CONSENT AGENDA A. Motion to dispense with reading and approve the Minutes for June 6 and 20, 2023. B. Approval of June, 2023 Warrant Register. VI. PUBLIC HEARING FOR ORDINANCE ADOPTION A. Motion to read by title only and adopt proposed Ordinance No. 1272, for Land Development Regulations Text Amendment Application No. 23-001-TA, amending and creating regulations for mobile food dispensing vehicles (food trucks) within Chapters 14 and 90 of the Code of Ordinances. (Exhibit 1). B. Motion to read by title only and adopt proposed Ordinance No. 1276, for Land Development Regulations Text Amendment Application No. 23-003-TA, adding storm shutter regulations within Chapter 90 of the Code of Ordinances (Exhibit 2). C. Motion to read by title only and adopt proposed Ordinance No. 1277, regarding Comprehensive Plan Small Scale Future Land Use Map Amendment Application No. 23-001-SSA, submitted by Roland Mossel, to reclassify 0.33+/- acres located in the 100 block of NW 11th Street, from Commercial to Multi-Family Residential, Legal Description: Lots 25 and 26 of Block 19, OKEECHOBEE, Plat Book 5, Page 5, Okeechobee County public records. The Planning Board and Planning Staff recommend approval (Exhibit 3). 1IPage • D. Motion to read by title only and adopt proposed Ordinance No. 1278, amending Chapter 58 of the Code of Ordinances and requiring connection to the public water and/or sewer systems (Exhibit 4). VII. NEW BUSINESS A. Motion to approve the 2023-2024 School Year School Resource Officer Agreement for Okeechobee Christian Academy(Exhibit 5). B. Motion to approve the maximum Millage Rate for advertisement for 2023 Tax Notices, Millage Rate of 6.8987 for budget year 2023-2024 (Exhibit 6). C. Motion to approve the budget calendar for the Fiscal Year 2023-2024 setting Workshops for August 1, 2023 and August 15, 2023 following the regular City Council meeting commencing at 5:00 pm. First Budget Hearing for September 5, 2023 at 6:00 pm during the regular City Council meeting and reschedule the regular City Council meeting to be held September 19, 2023, to the same date as the Final Budget Hearing on September 25, 2023 at 6:00 PM (Exhibit 7). D. Motion to award a contract for RFQ No. PW 03-32-05-23 Landscape Maintenance and Installation Services to Nunez Lawncare and Landscaping (Exhibit 8). E. Motion to award a contract for Bid No. PW 04-10-5-23 City of Okeechobee SE 4th Street Drainage Improvements to Johnson-Davis, Incorporated (Exhibit 9). F. Discussion regarding the addition of a restroom facility to Flagler Park. G. Discussion of the Army Corp of Engineers actions dealing with the Water Resources Development Act of 2000 water savings clause and the consideration of entering into an Amicus Brief with challengers to the Corp's failure to follow mandates on this issue.
