Citizen comments are limited to 3 minutes per speaker unless otherwise approved by the Mayor. IV. PRESENTATIONS AND PROCLAMATIONS A. Proclaim the month of September 2021 as “Suicide Prevention Awareness Month.” V. CONSENT AGENDA A. Approval of Minutes – July 20, 2021, July 27, 2021, August 3, 2021, August 11, 2021, August 17, 2021. B. Approval of Warrant Register – July 2021 C. Reappoint Cody Daigneault to the Police Officers Pension Board of Trustees, and Herb Smith to the Firefighters Pension Board of Trustees, terms being October 1 to September 30, 2025 (Exhibit 1). D. Approve a one-year renewal through July 31, 2022, Memorandum of Understanding for the administration of traffic control preemption with Okeechobee County (Exhibit 2). E. Approve the quote to MTS Software Solutions for FY 2020 -21 budgeted item, Phase 3 of the backlogged document scanning project for Records Retention-Commercial Building Plans and Permits, not to exceed $20,000.00 (Exhibit 3). VI. PUBLIC HEARING FOR ORDINANCE ADOPTION A. Read by title only and adopt proposed Ordinance No. 1230, Comprehensive Plan Small Scale FLUM Amendment Application No. 21-004-SSA (Exhibit 4). B. Read by title only and adopt proposed Ordinance No. 1236, amending Code Section 2-172 and Chapter 34 related to the Fire Services Interlocal Agreement with Okeechobee County (Exhibit 5). VII. FIRST READING – PUBLIC HEARING OF BUDGET ORDINANCES A. Mayor announces that the purpose of this public hearing is to consider the first reading of ordinances for the proposed millage rate levy and proposed budget for fiscal year 2021-2022. B. Mayor announces that the proposed millage rate levy represents 3.68% more than the roll back rate computed pursuant to F.S.200.065 (1). C. Read proposed Ordinance No.1237 by title only and set September 27, 2021 at 6:00 P.M. as a final public hearing date, levying a millage rate of 7.6018 on all real and tangible personal property for proposed Fiscal Year October 1, 2021 through September 30, 2022 (Exhibit 6). 2 | P a g e VII. Read proposed Ordinance No. 1238 by title only and set the final Public Hearing for September 27, 2021, at 6:00 P.M., setting the annual budget for proposed Fiscal Year October 1, 2021 through September 30, 2022 (Exhibit 7). VIII. NEW BUSINESS A. Read proposed Ordinance No. 1239 by title only and set September 27, 2021 as a final public hearing date, amending the General Employees Pension Plan (Exhibit 8). B. Motion to adopt proposed Resolution No. 2021 -07 regarding Lake Okeechobee System Operating Manual (Exhibit 9). C. Consider a request by Okeechobee Main Street to place personalized hometown veteran’s banners in the Downtown area during the month of November to celebrate our local veterans (Exhibit 10). D. Motion to approve Committee Ranking of RFQ NO. ADM 01-32-07-21, Professional Engineering Services (Exhibit 11). E. Motion to authorize the City Administrator to approve temporary part-time personnel as needed (Exhibit 12). F. Motion to appoint Gary Ritter as the City Administrator effective September 21, 2021, completing the three - month probationary period. G.
