. If the City does not implement any repair recommended by Kimley-Horn, the City agrees it will not assert any claims in any way related to those conditions for which repair was recommended, and City will indemnify, defend, and hold harmless Kimley-Horn and its employees for any claim arising out of those conditions. Services Not Included Any other services, including but not limited to the following, are not included in this Agreement: • Independent Testing Lab Services • Boundary or Topographic Survey • Geotechnical Services • Architectural Services Additional Services Services not provided for in the above scope will be considered additional services and can either be performed at then current hourly rates. The City shall provide all information requested by Kimley-Horn during the project, including but not limited to the following: • Available project record drawings. • Access to all properties. • Geotechnical Report for proposed banks stabilization • Topographical survey Schedule We will provide our services as expeditiously as practicable with the goal of meeting a mutually- agreed-upon schedule. Fee and Expenses Kimley-Horn will perform the services in Tasks 1-3 for the total lump sum fee listed below. Individual task amounts are informational only. All permitting, application, and similar project fees will be paid directly by the City. As used in the Agreement, "Engineer" shall refer to Kimley-Horn and Associates, Inc., and "City"shall refer to The City of Okeechobee.
