Finalize Schematic Phase presented by Calvin, Giordano & Associates Gianno Feoli- Good afternoon. Going to try to stay within an hour timeframe. We'll go through the presentation. I understand you've split the agenda into two items, Cattlemens and Master Plan. Works out great. To recap, our scope is coming up with a plan for cattlemens square and get construction plans in place and also visioning master plan. Surveying is done. Today is a brain dump of ideas for you. Goal today is to wrap up all the decisions and nail down costs and components. 5 items left pending for this meeting. Sculpture bases, Info kiosks, benches, markers and order of magnitude cost opinions. Sculpture bases — We have now come up with these concrete paths that will thin out to resemble a cow path. Thinking carefully about the detailing of that. This is a little more expensive because concrete can be brittle so we will have to enforce it and also add some soil and dirt to give that color. That's how we are looking to resolve the sculpture bases Info Kiosks — Been in touch with Bridget at Cultural Alliance. She is going to try to find some money. A lot of the issues are these interactive kiosks are not weather sealed well for our climate. Don't want something with a lot of upkeep after installation. Few different types of them, have concerns about the weatherproofing. These are extremely expensive. They cost 7.5 to 8k. They have a great warranty two sided and are fully interactive. Going to be moving forwards with this manufacturer IKE (Interactives Kiosk Experience?). When looking at master plan this will let you have full directory of business, even menus. This manufacture is better over the others one reason because they work really well. These types have withstood a lot of physical abuses in other places. Very customizable. Base model we can start to work with. More customizable is more money. These can even play games on them. Could incorporate learning games for younger kids on it. TCW-could also use it for sponsorship KS-could give sponsors additional information. SC-could engage florida cattlemen's assoc and >??? And could provide funding GF- applying for grant trying to GM-What is yearly maintenance fees on those? GF-Typically last about 10-12 yrs. IKE product itself doesn't have a maintenance program KS-I think everybody would agree the kiosks are a luxury not a necessity and could be added anytime later GF- the kiosk can actually be a revenue generator TCW-put electrical in in the event it is put in later GF-you generally want them in the corner not mid block. Usually one per street or one every other park JT-who manages the content that is in it. Who manages that? GF-two ways of doing it. You can hire them or they can train you and you can have someone in the City do it. Success of these signs rely on freshness and accuracy of the info. Always want to keep updated because when people see same things they intend to start ignoring it. GM-definitely educational GF-Benches= we talked about the chunky, anchored earthy feel of the benches. Using local stone and slab. This becomes very expensive. This company called Anova (sp?) produces great furniture and great prices. We have asked them to look into doing something like that for us. These are around 2200-2300 dollars with a 10 yr warranty on the finish. Came from a conference in Tampa and I sat in it and its very comfortable. US Sourced hardwood, it will turn gray. Benches that get used the most are backless benches because variety of ways to sit in them. BB-do they absorb heat? GF- No the metal is galvanized and between the metal and powder coat they have a plastic finish that's thermal that reduces heat absorption. Wood will always stay comfortable as opposed to stone. JT-price is a lot better than other which was 7 or 8k dollars GF- table is sold separately. Only have 3 benches but full picnic bench would be around 5k. KS-those benches will match the table. As were talking about wood aging and other parks are being built. How quickly do these gray or as you put these in GF-they typically gray out within a year. KS-want the board to understand that not all the parks are being done. Is there reason why wood instead of composite that would be easier? GF-issue with composites the heat causes warping. We could reach out and ask. RC-what is the material in sports complex? DW-that is fine on docks and playgrounds but on benches it wont be good KS-if the wood grays and somebody carves it GF-Were not putting furniture too close so I don't think it'll be that big an issue RC-you can carve either so it basically doesn't matter DW-we have some warping but not much maintenance KS-the colors wont be consistent. Boards that are replaced will be a different color until it g rays GM-could we do the color a more gray? GF-this is the color they have KS-talking about how hot the benches are that was a topic of ecok presentation. Was there anything you were looking at for GF-shading canopies will be a big problem with wind requirements and etc DW-it's a huge problem KS-no one wants to sit on hot benches right now JT-that's why they want to use wood GF-putting in over 100 palm trees to try to get an instant shade while the canopy grows in Donor Markers- GF-Engaged two manufacturers about fabrication for these. Came up with one with big display that will show lots of information. Based on different categories. The different amount donors would get different sized markers. KS-you've spoken to Bridget? GF- yes she said she hasn't been able to speak to donors yet. Order of Magnitude Opinion of Estimate- GF-pulled all the numbers. Looking at around $866,216.25 DW-just for cattlemens? GF-yes, then we would have 15% general conditions for construction company plus 20% contingency for us incase of issues. These costs are reflecting todays market which is extremely volatile. Looking at around 1.17 million total. We've done parks something like 30- 35 different municipalities. Been doing parks for around 30 yrs now. Looked at what other places are doing with parks. This is not a simple park it is a sculpture park. These start to get really expensive when you add all the parts. Similar park that is half acre was around 1.2 million. We are between the medium and high range for per acre. JT-this may be a good thing for what council needs to see GF-good question for admin, when would this be going to council? J. I could throw out a number to them at the next meeting but not sure that's a great idea. 10-15 min presentation to them would be great. That would probably be good. The next one is tomorrow but maybe the next council meeting. GF-we could do a report for them TCW-should consider the amount you are investing into the sculptures should at least match. KS-you're about double investment in sculptures. Our plan before this was simpler. Don't know if you have idea how we can phase this one. Going to be hard to do GR-if you're going ahead and installing sculptures you need to take into account the base because that would have to be put in first KS-because of the dollar amount of this the project may have to be phased in because otherwise we could install sculptures at all GF-easy thing to phase is your understory RC-what can City do? Can they do irrigation? GF-that makes me nervous. Easier to hold the contractor accountable JT-even driving through downtown even the planters need work. Would like it done now but realistically what is the plan to phase this SC-I don't want to not do it GR-could you get me something by Friday we could have for the Aug 3rd meeting GF-we could take all the slides and collate them into where we are today. We'll put a package together and a breakdown for the numbers and get it to you Thursday JT-when we were talking about this we had discussed who pays for what. City pays for infrastructure and other things like kiosks and such the private sector could help with KS-could have some local places donates in kind trees DW-council can say we cant do that, but we can do lets say 450000. Can you adjust? GF-we would need to strip things down DW-just trying to get an idea of how flexible you can be. We love what you've presented but having a hard time with 1.2 mil. KS-all the parks need to be awesome. We don't want to scrimp down the line. If this is what this park costs the others will probably be the same. GF- veterans memorial is going to be the most expensive. Lots of infrastructure there DW-I shared a whole packet with Administrator Ritter so he can start looking. There are several that might benefit this project. GR-State dollars might not have to DW-with matching you are looking at longer timeframes before you get them. Our water one has already taken a year GF-grants also come with strings attached KS-Looking at phasing even if you take the other stuff out you're still looking at like 900,000 dollars. RC-contingency though it not a guarantee KS-talking phasing were only taking 300,000 of that millions GR-this will be good once you get the packet to me. I eventually need to get a feel for how the council is going to react. Knowing them as I do we will have 5 different opinions. I haven't had the opportunity to discuss this with them I would like to not only discuss in open forum but also individually. TCW-we could do that with you if you need it, we have done with others GF-we can adjust planting choices, could drop cost of the irrigation. KS-when speaking to council may want to bring up that at the meeting to approve the 93,000 they said it was probably a city project not a county RC-Feel the same way JT does I want them to be done and to be all completed and not left. GR-how much have we raised? KS-310,000 of 500,000. We had a budget for landscaping and lighting etc nothing like this but we did have a plan using existing walkways and landscape. GF-Also an educational component to a package for the council which will help them understand parks RC- Maybe GR could be reporting back to us what happens at the Aug 3 meeting and you could report back to us GF- so we will hear back from the council and then we will hold for now on advancing this JT- so with a lot of these we get strategic plan fatigue where no plans ever get executed. Want to do something bold but something we can actually execute GF- we are going to give you a phasing approach and prorate them with inflation KS-so on Aug 3 they are presenting? GF-no I will make package and admin will speak with them B. Review next steps — Design Development Phase and conceptual Phase, presented by Giordano & associates. GF- truly unique no other municipality has this setup. Is a two way street really necessary? What were one way street opportunities and two way opportunities? These are just ideas, we want to hear from you a sense of direction. If we are looking at one way it should be one way westbound. RC-lights are used to bypass the main light. Visitors will keep going but not others GF-trying to convert the corridor from cars to pedestrian and business corridor. 4 different street sections. Goal is not to decide but have a dialogue of what is our vision. 1) Two way type 45 degree angle parking and parallel parking. By doing this you maximize the parking area and end up with 13foot pedestrian area. 2) 1 way travel lane dedicated bike lane and angled parking. Parallel parking with second bike lane 3) two traffic, no curbside but add angled. 25 ft pedestrian area 4) 28 ft pedestrian area, 1 way travel lane and angled parking RC-are the angled parking spot the same length? GF-yes and they are sized for an F350 with a hitch. We've made some options to pick your brain and have a conversation. 1 and 2 20% parking reduction and 3 and 4 are 50% parking reduction. RC-parking requirements for the business GF-generally that is onsite parking. RC-perception that there is no parking. Side streets have plenty of parking. We don't walk JT-Were used to parking right in front of the business TCW-you want to promote walking KS-people say there's no parking but during festivals there's going to be no parking. Businesses complain when there is festival because those people are taking your parking. This will be a sensitive issue for those business owners DW-I can just think of all the times I had to wait for a UPS truck to move or waiting for traffic. Or accidents in front of my business because people are trying to go around a big truck. KS-maybe its because of the parking issues already. J. KS-lot of people don't like to parallel park. GF-every block does not need to be the same. Only issue is the businesses will complain they didn't get the good setup. Good way it is come out and take a picture every day at the same time and get an idea what is going on. SC-having grown up in Sebring where the downtown has been ruined by hwy 27. Anything that will give Okeechobee curb appeal will help. GF-what we have learned is that if you do not have an attractive area for downtown the businesses will put huge signs to try and get attention. That's not needed if your area is a destination RC-you did a great job with these designs. I think it's a great idea to limit the traffic flow and would help slow things down and make pedestrians safer. GF-one of the things we would like to do is have a sit down with the planning dept and understand what is the vision for the zoning of south park st. Not farfetched that people start moving here as prices rise on the coast. Population estimate for florida is 35 million people. GR-would like to have a workshop with council and planning dept and come together as they have had some disagreements recently. GF-are you moving towards mixed use? Townhomes etc? GR-had that discussion at last meeting. Developer wanted to put in apt complex and council right now wants to preserve as much as that commercial corridor as they can. Thought process is the commercial corridor gives you the bigger tax base but you need people to support those business as well. GF- Ft Lauderdale areas were derelict, and they are springing up now. Still have tons of design work to do KS-you're following ECOK presentation for those parks GF-were only doing the cattlemens park and master plan not detailed elements for the other parks.
