V. CONSENT AGENDA
A. Motion to dispense with the reading and approve the Minutes for August 15, 2023.
B. Motion to reappoint Mr. Ray Worley to the Police Officers Pension Fund Board of Trustees(City Resident
2 of 2), term being October 1, 2023 through September 30, 2027 (Exhibit 1).
VI. OPEN PUBLIC HEARING FOR ORDINANCE ADOPTION CONTINUED FROM AUGUST 15, 2023
A. Continue discussion on the Motion on the floor made by Vice Mayor Clark and second by Council
Member Chandler to adopt proposed Ordinance No. 1276, as Amended on August 15, 2023, for Land
Development Regulations Text Amendment Application No. 23-003-TA, adding storm shutter regulations
within Chapter 90 of the Code of Ordinances (Exhibit 2).
VII. FIRST READING— PUBLIC HEARING OF BUDGET ORDINANCES
A. Mayor to announce that the purpose of this Public Hearing is to consider the first reading of ordinances
for the proposed Millage Rate levy and proposed Budget for Fiscal Year October 1, 2023 through
September 30, 2024.

B. Mayor to announce the proposed Millage Rate levy represents 2.84 percent more than the roll-back rate
of 6.1801 computed pursuant to Florida Statutes 200.065(1).
C. Motion to read by title only, set the final public hearing at 6:00 PM on September 25, 2023, and approve
the first reading for proposed Ordinance No. 1279, levying a Millage Rate of 6.3556 on all real and
tangible personal property for proposed Fiscal Year October 1, 2023, Through September 30, 2024
(Exhibit 3).
D. Motion to read by title only, set the final public hearing at 6:00 PM on September 25, 2023, and approve
the first reading for proposed Ordinance No. 1280, adopting the annual Budget for Fiscal Year October
1, 2023, through September 30, 2024 (Exhibit 4).
VIII. NEW BUSINESS
A. Motion to award a 3-year contract for RFP No. ADM 01-32-07-23 Professional Auditing Services to Carr,
Riggs and Ingram LLC (Exhibit 5).
B. Motion to approve the renewal of Property and Casualty Insurance coverages with Public Risk
Management (PRM)with an effective date of October 1, 2023 (Exhibit 6).
C. Motion to allow Freedom Baptist Church to use City property located at 1003 SW 3rd Avenue (Primitive
Baptist Church) for overflow parking on Sunday mornings and other special times (Exhibit 7).
