V. NEW BUSINESS
A. Site Plan Review Application No. 22-003-TRC, to construct a seven-unit, multi-family
residential development, on 0.76± acres located in the 1000 block along NW 4th Street,
Lots 5 through 8, Block 24, NORTHWEST ADDITION TO OKEECHOBEE, Plat Book 1,
Page 25, Public Records of Okeechobee County.
1. City Planning Consultant yr. Ben Smith of Morris-Depew Associates, Inc. briefly
reviewed the Planning Staff Report. The subject site frontage is along NW 4th Street,
between NW 10th and NW 11th Avenues.
Regarding adequacy of public facilities, confirmation of water and wastewater from
Okeechobee Utility Authority (OUA) has been provided. Regarding solid waste disposal,
a dumpster enclosure is proposed in the front of the project, including a loading area to
accommodate access by Waste Management for solid waste removal. Public Works
Director should determine the sufficiency of the proposed facilities, as the enclosure is

proposed at 6'4"tall and within the setback, screening of the enclosure with landscaping
is recommended.
The Applicant has provided a traffic generation report prepared by MDO Engineering,
Inc. which indicates that the proposed development is estimated to generate 40 daily
vehicle trips, with 18 of those occurring during the AM peak hour and 18 of those trips
occurring during the PM peak hour. This proposed increase in traffic generation at this
location should not significantly impact the surrounding roadway network.
Regarding access and internal circulation, the site plan is designed with direct access
to NW 4th Street via a 24-foot-wide driveway and drive aisle, which is sufficient for vehicle
ingress/egress and internal circulation of the residential parking facility. Sufficiency of
fire truck access and egress needs to be addressed by the Fire Department.
The plans depict one dedicated loading space which is not required for multi-family
facilities with less than 20 dwelling units. However, one of the required parking spaces
is large enough to be utilized as a loading space. Additionally, the area between the
dumpster enclosure and the drive aisle is large enough to be utilized as a loading space.

A dumpster enclosure is proposed in the front of the project, including a loading area
which should accommodate access by Waste Management for solid waste removal.
The proposed use is consistent with the Comprehensive Plan and the Zoning Code and
is compatible with surrounding uses. There is already existing multi-family directly
abutting the subject property to the West and the development of single story, moderate
density multi-family at this location should not be disruptive to the surrounding single
family residential.
The dimensional standards review appears to meet the requirements of the City's Land
Development Regulations (LDR's) except for the following: ground cover in other areas
should be identified as plans only indicate mulch being used in area around root balls;
ground cover type should be identified throughout buffer areas; species types not
indicated on plans; overhead utility lines present: along street frontage between edge of
roadway and property lines; species type not indicated for plantings within front buffer
area; provided site plan does not include wheel stops (only one included, ADA space);
planting heights not identified on plans; and dumpster enclosure proposed at 6'4"
Based on the foregoing analysis, Planner recommends approval of the proposed site plan with
the following conditions:
• The remainder of the landscape areas which are not occupied by trees and shrubs shall
be landscaped with grass, groundcover, or other landscape materials (such as mulch).
• At least two different tree species shall be utilized.
• At least 75 percent of the total number of plants required shall be state native very
drought tolerant species as listed in the South Florida Water Management District
Xeriscape Plant Guide.
• Trees species planted along frontage buffer shall be a variety that will not produce a
mature canopy capable of interfering with overhead utility lines.
• Planting heights shall be in comply with minimum City landscaping standards
• Wheel stops shall be provided for each parking space
• Plantings located between the dumpster enclosure and the front property line shall be
installed at a minimum 6-foot height and shall effectively obscure the enclosure from
view of the roadway.

B. Site Plan Review Application No. 22-004-TRC, to construct a wireless
telecommunications facility, on 0.14± acres located at 1117 NW 9th Street.
1. City Planning Consultant Smith briefly reviewed the Planning Staff Report.
MD/1 - Applicant is proposing development of 0.14 acres within the subject parcel, 5.19 acres,
of a 50-foot by 50-foot fenced compound that includes a communications tower, storage,
and two electric service H-frames as well as a 30-foot by 120-foot access corridor
between the compound and the Northern property line fronting on NW 9th St. Perimeter
fencing of the compound is proposed. Color of tower will be flat black, blue, or grey. The
total tower heft including lightning rods is 160 feet. Because the height exceeds 45
feet, this use/structure is considered a special exception use. The Applicant has
submitted a concurrent special exception Application No. 22-003-SE for review by the
City's Board of Adjustment. Approval of the site plan will be contingent upon approval
of, and any conditions placed on, this special exception request by the City's Board of
Adjustment. Upon review of submittal, one item of concern is that the application
packages contain different plans, depicting inconsistent tower heights. The plans
depicting the tallest total structure height were utilized in preparation of this report.
Regarding adequacy of public facilities, no uses or structures are proposed that require
potable water or sewer connection. Regarding solid waste disposal, Applicant has not
proposed a location for a dumpster, though the use is not expected to generate a
significant amount of solid. The Applicant will be responsible for removing any solid
waste from the premises.
The Applicant has not included a traffic impact study with the submittal package, though
the use is not expected to generate any significant amount of vehicle trips.
Regarding access and internal circulation, the site plan is designed with access to NW
9th Street via a 30-foot wide drive aisle which will also serve as parking for service and
maintenance. Sufficiency of fire truck access and egress needs to be addressed by the
Fire Department.
No loading zone is specifically required, though the proposed on-site access corridor
provides ample loading area.
The proposed use is consistent with the comprehensive plan and the Industrial zoning
code. The proposed communications tower and associated structures provide an
important service to the City of Okeechobee residents. The subject property is located
in an area of the City with existing Industrial uses. Industrial uses can be found North,
retififVWL South, and West of the subject property. Residential uses can be found East of the
apt0-Na tb subject property; however, the site plan shows sufficient setbacks from the residentially
zoned property. The Applicant will be required to provide a landscape plan with all LDR's

required landscaping and buffering prior to site plan approval to ensure that the
proposed special exception use is compatible with the residential property to the East.
The dimensional standards review appears to meet the requirements of the City's LDR's
except for the following: no landscaping proposed, and no lighting proposed. A form has
been provided from the Federal Aviation Administration (FAA) indicating that no light is
required, though it appears this form is in reference to a 130' structure, not the 160'
structure proposed by the Applicant.
Based on the foregoing analysis, Planner recommends approval of this request subject to the
following conditions:
• Approval of the site plan will be contingent upon approval of, and any conditions placed

B. Site Plan Review Application No. 22-004-TRC, to construct a wireless
telecommunications facility, on 0.14± acres located at 1117 NW 9th Street.
1. City Planning Consultant Smith briefly reviewed the Planning Staff Report.
Applicant is proposing development of 0.14 acres within the subject parcel, 5.19 acres,
>of a 50-foot by 50-foot fenced compoun�c that includes a communications tower, storage,
and two electric service H-frames as well as a 30-foot by 120-foot access Ea-Er
between a compound and the Northern property line fronting on NW 9th St. Perimeter
fencing he compound is proposed. Color of tower will be flat black, blue,or grey`The
total tower height including lightning rods is 160 feet._Because the height exceeds 45
feet, this use/structure is considered a special exception use. The Applicant has
submitted a concurrent special exception Application No. 22-003-SE for review by the
City's Board of Adjustment. Approval of the site plan will be contingent upon approval
of, and any conditions placed on, this special exception request by the City's Board of
Adjustment. Upon review of submittal, one item of concern is that the application
packages contain different plans, depicting inconsistent tower heights. The plans
depicting the tallest total structure height were utilized in preparation of this report.
Regarding adequacy of public facilities, no uses or structures are proposed that require
potable water_or sewer_connection. Regarding solid waste disposal, Applicant has not
proposed a location for a dumpster, though the use is not expected to generate a
significant amount of solid. The Applicant will be responsible for removing any solid
waste from the premises.
The Applicant has not included a traffic impact study with the submittal package, though
the use is not expected to generate any significant amount of vehicle trips.
Regarding access and internal circulation, the site plan is designed with access to NW
9th Street via a 30-foot wide drive aisle which will also serve as parking for service and
maintenance. Sufficiency of fire truck access and egress needs to be addressed by the
Fire Department.
No loading zone is specifically required, though the proposed on-site access corridor
provides ample loading area.
The proposed use is consistent with the comprehensive plan and the Industrial zoning
code. The proposed communications tower and associated structures provide an
important service to the City of Okeechobee residents. The subject property is located
in an area of the City with existing Industrial uses. Industrial uses can be found North,
South, and West of the subject property. Residential uses can be found East of the
subject property; however, the site plan shows sufficient setbacks from the residentially
zoned property. The Applicant will be required,to provide a landscape plan with all LDR's

required landscaping and buffering prior to site plan approval to ensure that the
proposed special exception use is compatible with the residential property to the East.
The dimensional standards review appears to meet the requirements of the City's LDR's
except for the following: no landscaping proposed, and no lighting proposed. A form has
been provided from the Federal Aviation Administration (FAA) indicating that no light is
required, though it appears this form is in reference to a 130' structure, not the 160'
structure proposed by the Applicant.
Based on the foregoing analysis, Planner recommends approval of this request subject to the
following conditions:
