Have been a city council member as well. Have been trudging through other things and getting up to speed with this board look forward to presentation. IV. MINUTES A. Approve the May 24, 2021 minutes. This item has been deferred to the next meeting. V. NEW BUSINESS A. Continued discussion on the conceptual plan of Cattlemen's Square Park presented by Calvin, Giordano & Associates RC-wanted to work on this first with main street so we can move forward with that park. That will be the focus. Calvin, Giordano & Assoc is here to present the plan Gianno Feoli - Apologize for keeping you hostage last time. I will speak faster last time. What well do today is talk about where we are in process for this park for those who weren't here last time. We are doing to full master plan, need to call it Cattlemen's Drive we have update graphics. Goal for today is to finalize the schematic design phase which is figuring out vision and then move forward with construction plans. Get to 90% completion so we can get coordination with PW dept and others to make sure from construction standpoint we are hitting marks. We are looking at electric services and seeing how we can untangle that for a clear infrastructure. Want to stress any design changes we need to hear it today so we can stay on track for end of year completion. We've had some ongoing coordination with arts and cultural alliance and they've been great in making changes. Only changes were to pluralize cattlemans to cattlemens and change the grass to more green grass under the sculptures. Inverting colors with color on outside and green on inside. Last time we discussed our understanding of the ethos of the experience and how that has changed into something immersive we want to maintain. Relationships about how to be a true cattleman. Talked about taking inspiration from the local landscape and how visitors view the area. Want to make sure this also feels like a park. The arrival experience and setting up different views and how this creates an immersive environment. Flagstones at base of sculpture was not desirable and if markers are going to be placed next to sculptures or in the area. Thinking the viewing area will have sightlines and well go into detail. Need for donor area and we are accommodating multiple sizes. Want to use local materials and materials that will age in a desirable way. Today we want to focus on uniqueness of the cattlemens square. Talk about marker locations and wayfinding to set tone for entire park system. Lighting strategy. TCW-gateway entry is on the southside J. Smith Handwritten Minutes, June 21, 2021, Page 2 of 8 GF — want to share our decision making process for furniture. Lighting fixtures will be part of that. Start first with sculpture. Initially wanted to use flagstones. Need concrete on bottom of sculptures. Suggestion to replicate concrete to mimic footsteps of the cattle moving through the field. One of the things this does is bring grass up to sculpture I don't personally like the footsteps it looks like dung. RC- they walk in a path, and you could almost need more a trail KS- have you seen OKMS brochure from cattle drive. Concrete Underneath each piece and there would be hoofmarks underneath. GF- from design standpoint we could do a ribbon of concrete and give concrete a dirt look KS- I don't attend meetings because of sunshine but I don't know that donors wanted a pathway of concrete. Bridgette- when I mentioned the donors they didn't like the pad. Instead of that they would rather the grass go right to hooves. GF- that's what I understood so we are taking it up to base of sculpture BW-footsteps only if a path otherwise no RC-wondering about maintenance David Allen- as I saw grass envisioning lowest bidder landscaping company GF- alleviates stress about cow dung RC- not eye appealing GF- not at all. We will reign in the size keep the footprint eliminate flagstone do rough sand salt finish with concrete color and then work with arts alliance to get artist get a plaster or cast that can be imprinted DA- perspective is maintaining its going to be fine for a few months but then will fill with dirt and mud. TCW-shallow impression, won't hold a lot of dirt RC-seen in other places there are impressions but they don't affect walking GF- This will change the character instead of white it will be brown around the sculpture. Nice to see the grass come all the way up to sculpture but we will make change. Suggesting markers are not right next to sculptures. Anticipating the red asterisks are where markers will go. Somebody in wheel chair will still be able to see the marker KS- we probably will have other level donors who will have markers that we can add to the area GF- larger plaque was going on a boulder then smaller plaque on bottom then pavers. Are there others? BW- also have 5 and 10 thousand dollar plaques that are different. KS-EXITED COUNCIL CHAMBERS ARE 3:51 PM GF- I will coordinate with Bridgette on the pavers and types KS RETURNED AT 3:52 PM RC- were going to coordinate with OKMS arts alliance on that GF- We also started to explore wayfinding strategies. We will need to mark every park. We started playing with signage ides and how to do it in a way with some opportunities for the markers. Here are some samples. Installed these on beachfront property in 2002 and has withstood sunlight, rock throwing and July 4 competitions and nothing has happened to it. Does not chip or fade. $25 a square foot relatively inexpensive. Can glue it or thicker version can be screwed in with fasteners. Idea is these would be ADA compliant they would light up at night and it would be legible. Disney uses these because they are so good. J. There will prob be some in house KS- they wont be doing that, markers will be bronze GF- we can do bronze only on square and this on others. KS- will these be directions? GF- be visible from outside and on northern edge of the plaza directing people. Master plan will be a family of signs that will meet aesthetic but will be cohesive with other parks. Wanted it to be natural. As we get into master plan we need to talk about signage. DO you want digital? Also helps you to provide historical components. What kind of inessage do you want to have will help us finish wayfinding. RC- are we okay with what he is recommending for wayfinding JT-I love the light at night but I don't know how the bronze markers will look together KS- Cattlemens will be more bronze markers but others will have different theme but these are contemporary so they should go with everything GF- your concern is if the materials will go together JT-just a visual person GF- if things change it can be updated. The $25 is a thick outdoor version. We did a pro bono project for a cancer charity and we used these and it was so easy to install and replace as needed. They realized can get more money from smaller donors when the expire. They could redo them every 2 yrs. JT- is it backlit? GF- on the side the LED would be housed within the cavity and would wash out and give a nice glow. We don't want to give direct light sources which can cause glare. This will work really well with furnishings. They are permanent and resilient. KS- can we see daylight one again GF- if makes more comfortable we can render with different bronzes. We don't know which bronze they are going with so that's an unknown RC= can the columns match that finish? GF- yes but it will make more expensive RC- that steel has a brownish color to it GF- starts out and goes to that reddish color JT- what is the timeframe for this can we address in master plan> GF- yes we still have to do the 30, 60, 90 of the plan. If we can get a sample of the finish and recipe we can match it exactly and it will look good. RC-would these be same time as sculpture? BW- probably should be at ribbon cutting GF- we spent a lot of time figuring out the intricacies so could be custom but cheap. Die cut out of single piece of inetal nothing crazy. RC- whats lead time to coordinate withs their schedule? GF- we only need a couple weeks. In terms of lighting we know we want this lit at night. We want to be cognizant of DOT on 70 side. DOT is very strict on lighting. SO we want to keep light low and focused to avoid issues. We are imagining at night to look like this. We can set light fixtures into ground do softer wash. Do not want underside of cows to be lit up a lot. Envisioning the starkness of the landscape with verticality of box. We were going to get a large fixture with cobra head. We found one finally. Strategy is threefold. Posterior J. Smith Handwritten Minutes, June 21, 2021, Page 4 of 8 lights to meet ADA requirements. Minimum 1 ft candle distributed. Cognizant of well lit and less lit areas. Thinking of strapping light to palm tree and trees so underside of canopy is lit to create ambient glow. Grass around sculptures will be able to be seen but not create glare. Want to be sure glass on fixtures is heatproof so shoes/feet will not get scorched. These are fixtures we are looking at. Each of these are on individual module that we can look at and aim. Lets you create spots or wash entire area. These are going into ground. The is a 35 foot lighting fixture for trees. If we need we can put one of these on edge and aim at sculptures. As we get into lighting design we can figure out light spread and how numbers fall so we can fit these accordingly. Idea is to spotlight the sculptures so they come alive at night. These are fixtures we are looking at designed for trees and adjustable for when trees grow. That's where we are with lighting. RC-questions about lighting? JT- can we repurpose our existing light poles? DA- we will repurpose possibly as spares for others. GF- Those are not LED these will be LED much more efficient and less maintenance. Want all the light to be warm, no blue light. Want to be cozy and warm. Good with light? GR- thinking about technology is there anything solar that would work with this or is it only power grid? GF- main issue with solar lighting is the battery. If you wait too long cant retrofit the new batteries to old lights. Solar lights are also visually very obtrusive. RC-how is the flashing stop sign going to fit in here? GF- First thing you need to ask is why is the flashing sign there? RC-there was a signal there that was removed. GF- because the regular sign was enough because of the travel distance there. We could extend sidewalk so you don't have need for flashing stop sign which can be distracting. Trick is to bring signage into drivers view so we don't need extra steps. BB- 20 mph sign too GF- Were thinking park system would have this kind of post. How would it look along the corridor. Lot of buildings have overhangs. We could use something similar in character but we are still exploring. Conversation today was to make sure the circuiting every park should have its own controls so they are independently dimmable for festivals, movie night, etc. I like the dimmability of the lights because you can put sensor on lights and lights will dim will park is not being used. That will conserve energy, minimize light pollution and let people know someone is moving through the park. Good on lighting? We are going to be using more grass. BB-if you go back to the beginning with picture of cattle I noticed there were slash pines. They could form hammocks could that be incorporated? GF-Issues with those pines is they don't transplant well so you have to buy young which would be 30 years before they are big enough. JT- as far as maintenance this town doesn't really have a true lawn maintenance company here GF- will need to mow lawn and one hedge that will need to be trimmed. All other plants will grow to maximum size and will not affect the green sightline. J. Smith Handwritten Minutes, June 21, 2021, Page 5 of 8 Want to use as much natural landscape as possible. Using stuff that can withstand drought is important in case of irrigation issues. JT- we have companies that can trim hedges but companies don't really do other stuff RC-arborist JT- horticulturist GF- if contract is brought in to city you would have more control. If not, put performance metrics into the contract saying exactly what needs to be done and what sanctions you could impose for anything not being done correctly. Sometimes lowest bidder is lowest quality. DA-no sometimes there really GF-some municipalities will have verified companies which can get restrictive KS- when bids come in for those kinds of professional services they shouldn't be too far apart RC-that should be a recommendation of this committee that something like that gets done JT-don't want the park to stop being maintained DW- much of IRSC's landscaping is the same type and they use local companies. David's people are likely fine to handle that type of maintenance. DA- I have a guy that could do that but the issue is mostly with lowest bidder's. You have to follow them around too much. Would like this to be inhouse but there is a cost to that GR-I think right now issue with resources for doing in house especially in the City. Company in town that does this work but doesn't bother to bid because they are too high. RC-reasons you get low bids is you say maintenance basics so that's what you get. So that definitely comes down to verifying their certifications and workmanship JT- does that need to be discussed GF- that will be in master plan when we provide recommendations. We will bake that into the plan. Furniture pallet. What we are thinking is something clean and contemporary but something that ages with grace and is comfortable and warm. Trash receptacles all wood is sourced in the US all will age to gray finish. If you want to keep warmth you can varnish or oil. They are intended to age into that gray color. We think the aged quality will look good with steel. TCW- same as cattle fences GF- picnic benches we could go with prefab bench or something that feels more homey like outdoor table. Locally sourced quality bench RC- what about vandalism with wood? Concerns because of carving into wood DW- wooden picnic tables for yr now and most is writing with markers and chalk. Not a lot of intentional carving GF-markers can be fixed but carving can be a issue. Can use wood simulation to keep the warmth. Whats great about the chunky table is there is 12 inches of wood to sand down DW-anything wood or composite they are going to find a way GF- one concern is some of this furniture will be in blazing sun and people would need to use water just to cool it down before using. When parks and mainstreet become more active that type of behavior is reduced because change of getting caught. You could do wood bench with wood picnic table or you could do stone which would be cheap RC- I like the lines on the stone table, GF- we can cut them shorter and make slabs on top so you are sitting on wood. JT- are these ADA compliant? GF- yes they are. We are sizing the pads so they are big enough for wheelchairs and strollers. Also doing same thing with benches. Keeping trash receptacles from the seating area to reduce flies. 30-40ft away so easy walk but not immediately right next to it. DA-People who are going to leave trash will leave trash regardless, I prefer close but either way GF- closest I would put is 20-25 ft. We like the wood on the trash receptacles because it allows it to blend into the area. DA- anyway around the replaced wood to prevent them from looking different DW-is the lid vermin proof DA-open top not great because of weather GF- we recommend other with top to prevent weather or issues. Quarter inch spacing between wood so it will drain in storm. Some tables will warp and they will rust. Warranties generally not upkept when that happens. Wherever we use the boulders because they are heavy we will need concrete.
