Exciting news I now have a plus one Id like to introduce Holly Mixon as my plus one. We are now working together as a team. Here to talk about tobacco free parks. Been in the works a while. Met with prior Admin MDO. His last recommendations were to make a presentation to the FPDRAC and they gave a blessing or vote to come to you. SWAT clubs students working against tobacco brought two students with me. Riley and ?? Riley-Good evening, im sorry this is impromptu. My names Riley Swasher im going into 12t" grade. Active member of SWAT. As member of community and park goer I notice a lot of smoking. My family usually goes to parks to play tennis all the time. Smokers can present a real issue to the community. Goal of SWAT is to ??? prevent 2"d hand repeat smokers ?????- Senior at OHS and president of the SWAT club. Reasons why no tobacco parks, second hand smoke, littering and impressions. CM-please take the straw and don't do anything ????- unwrap your straw. Enter it in your mouth and pinch your nose. And breathe 10- 25 seconds only using the straw. This is what is feels like to be subjected to secondhand smoke if you have asthma. For children with asthma second hand smoke can cause an attack requiring hospitalization or death. Children who breathe secondhand smoke get more lung sickenesses. Children who see elders smoking are more likely to start smoking. On behalf of SWAT club we are asking you to consider adopting a policy against tobacco in parks. MW-yall did a great job. I don't think I could have done that when I was in school. Thank you for participation in SWAT CM-As you can see our youth are very involved and impressionable. In your packet I provided examples of others who have adopted policies. I understand there are preemption laws but all the counties around us have something in place to prohibit tobacco use. Martin county signagae says to keep our beaches clean. Statute on sign refers to state litter law. Next one is stuart has additional policy no smoke dip or vape except preempt by state law. Some of these are old they should include vape and ecigs now as all. Signage would be a good start. Not asking you to use any police for support or time . Working with county as well for an ordinance or policy MW-you can't ask us for a resolution? CM-my grant states that I cannot ask elected people to do things. My SWAT youth did ask you to consider adopting a tobacco free parks policy. MW-not sure councils pleasure want to have administrator work with attorney to look at our options and how far preemption law goes with state? If that's council pleasure J. Motion to approve a contract with Open Edge a division of Global Payments to provide credit/debit card payment services and authorize the City Administrator to execute the contract (Exhibit 2). Part of us going through new accounting program was finding company that could accept credit and debit cards in City Hall. Implementing this with our current program. Not instant we will need to get machines and incorporate into our program. One in bldg. dept and one in the BTR dept. Can take other payments for other depts they would just need to come to City Hall. MW-3% is there a cap on that IR-it's a convenience fee that is passed on the to consumer MC-the counties we deal with it's a flat fee not the percentage. That makes that a lot easier IR-I investigated that. We need to see if we have the volume for a flat fee to work. All cards are different with different fees. We would like to see the volume and see if we could wash out the dollars in the long term MW-no fee to us it is passed on to the customer. Church does the same thing IR-We'll have signage concerning the 3% charge and they will tell the consumer what the charge will be MC-so a$1000 fee for a future land use it will be 3%? IR-again this is a convenience fee that why I am asking we go with this company as it is a great fit with our software NC-are those all the vendors we'll be using? CITY ATTORNEY UPDATE JF-very quickly overview on fire services transfer. 1, pension ordinance final reading will be Aug 3 meeting. Pension forms have been completed and communication between city and FD have improved dramatically. Council has gone over and above to max out severance agreement. Union sent letter that City cannot require anyone to sign separation agreement. They do not have to sign it, they can get basic severance. If they sign they will get the max amount. The union had some issues with PTSD waiver stuff so we pulled that off. Fire inspection fees and process working with staff to adjust ordinances concerning County taking over the inspections. India has amounts for City's pay to the County and next year's as well. Everything seems to be moving smoothly. NC-first agreement does that no longer exist? JF-the waiver language? We changed that according to the attorneys requests Chief Smith-have just recently seen the change JF-it was 6 words so not a lot. If the guys have legal issues they can talk to me and I am happy to explain anything to them. I also encourage them to talk to their union attorney CS-issue was the heart lung, we wanted to be taken care of JF-we certainly didn't intend that so we pulled that out right away CS-the rumors out there have really hurt the process and the people they don't have the facts and they spread things that they don't know. The communication has gotten a lot better and the guys are a lot happier with that, whether they are happy about the change or not. CITY ADMINISTRATOR UPDATE GR-India and I met with Chief Frankline and Capt Hazellief and we starting to coordinate to inspections once transfer is made. We received call outreach from DOT probably going to want to come talk to us hoping to get on Aug 3 agenda. Resurfacing project SW 23�d St they don't have specific dates but they wnt to do local outreach I guided them to IRSC and gave them Joe Arnold's info. End of July Beginning of August. I explained we are in budget process and they didn't seem to really care they are moving forward. July 28 Col Kelly will be here from the Army Corps of Engineers meeting with the Mayor and OUA about ???. Talked with Craig A Smith by Friday they will have costs for us to get commerce park in order. Asked for one concerning permit with SFWMD and other to get permit in order and get construction done so anyone coming in is shovel ready. I should have that by Friday. FPDRAC met yesterday and what they will be providing us hopefully will be cost estimates and ranges for the parks. Prior to the next meeting I would like to meet with you all individually and get your thoughts on how things are going. It is an expensive project and I want to bring a consultant here to present that to you all. Hopefully we will be getting apps in for engineering deadline is next wed. VII. COUNCIL COMMENTS MC-Don't know how everybody else feels but ive asked if we can cert of appreciation for our Firefighters before they leave for the County. I know they are mad or maybe they aren't but I value all of those guys and if they want to come get a certificate I would like them to. I would like to make some sort of gesture in that regard to their longevity at the City Fire dept. Also Sue, who has been here so long something like 25 yrs. Really believe we should show them some sort of gift or thank you to them. I just wanted to bring that up. Thoughts? IR could do something at the 27t" workshop and if they show up they show up? MC-also some kind of gift? LG-the workshop for next week has been advertised for specifically budget issues just want to confirm with attorney JF-yes that is fine MW-already giving the severance package LG-we can check with our company and see who can find something quickly NC-if it were me I wouldn't want anything MC-if we had fired them we wouldn't have given them a severance package and jobs MW-certificates for sure let them know it will be here if they want to come MC-can we do plaques?
