Smith &Associates (CAS) has performed its review of the price proposals received for the construction of the dry retention areas and lake segment at the Okeechobee Commerce Center (OCC). Note that we requested price proposals from three contractors and two submittals were received. Our review strictly tabulates price totals and evaluates the overall submittal packages from each proposer. Based on the copies of the contract forms provided, we have also reviewed the proposals for document completeness. Based on our review, B & B Site Development (BBSD) is the apparent lowest and most responsive-responsible bidder with a verified total price of$465,170.97. Based on our bid package reviews and from first-hand knowledge, BBSD has satisfactorily completed projects at the OCC for a property owner with CAS as the engineer of record. As such, BBSD has actual project site familiarity and is a local contractor. The other proposal was submitted by Rio-Bak Corporation (RBC) in the amount of $689,855.00. RBC has also performed similar work where CAS was the engineer of record. Their submittal was complete and responsive but was not considered the lowest and most responsive-responsible proposal. As such,CAS hereby recommends the award to BBSD based on the total price of$465,170.97, documents submitted, reference checks, and previous track record as the lowest and most responsive-responsible proposer.
