I. CALL TO ORDER
Mayor Watford called the regular meeting of the City Council for the City of Okeechobee to
order on Monday, October 5, 2021, at 6:00 P.M. in the City Council Chambers,
located at 55 Southeast 3rd Avenue, Room 200, Okeechobee, Florida.
The invocation was offered by Chad Keathley?? , followed by the Pledge of
Allegiance by NC

IV. PRESENTATIONS AND PROCLAMATIONS
A. Pinning ceremony for Police Lt Reyna and Police Sgt Troutman
CH- made sgt jan 10, 2014. Good decisionmaking as sgt hard work and dedication and determination.
Dedicated to the city and isn't going anywhere Proud to say he made LT. Quick story we had high
speed pursuit led by Belen suspects crashed car in NW section in a deep ditch. Suspects fled on foot.
Caught them on NW 3�d st after they had jumped fences and going through yards. While handcuffing
we heard puffing as Belen came running up. Proud to say this is going to be our LT for road patrol
division. Heading up crime watch like Bill Saum ued to do. Over auxiliary and dispatch as well I think he
can head them up

to move Mr. Joe Papasso from alternate to regular member and appoint Mr. David

B. Fire Services report from Chief Franklin.
CF-admin asked me to come here and give synopsis since interlocal went into effect.
Period aug 2-sep 30 info related to city. 249 calls for service, 211 were EMS calls 85%
city call volume is about 18% of total calls for county. Prevention side 39 fire inspections,
11 are signed off 28 are rescheduled for reinspections. 3 site plan reviews and additional
15 preplans of local business.
MC-how many openings do you still have?
CF-2 openings still open. We brought 5 from city and two have left
BJ-things remain basically the same
MC-been very busy heard lot of ambulances. None at my intersection
CF-doing quarterlies per the agmt
C. Okeechobee Utility Authority update on projects.
JH- new fiscal year excited about getting started. For this presentation il� go through
quickly. Feel free to stop and questions.Water side is straightforward look at demand
that is required and meet their potable demands or fire demands. Wastewater side
we look at others gravity sewer, low pressure systems. Gravity sewer wastewater
flows downhill. Low pressure are good but not preferred because of electricity
required and number of pump stations. Vacuum sewer is a newer one and works
better for larger area. Installation is more shallow and less intrusive. Where are we
at with project? Southwest service area project. Second is SWSA vacuum system:
Third is Okee Tantie SR78 corridor. A lot of projects coming to western part of town.
NC-vacuum system is there a limited number you can put on the system?
JH-there is a limit depends on how far out and number of people. Can do 200-300
homes on a station. Gravity system is 50-60 homes. Southwest is our project of
choice and very expensive, around 19 million dollars. We have state appropriations
and USDA loans but bid info will be able to tell total cost
NC-SW 5t" ave project a�so included?
JH-SW 5th ave project goes from parrott to sw 7t" ave. Old dixie down to wolff road
is target area. Surveys are done, working on hydraulic work.
MW-you believe expected construction will be 2022
JH-just a target could be quicker or longer. If it goes better could be early as later
summer. My projection is much quicker that that. We could be going to construction
by as early as ... My luck it will be starting right around hurricane season.
MW-hooking up to sewer system, always a sore point because of cost, how does
that work now? Any payment plans in the works?
JH-A couple yrs ago allowed reduction in connection fees by up to 75%. I believe
that fee water side is around $1,000 and waste is around $1,500 fees. As far as
payment plans the board has a policy set up 25% downpayment and $40 a month
required minimum.
MW-what did you call first project? I know a lot of those people would love to get on
sewer because of septic tank issues. Any pushback from other residents?
JH-sure that's going to happen. Always going to be elements its never 100% one
way or the other. Some people in different soil situations or different elevations can
effect quality.
MW-how about capacity both ways?
JH-on wastewater we are around 30% capacity. Water plants we are probably
around 50%.
MW-I was hoping you are gonna say the former council planned way ahead
JH-very good starting point in 1995
BJ-charge if you make less than $400,000 a year?
GR-Based on alternatives is there a range of costs?
JH-not traveling down that path, just like putting a date. Dangerous to discuss that
without knowing lay of the land it would be very hard to know. Connection fees I

could do but no idea on the construction. We try to pursue multiple grants to cut down
on costs.
D. Discussion regarding the Flagler Park Design Review Advisory Committee.
GR-Looking at bid specs and working with OKMS on scheduling and constrction on
the site. Where do we want to go with the committee? Do we want to continue on
path to march and look at rest of conceptual plans or do we want to discontinue the
process and have consultants work with OKMS and others.
MW-don't know if others have had comments made about since we have completed
cattlemen's park plans perhaps the architect firm can present plans when they are
finished. Resolution was 1 yr since committee was formed. What is pleasure of
council?
BK-I like the idea of streamlining the process from what is been. The appointed
committee served its purpose. I feel in the last hour Admin, Architects and OKMS
got together and got us a working plan. I think with OKMS having a working director
that is not appointed by politicians and more time than citizens have that is right up
their alley. I think that the example of the progress they've made in this short time it
would behoove us to let them continue that.
BJ-I agree with you Bobby, it moved quickly. I think theres enough on our plate. I
appreciate the committee that served they did excellent but I don't think we need the
committee.
MC-We don't have the rest of the plans we were supposed to get in Nov and now
they're saying Mar?
GR-No that was for the Cattlemen;s Square
MC-Are we not going to let them continue the other parks? Do we have input from
the Park Committee? I thought point was we had people from all over to discuss this.
Don't we need to finish the conceptual drawings and have it come back to us so we
can go to OKMS?
MW-Yes that is one option
MC-Hate to see us not go forward because we are focused so much on Cattlemen's
Square. Just talking the conceptual drawings
NC-thought we already had each park
MW-we had original not from architect
MC-I don't think OKMS will have time to work on conceptual drawings with everything
going on with Cattlemens
Angie Griffin-Original plans we got from OKMS, that was our idea when we started.
We gave some ideas and they made the plans from there. OKMS does have
executive director on staff who is there. Working with Mark Brandel on cattlemen's
square and then move forward from there. We don't have a problem with that. We
would work with administrator and architect to move forward with that. City has
already paid for those services with architect
Jennifer Tewksbury-Thank you for appointing the FPDRAC. Original conceptual plan
did get submitted. Was a really collaborative community work. If there were concerns
about effectiveness of the committee, Admin Ritter has suggested maybe a working
group instead.
MW-this is a tough one
BK-I think that in addition to the many tasks the administrator has I think guiding the
process and collaborating with OKMS and having workgroup would be at his purview
to do. Were tasking the administrator to collaborate with OKMS to work on design in
his office. How often did design committee meet?
GR-Once a month
BK-Again OKMS has a executive director who works M-F so does our Administrator.
They can collaborate more than once a month and even bring in members of the
committee and maybe if working on veterans park they could bring in those
organizations as well to collaborate. I feel they could work more consistently and
push it along at a faster pace than otherwise
NC-I was upset at both committees that we were blindsided by that 1.2 million price
tag. Somebody should have stood up and said this is not going to work. OKMS has
done an excellent job since day 1, to have the other committee come in and say
things are different. In favor of putting back in OKMS hands and administrator and
let them work.
Motion by BK to disband the FPDRAC and appoint the administrator to coordinate
with OKMS to see the rest of flagler parks design, second by NC.

MC-have we talked to the people from the group? Do they feel like their input isn't
needed anymore? Or if their input is naught? We never gave guidance on the costs.
We have wide variety of people on that board. When you bring ideas together I
thought that was what I thought, never expected them to bring costs. I think OKMS
is right place to go for implementation. Kathy Scott is on board right?
Angie Griffin-Kathy is no longer with OKMS
Jennifer Tewksbury- Felt hard to feel effective without a lot of direction. Can see how
administrator would feel it would work better the other way
MW-Only talked to one member on board
BJ-I think we failed to give direction part of that is our fault. I feel like with Gary we
got a lot accomplished in short time.
GR-I will say one of the challenges was attendance with many of the members, some
meetings they struggled, there was a lot of good discussion. I reached out to the
chair and cochair and they weren't able to attend tonight. There was a lot of
inconsistency when I came onboard which made me think we could get this done a
lot quicker this way instead.
MW-I agree with BJ that we did not give them good directions
MC-Made it clear with architects that we were happy with originals and they came
back with completely different designs. I think best moving forward to let Gary do his
workgroups and move forward with that.
MW-We certainly appreciate the committee's time and input they put in. Nothing
against any person its just that we tried something and don't feel it is working how
we liked.

GR-This is finalization of discussion we had. Several mtgs ago we talked about the lots
that could not be developed because of well field. Talking with Hayford from OUA they
were interested in buying the lots for security that they wouldn't be developed. This is
final based on comments from us and OUA.
MW-you told us we don't need the lots for green space or water storage or anything?
GR-No we are working with Craig A Smith they are almost finished they said if we take
those lots out we come back with better scenario.
MW-restrictions with OUA? They cant do much with them either

GR-Couple things if you notice on website we have two grants part of process we have
to do is notice a public meeting. If anybody wants to come for public to discuss these

grants I will be available to talk to them. First is at 10am and second at 11am.
Consultants will take a screenshot from that as part of the package for our submittal.
Want to thank Economic Council one requirement was a letter from local group and they
agreed to send it. City Council meetings we have flip flopped and moved around a lot
od dates. Next council meeting is Oct 26. Want to ask if we can do away with Nov 2
council meeting because on Nov 4 is going to be joint meeting with CCRAC. Suggesting
we skip the Nov 2 Council meeting.
MW-Nov 4 for charter? Agreeable with Council? Nov 2 becomes 4 and Oct 19 becomes
Oct 26
IX. COUNCIL COMMENTS
NC-sang happy birthday to Robin Brock. A lot of training to be policeman. Appreciate your hard
work.
BJ-We had the groundbreaking at cattlemens. Good turnout and had newspaper there and
next day it was in paper lady doesn't normally come to meetings maybe tomorrow we should
be on front page. But also at 7am its coffee with a cop at Serenity you've probably never seen
him out. Him and Noel will both be there.
BK-Not get into discussion but we all got an email about an urgent legal concern regarding
county responding to a call. Very concerned with how friend/family was treated. Not sure if this
is city resident or not. Would like appropriate attention on it. Spoke Hispanic heritage
comments, I wanted to comment on that. I have a young Hispanic man that works for me he
shared he is 18 yrs old. He was supposed to graduate with my daughter but he got into some
trouble and dropped out of school. Has been working to support his family. Sharing his story
with me picked oranges, laid sod, ranch work. I know we don't think about it but that's wht
prompted me to make my comments. Everybody contributed in the community. If there is a
time for recognition I think it is time to recognize. Where would be without them, we are an
agricultural community.
