DW American recovery act, were told to use the money to reline the storm_
Ritter doesn't believe this will need all the funds, for the relining. Using funds to finish commerce park
DW, we awarded this money to spend it anything we need, on the list,
Riedel administrator and Public Works Director looked over the funds and found the best fit to use the
funds.
DW he understood it would be used to relined. Buy a truck with these funds, would like to sit down and
see what is actually needed for, for instance nonprofits, would like the council to have an input to see
what this money goes to.
Handwritten Minutes, 4-5-2022 reg mtg, Page 5 of 7
Ritter: from his understanding the major problems was the storm water and quality, this truck will help
the issues. Will be relining the storm water, next year the council can have an input.
DA. Final ruling was given to us by February, and this was budgeted for this year,
BJ > deadline to use the money, DA must be spent by 2026, GR wants to start the projects as soon as

GR> fund balance policy has been sitting in draft since 2012, a need to put everything together on the
spending for a thank you to steven cont. that produced
India > ex a provides definitions, others are restricted, focuses on funding,
General fund for operating funds
6 months of operating should be assigned for $$> hurricanes, public safety services must still be
provided
GR> 4 of 6 is emergency reasons and the remaining months is the operating expenses.
India>Replacement of cars, and roof repairs. Keep at least a minimum of 1 million unassigned.
Handwritten Minutes, 4-5-2022 reg mtg, Page 6 of 7
MC> level why is 1 million deducting from it? Just a level we want to stay above,
GR to know how much can be spent on buildings and projects. To have at least a 1 mill in there.
India> 1.3 mil could increase or decrease, if it spent the city must have a plan
BK> if it isn't touched for 5 years number change, where is the policy to add reserves to grow the 1.3
mil
India used the formulas to figure out the amount,
DW> property values have gone up, hopefully this will generate more funds for the city, will change
every year
BJ council has a responsibility to protect the reserves.
GR if money is not spent it does go back in this fund, this is an example for how we will use the Policy,
to keep on tract for projects and to spend money to keep the city running
MC> thinks it should be a percentage instead of monies, for later in the years the % will be adjusted
accordingly,
Motion and second by Council Member BJ and MC to postpone to 411 _groposed Resolution No. 2022-
