Dear Mr. Ritter:
LaRue Planning & Management Services, Inc., is pleased to respond to the City of Okeechobee's request
for General Planning Services. It has been an honor to serve as the City's Planner over the past 20 years.
Our history with the City means there is no learning curve because we understand the needs and future
vision of the City of Okeechobee. Our firm has consistently performed as a trusted partner and adviser
to the City of Okeechobee including several high profile projects such as the creation of a cost recovery
system for staff development review charges, the 2017 annexation study and most recently preparation
of a Property Rights Element for the City's Comprehensive Plan, in compliance with state law.
What sets our firm apart is our long standing relationship and the institutional knowledge we will bring
to future projects the City endeavors to pursue. LaRue Planning is committed to continue working with
the City and has assembled a multi -disciplinary team of professionals to work together to provide
planning services. Urban Visions, Inc, has been a planning partner to LaRue Planning on past projects,
and has familiarity with Okeechobee. This firm specializes in GIS mapping, landscape architecture,
streetscape, urban design and redevelopment planning. Our second partner, O'Rourke Engineering &
Planning, adds expertise in creative and innovative solutions for today's challenging transportation
issues and has specific project experience in Okeechobee acting as the City's traffic impact reviewer for
proposed development applications. As transportation planners, they manage projects in all areas
including large scale traffic studies, policy development, parking studies, transit analysis, mobility
analysis and transportation design.
The LaRue Team is diversified, focused and specifically chosen to meet the planning challenges that the
City of Okeechobee will encounter in the near future. Going forward, we are poised to utilize the
combined experience of our Team in traditional and non-traditional planning and design approaches
including annexation studies, complete streets, form -based codes, mobility and multimodal planning
studies to accomplish new planning goals and objectives for the City of Okeechobee.

Planning consultants are a vital part of the local government planning process,
functioning as contract planners and acting as representatives of each local

The LaRue Planning Team is committed to forging a renewed working relationship with the City of
Okeechobee. When applications are submitted to the City for development orders, development
permits, comprehensive plan amendments, deviations, appeals, zoning changes, variances, and
development agreements, we work with City staff to ensure that those applications are handled
professionally. We ensure all applicants' projects conform to city, county, state and federal regulations.
The Team brings new perspectives to the City in anticipation of establishing innovative planning

Mr. LaRue has more than four decades of Florida government and consultant experience
for local governments with a strong background in public management and planning. As
the President of LaRue Planning & Management for over 30 years, Jim has assisted
Florida cities and counties providing specific management and planning solutions in the
form of plan amendments, zoning and development plan review, strategic planning and
land development code revisions. Jim enjoys a strong reputation for creating community

Planning Project Experience Highlights
Estero: Formulated the first Comprehensive Plan for the newly incorporated Village.
Conducted visioning sessions for the Plan that were well attended by the community. The
Plan was formulated consistent with that vision. Developed nine Elements with goals,
objectives and policies supported by data and analysis. Facilitated over 20 public meetings
and hearings which culminated with the Plan adoption in 2018.

Fort Myers: Provided planning services to the City including: zoning district modifications,
text amendments to the Comprehensive Plan, addressing the City's comprehensive
disaster mitigation strategy, hurricane evacuation capacity, public shelter availability, and
the Coastal High Hazard Area (CHHA) density cap. The amendments, found in compliance
by DEC, allowed the removal of the CHHA density cap in the Downtown Redevelopment
Area and other CHHA areas. Future Land Use map and text amendments were made to
the Comprehensive Plan addressing density within the Downtown/Midtown areas of the
City. Found in compliance by the State Land Planning Agency. Comprehensive plan
amendments are being implemented through revisions to the City's land development
code.

Satellite Beach: Providing comprehensive planning services to the City since 2007.
Recently assisted the City with the adoption of Comprehensive Plan Amendments which
form a unified strategy to address the City's vulnerabilities to coastal erosion, flooding,
storm surge, and sea level rise, in addition to establishing buildback standards for coastal
lots. Subsequent amendments include Complete Streets policies, land use compatibility
with state military installations, EAR and the EAR -based plan amendments, Public School
Facilities Element and the 10-Year Water Supply Facilities Work Plan.

its incorporation through April 2010. Prepared Plan Amendments including the Bonita

Plan; prepared the City's EAR, their first unified Land Development Code and revisions.
Updated the Capital Improvements Element for compliance with Chapter 163 requirements

Ms. O'Rourke has been involved in transportation engineering since the beginning of her career 36 years ago. A native
of Florida, Ms. O'Rourke returned to Florida in 2001 after 12 years in California. Her unique mix of public sector policy
development and private sector implementation provide the insight to navigate the regulatory process for even the
most complex projects. MS. O'Rourke has completed hundreds if not thousands of traffic impact analyses in her career.
Ms. O'Rourke has conducted plan check and traffic study review for numerous Agencies to include City of Okeechobee,
Lake Park, Town of Jupiter, and City of Stuart .
Ms. O'Rourke is well versed in many facets of transportation planning to include large scale traffic studies, small project
traffic studies, transit planning, long range projections, corridor planning, freight logistics, hurricane preparedness and
regional and local planning. In addition to the transportation planning side, Ms. O'Rourke provides conceptual design
and various engineering design components to include maintenance of traffic, signal design and signing and striping
that allow her to more fully understand the impacts of the project she works on and the cost to her clients.

PROJECT IMPLEMENTATION STRATEGY
The LaRue Planning multi -disciplinary team of professionals will work together to provide general
planning services to the City of Okeechobee. Since there is not one project per se within the expected
scope of services, as Okeechobee's consultant we will establish City project priorities within the
following areas:
General Planning, Land Use & Zoning Services
LaRue Planning provides general planning services for a number of cities and counties in Florida,
including the City of Okeechobee. This broad scope of services includes experience in writing
comprehensive plans, preparing comprehensive plan amendments, rezonings, site plan review as well
as land development code rewrites. We are well versed in form -based codes as well as conventional
Euclidean zoning regulations. LaRue Planning has performed land use analysis in the preparation of
comprehensive plans, evaluation and appraisal reports and as staff memo back up in conjunction with
individual future land use map amendment requests. Zoning analysis is routinely provided in our staff
reports when evaluating rezoning requests. We created new future land use categories for the City of
Estero and new zoning districts for the City of Bonita Springs as part of the process of implementing
the first comprehensive plans for those new municipalities.
Concurrency Review
Whenever a community is experiencing growth and redevelopment, one of the most important
considerations is to require that public facilities are adequate and in place to serve proposed
development. Our Team provides level of service concurrency analysis for sewer, water, solid waste
and transportation when proposed developments are applying for development order approval.
Transportation and Parking
Future planning challenges in the City of Okeechobee will need to readdress parking and
transportation. To that end, O'Rourke Engineering will provide traffic studies to the city. These studies
could include but are not limited to parking studies; mobility and mobility fee studies; analysis of
traffic, pedestrian, or transit operations throughout the City; evaluation of Comprehensive Plan
Policies or Land Development Regulations; and neighborhood mobility assessments.
O'Rourke Engineering is available to assist with smaller studies such as evaluation of a pedestrian
crossing or the much larger task of evaluating the Transportation Element of the Comprehensive Plan.
Environmental Studies (Brownfield Redevelopment)
Urban Visions has experience in working with Florida DEP and the EPA on both brownfield and

Superfund sites. In Lake Worth, Florida, Urban Visions oversaw the process of streamlining the Phase
I application process to submit a master application for the entire redevelopment area, instead of
submitting an application for each needed Phase I site assessment.
In Martin County, Urban Visions worked with Florida DEP and EPA officials on public outreach for
clean-up of a designated Superfund site in a redevelopment area. This included door-to-door and
public meeting activities. In addition, they assisted business owners within a redevelopment area of
Martin County with processing and reporting Phase I activities.
Plan and Permit Review
LaRue Planning has prepared numerous site plan reviews for public hearing applications that are
brought before advisory boards and local government commissions/councils. We also routinely
prepare zoning reviews for single family homes and accessory structures as part of the building permit
review and approval process. We perform both of these functions in a thorough and accurate manner
for the City and several other communities throughout the state, considering all applicable
comprehensive plan policies, land development codes, ADA regulations and coordination with other
appropriate government agencies.
Urban Visions staff is also very familiar with permit review responsibilities. They have managed site
plan review committees for Destin, Green Acres and Lake Worth. In Destin, Urban Visions oversaw the
operation of the Permitting Division as the Planning Director for that City. As a planner for Martin
County, they were responsible for field verification of site plans during construction activities to ensure
compliance with land use and zoning. Urban Visions staff is comfortable working with engineers,
architects, and contractors on all aspects of the planning process.
Natural and Cultural Resources Assessments
Urban Visions has managed historic preservation activities including inventories and zoning code
amendments for Lake Worth and Martin County. They also secured grant funds from both the South
Florida Water Management District and Florida DOT for natural resource enhancements and
beautification activities, and the state of Florida for historic preservation grants.
Climate Change and Resilience Elements
LaRue Planning has provided assistance to the coastal Town of Indialantic, as well as the City of Indian
Harbour Beach as they revised their comprehensive plans incorporating resiliency policies to
effectively deal with climate change and peril of flood issues. Both projects involved vulnerability
assessments prior to creating policies that resulted in crafting positive strategies to combat the threat
of flooding by storm surge and sea level rise.

Urban Visions in conjunction with LaRue Planning prepared the Sustainability Element for Satellite
Beach's Comprehensive Plan that incorporated many of the strategies for the City's sustainability
action plan. Mr. Franke of Urban Visions has been a presenter at the following state conferences
relating to redevelopment and sustainable development:

Water Resources Planning
LaRue Planning has prepared numerous water supply facility plans and updates for local jurisdictions
in order to meet the state requirements under Florida Statutes 163.3177(6)(C). Over the years we have
developed a good relationship with the South Florida Water Management District and have been
responsible for preparing several water supply plan updates in a timely fashion.
Public Outreach Support Services
Among other various public outreach projects, our experience includes a unique (Vision Our Town)
project for the Town of Fort Myers Beach. The visioning process was employed to discern a shared
image of Fort Myers Beach that would be most desirable in years to come. The LaRue team and Town
staff hosted two vision sessions to ascertain what the residents perceived as the major challenges to
ensuring a thriving and successful Fort Myers Beach. In the first vision session, we sought to determine
the essential issues that would become the "building blocks" for a viable Fort Myers Beach.
Specifically, participants at the first session were asked to identify major issues they considered
sufficiently important to the short-range and long-range future of the Town. At the second vision
session, 67 statements describing potentially desirable outcomes covering four major subject areas
were presented to the participants. Participants in the vision session were asked whether or not they
agreed or disagreed with each of the vision outcome statements.
Based on the consensus reached during the Vision Our Town project, and particularly the comments
proffered at the evaluation of the outcome statements, LaRue Planning recommended specific
changes to the Objectives and Policies in the Comprehensive Plan. These revisions were presented to
the Town Council and became the starting point for the Town's future update of its Comprehensive
Plan.
Urban Visions has conducted community outreach in cities throughout Florida. The method of
outreach included: charrettes, workshops, townhall style meetings, surveys and door-to-door
interviews. In Martin County, they developed a monthly newsletter on activities in the seven
redevelopment areas and monthly code enforcement workshops for various neighborhoods

throughout the county. While in Ft. Pierce, Mr. Franke was a frequent guest on the local radio
broadcast speaking on topics relative to redevelopment.
Landscape Plan Review
Urban Visions, Ms. Xiao a Florida Registered Landscape Architect (RLA), lends landscape expertise to
our planning team. Her professional abilities are second to none, as she has produced landscape
designs internationally, nationally and in Florida.
Annexation Studies
With the growth potential of Okeechobee in mind, it is important to consider and identify potential
expansion of the city boundaries through annexation. Following up on a prior annexation study for
the City prepared by LaRue Planning several years ago, it is time to revisit this very important project.
Potential unincorporated areas will be examined consistent with state law requirements. The character
of the potential areas will be analyzed, ad valorem property tax revenues will be determined as well
as the costs of bringing services to those properties.

Since the LaRue Planning Team is not producing construction drawings we will not be using CAD
design drawings. However, our mapping experts are well versed in GIS mapping and prepared to
provide products in that medium. Ms. Xiao, of Urban Visions, has over 20 years of CAD drawing
experience, as well as GIS mapping and several other computer graphics programs.

Naples, Florida CRA Plan Update
The Naples CRA Plan had not been updated w'
since its initial approval in 1994. Mr. Franke, _

updating the Plan and incorporating any
relevant proposals from 14 plans and ,.��..
ordinances adopted over the years.
CRA SUBAREA VISION PLAN
The initial scope included developing a 0'

within the 14 adopted plans. Upon
completing this analysis, the relevant
planning opportunities of the 14 plans, as
well as new land use and design
opportunities were presented in a format that could be used with the eight sub -areas of the CRA.
Strategic Planning/Vision Setting Project Experience
Mr. LaRue provided planning assistance to the City of Cape Coral in formulating the City's annual
Strategic Plan. Assisted City Council in updating mission, vision, and value statements. In addition,
provided facilitation sessions for Police and Fire Departments when they developed their
Department Strategic Plans.
Mr. LaRue assisted the City of Gainesville's Department of Community Development. He conducted
a one day visioning session to develop the Department's Strategic Planning Goals and Objectives.
Mr. LaRue facilitated community input sessions in the development of North Bay Village's Vision.
Sessions included initial meetings with the Village Council, private citizens, and follow-up meetings
with the business community.

following criteria as a basis for identifying potential annexation areas warranting further evaluation:

Ms. O'Rourke reviewed plans for the Checkers at SR70 and SE 8th Avenue and the Wawa at SR 70
and 2nd Avenue. She evaluated the concurrency analyses of both projects. In addition, the site plan
was reviewed for truck turning radii and queueing. Driveway access was evaluated for operation and
queueing as well.
Okeechobee Music Festival — Okeechobee, Okeechobee, FL (09/2017 — present)
Ms. O'Rourke prepared the traffic management plan for the Okeechobee Music Festival. The plan
involves the development of a series of directional location signs to help guide the patrons to their
destination. Coordination with the county and local law enforcement personnel to staff critical
intersections, during the arrival and departure periods. She also prepared the Maintenance of Traffic
plan at the key intersections. She acquired all necessary signs as well as secured all necessary
permits for the signs and lane closures and any other needs for the traffic management plan. Finally,
Ms. O'Rourke oversaw the install, made adjustments in the field and oversaw the day of event traffic
management working with the on -site operator, the Turnpike, FDOT, Osceola Sheriff, Okeechobee
Sheriff and the Okeechobee County staff.

goods or services for which the bid or proposal is submitted and may be further disqualified from

Scrutinized Company Certification
1. Proposer certifies that it and its subcontractors are not on the Scrutinized Companies that Boycott
Israel List. Pursuant to Section 287.135, F.S., the City may immediately terminate the Agreement
that may result from this RFP at its sole option if the Proposer or its subcontractors are found to
have submitted a false certification; or if the Proposer, or its subcontractors are placed on the
Scrutinized Companies that Boycott Israel List or is engaged in the boycott of Israel during the
term of the Agreement.
2. If the Agreement that may result from this RFP is for more than one million dollars, the Proposer
certifies that it and its subcontractors are also not on the Scrutinized Companies with Activities in
Sudan, Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List, or engaged
with business operations in Cuba or Syria as identified in Section 287.135, F.S_ pursuant to Section
287.135, F.S., the City may immediately terminate the Agreement that may result from this RFP at
its sole option if the Proposer, its affiliates, or its subcontractors are found to have submitted a false
certification; or if the Proposer, its affiliates, or its subcontractors are placed on the Scrutinized
Companies with Activities in Sudan List, or Scrutinized Companies with Activities in the Iran
Petroleum Energy Sector List, or engaged with business operations in Cuba or Syria during the term
of the Agreement.
3, The Proposer agrees to observe the above requirements for applicable subcontracts entered into
for the performance of work under the Agreement that may result from this RFP. As provided in
Subsection 287.135(8), F.S., if federal law ceases to authorize the above -stated contracting
prohibitions then they shall become inoperative.
