LETTER OF COMMENDATION
Chief Hagan
I am writing this letter of commendation to recognize the actions of Officer Pitts and Officer
Castaneda. On June 3, 2023 at approximately 8:20PM, dispatch advised of a possible structure fire at
420 NE 9th Street(Tanglewood Apartments). Officers Pitts and Castaneda arrived on scene within a
minute of the initial call.
Upon their arrival, they were informed by residents that the occupant of apartment#3 was still inside
and apartment#3 was also the location of the fire. Officers Pitts and Castaneda immediately attempted
to get inside the front door but it was locked. Heavy black smoke was coming from inside so they
forcefully entered the front door.A voice could be heard from inside so they entered the burning
building with no regard to their own personal safety. As I arrived, Officer Pitts was emerging from the
smoke filled residence with Herman Daniel. Herman was visibly shaken by the incident but not
physically injured so we grabbed a chair and had him wait outside for Fire Rescue. We all immediately
began to evacuate the entire building (6 units in total). Officer Bieger was on a detail and arrived on
scene to assist us.
Okeechobee County Fire Rescue arrived on scene a few minutes later and I was able to direct them
around the back of the building where the fire was burning in Herman's kitchen. They immediately
began working on getting the fire extinguished.
Due to the amazing teamwork of both departments and dispatch, all 6 units were evacuated safely and
the fire was contained to only apartment#3.No other injuries involved.
Officers Pitts and Castaneda showed amazing bravery and due to their quick actions, Herman Daniels
was rescued from the residence. I am writing this letter to inform you of the amazing officers we have
on our team here at the City of Okeechobee.
Sincerely,
Sergeant Jessica Francis
