Re: Summazy of Findings - City of Okeechobee Commerce Center
On November 3, 2010, the District received a letter, with attachments, regarding the
Okeechobee Commerce Center (Permit #47-00638-P). The letter states "As shown in the
attached set of drawings (as-built drawings) the major control structures were built in the first
phase of the project. Other secondary structures had been constructed accordingly to the
parcels being sold and developed. The remainder control structures will be installed
accordingly in the future."
A thorough review of the submitted as-builts was performed as well as the permitted data.
The items below are a summary of that review.
1. The following structures have been certifed: 3, 4, 5, 6, 7, 10, 11, & 17
2. The following structures need to be certified: 1, 2, 8, 9, 12, 13, 14, 1S, 18, 19, 20, 21,
22, 23 and structure 16 which could not be located.
3. Also need to certify the following Overflow Weirs: 1, 2, 3, 4, 5, 6, 7, 8& 9
4. The lake as-built data created by Mathes Engineering provides the data for structure 8
& 9. But these structures still need to be certified.
5. 'I'he utility as-built provided has data for structures 12, 13, & 15. However, from ihe
data provided, these structures would not meet the District's criteria for certification.
(ex. Structure #12 Permitted Bleeder = 17.50, As-built 18.79)
6. Structure 19 is surrounded by a low lying area which now has wetland plants.
7. Perimeter berm elevations need to be provided.
8. Lake 3 is shown on the detailed construction drawings (see sheet D-04), but it is not
shown on the key sheet (GN02) or the site plan (SPO1). Lake 3 was constructed. It is
not included on the permit or pernnitted plans.
9. It is believed that the final outfall structure (Structure #7) is still leaking around the
weir allowing Lake 2 to be drawn down below control.
10. The dry detention areas, which provide for the water quality treatment of the
roadway, has not been constructed nor certified.
11. Additional item: Swale from OFW#8 to Structure #10 needs to be regraded.
