Town hall meeting to discuss
charter changes
By Cathy Womble
LAIC; OIC•MCHOBEE NEWS
OKEECHOBEE —
Okeechobee City Council
will host a town hall meet-
ing on Jan. 24 at 6 p.m. at the
Okeechobee Freshman Cam-
pus, 610 SW Second Ave.
Beginning in 2019, the
Okeechobee City council has
hosted town hall meetings
semi-annually. The idea orig-
inated with Councilman Bob
Jarriel who said he felt strong-
ly about giving constituents
the ability to express their con-
cernsfreely. 11
Jarriel campaigned bygoing
door to door, introducing him-
self and asking residents what
their opinions and concerns for
the city were. After his election,
he continued seeking the input
of not only city residents but
also city business owners, who
are not permitted to vote on
city matters but pay city taxes.
"I want it to be fair to them as
well;' he explained.
Some of the town hall meet-
ings were well attended, and
some were not, but in every
;,case, the attendees were able
to freely ask questions and give
opinions on the way things in
the city are done. Many ques-
tions were answered during
the meetings, and some were
assigned to staff members to
follow up later.
During this town hall meet-
ing; the council hopes to talk
to the residents about the pro-
posed changes to the city char-
ter. The changes will be voted
on in the election in Novem-
ber. "We're trying to update the
city charter and felt it was very
important to let the tax pay-
ers know and have input," said
Jarriel.
Jarriel said one of the biggest
changes proposed by the char-
ter review committee concerns
the city clerk. At this time, the
position is elected, and the only
qualification to run is that the
candidate live.in the city. Lane
Gamiotea, who holds the po-
sition served as assistant city
clerk for 14 years before run-
ning for the position of city
clerk. When she was elect-
ed, she was well -prepared to
move into her new role. He ex-
plained since Gamiotea has
held the title, her assistants
have not lived in Okeechobee
and would not be eligible to
run. This means anyone seek-
ing the office would have to
come from outside. The char-
ter review committee recom-
mended making the position
an appointed one rather than
an elected one. This way, if they
ever need to fill it, the council
and staff can advertise and in-
terview the applicants in order
to get the best applicant.
Another big change in the
new charter would be a citi-
zens' bill of rights. At this time,
the charter does not have one,
but the committee was in favor
of adding one.
City Administrator Gary Rit-
ter said the city charter has not
been reviewed or updated in al-
most 60 years. This was one
of the things Councilman Bob-
by Keefe strongly encouraged
when he was elected in 2018. In
2020, the council formed a cit-
izens' charter review corrunit-
tee, made up of city residents
and city business owners. This
committee, along with the city's
legal stafl spent many months
reviewing the existing char-
ter and perusing charters from
similar size cities to come up
with the charter they present-
ed to the council.
The city council would like
more input from the commu-
nity before going ahead with
putting the suggested chang-
es on the ballot in November.
"We need to educate the pub-
lic on the changes so they are
informed on what they will be
voting on," said Ritter.
The proposed charter can be
found on the cityofokeechobee.
corn website. Under the gov-
ernment tab, look for the Cit-
izen's Charter Review Board
tab.
Although the charter will be
a topic of conversation during
the meeting attendees can
comment on any subject.
The Freshman Campus is lo-
sated at 610 S.W. Second Ave-
nue, behind Golden Corral. If
you are unable to attend but
