MC-First comment being I called Ben didn't understand why we were entertaining change FLU map when we had considered ? a few months ago. Difference is changing from single fam to multi fam. Last meeting had nothing to do with amount of people it had to do with that is commercial corridor. I was involved in the LDR and planning and Sonny Williamson made it very clear we will never get our corridor back and this was thought out well. Another point is there is need for residential in Okeechobee. We have plenty of land in the City that is zoned for this and in county and I am not willing to give up my corridor. This costs the city money and it never pays for itself we need to hang on to this corridor. I had long talk with Ben about this and he said a lot of the urban areas want this walkable downtown density so people can walk to grocery stores and restaurants etc. Ben feels this will bring more ctivty to this are. Those blocks are still walkable in my opinion. MW-good comments thank you. Before we get into other council comments we would like to open to public if anyone would like to address ord 1225. Steve Dobbs- Representing the applicant. Comments we received at planning board if we were going multifamily it was a step down and a transition area and other side is a church. The planning board was very receptive of this idea. He wants to do a nicer development on one side and a single on the other side. MW-when you say north is that this block? SD-south of this block. This is 110 but I'm just trying to paint a picture of his plans. It's a unique idea to have these types of units so people can have a choice. Hes hoping 8 600-800 a month instead of ??? per month for the larger townhouses. This was received well by the planning board. MC-planning board said that? that's not what I recall from our minutes 209 ne 2�d st address steve dobbs MW-bring back comments id like to echo clarks comments. Seems to me that some of our discussions from years back even Larue had mentioned that when doing some of these we had an abundance of RMF which percentage wise may be more than we should have. That area concerns me to have multi-family in that area. I know we have duplexes just to north of there that have been there for years. Any other comments? Noel Chandler-years ago we decided 2 block off main road would be commercial. Even the old house got converted into commercial. MW-I can tell we have maybe some disagreement with this J. I thought it was clear we didn't want to give up the commercial corridor. Nothing to do with the project nothing to do with the project. A lot of thought and time went into developing the map. Unless specific problems with map we should develop map instead of making exception. Also feel we have a Plan Board that have to look at the Zoning and FLU map of how they think the rules and regulations are. But one step further what services are we going to offer and how to pay for those Residential doesn't pay for this stuff MW-Steve would you mind answering the question? Under unique habitat it says this property was previously developed has it been developed it is vacant? SD-no it has just been cleared no development MW-motion we have it to approve this. Ask attorney if we want to postpone this until staff is here or should we make decision tonight? JF-you can postpone if you want, it is a SSA. It is quasi legislative as well. MW-any comments from public? LG-we have not received any and none at planning board. MW-ssa's don't require a letter to be sent correct? LG-correct, FLU map amendments only require legal ad in news that is run twice for PB and once for CC MW-no sign posted? LG-no MW-my wife asked me what was coming up on the agenda I wonder if knows that because he is right across the street and he didn't. We can vote on motion now, postpone until next meeting for Ben to be here, what are preferences? BJ-I don't know that postponing will change anything, don't see point BK-To highlight what MC mentioned about planned out corridor and what NC brought up about 2 blocks and im looking at FLU map right and south end ofi 441 is one block of 441 and then it goes straight to SFR and one block in down south. Just to echo the broader look of the map instead of piecemealing and making one by one adjustments I think this is one of the things I mentioned years ago we need to take a good look at these maps. Is it 2 blocks or hodgepodge? I feel for those that put in these applications for changes that aren't cheap but like I mentioned same block in south is single family. I think this needs to be looked at in totality. MC-in defense of the FLU map when the zoning committee started that process it was difficult you had to have certain percentages of each sfr, commercial, etc. What happened is we were trying to work with current owners. It took almost 2 years to do a11 of this. Hodge podge because it was not a b{ank slate. In 90s the state told us to do it and that's why we had to do it. I don't think the FLU map is the problem I think it's the zoning classifications. BK-I think Mr Flagler designed a beautiful grid and some crazy stuff has happened. MC-my comment to Ben was why is this coming before us again. MW-Other discussion or we ready to vote? SD-Just a comment, because one of the things the first applicant came in the zoning was SFR I would say everybody understand what zoning is but outside this room 1% understand what FLU is. If all this is going to be commercial in my opinion the city should rezone this commercial because you have something that doesn't match now. A lot of things here don't match. Went through this with Mitchell Hancock. We had to do rezoning at his cost there are a lot of things I am on board in glades county and we do administrative decisions on zoning and I think you should do that. J. Karyne Brass 201 SE 3rd St — Real concerns about this rate structure. Concerns about WM but it is a necessarily evil. Am I allowed to ask has the analysis been done to the cost per residents. NC-according to this rate its $20 a month per resident MW-we pay this a passthrough its collected on tax roll and we pay WM that amount Indian Riedel-Yes, WM has a number of parcels and they divide that out and bill us monthly. In contract also a franchise fee of 10% that is subtracted out. J. Containers are left in street to be damaged and cause traffic issues. Garbage is commonly left out in the road and the citizens have to collect it themselves. Yard waste lays out for weeks at a time before it is picked up and l live very close to the FD and PD. Sooner or later this will cause issues for emergency services. Costs have increased ???? Waste collection is a vital service I recognize that I've seen what happens and I want that service but the hard one is if you can't provide these services as the County can why not allow them to. We sacrificed our FD because it made sense why not this? ???? (increases numbers check audio) These numbers are egregious and I hope you sincerely consider this MW-thank you karen and thank you for those concerns. Administrator Im sure you will say those to WM at earliest convenience Libby Pigman 1401 SW 15th Ave??? My concern is pickup of furniture and mattresses from road. On my road there were around 8 mattresses sitting road for a month. A couch was out on my neighbors yard for 3 weeks. They need to pick these up. Whose responsibility is this? Citizens? PD when patrolling? A lot of people come down my road and there should be somebody driving by noticing that these mattresses are sitting here so long. WM needs to do better about picking up this furniture on the side of the road. Please Gary Ritter- this was brought to my attention before I came on board. Can verify there was couch and dresser out by freshman campus for a good month or so and I think. I made a call to Mr Sabin and explained that and since then I've talked to Chief Peterson and Donnie and David Allen. Feel free to call me and I will gladly get back with Mr Sabin. MW-please call City Hall with any issues like his. I think over the years we've been very successful in communicating LP- I feel like in other communities it wouldn't be tolerated Frank Irby 1385 se 23rd St — I feel like for the service I get at my house $20 a month is dirt cheap. If I trimmed and made a large pile of limbs in front I call WM and I think everybody should call. $247 is a reasonable amount for the service I get. I get 3 different services and that a great price. BJ- I drive down your street often the mattresses when they finally picked them it seemed like the next week there were more mattresses. I think that's an issue for code enforcement or the PD or call the administrator. I asked administrator about the increases and it's the same increase every year Im in favor of cutting the expenses. We are under contract through next year and we could put it out for bid next year if we wanted. MC-Reason they don't call WM is the they're going to charge you for pile being bigger. NC-no ma'am MC-well commercial they charge me MW- that's different MC- Cant stop people from dumping into my dumpster MW-they have to send clam truck when you call if it's a big pile. Steve Dobbs- 209 NE 2"d St — one thing I want to say is in unincorporated glades caunty they don't supply garbage service. Sometime there is 3 different people picking up garbage. In my opinion you don't want to get into that because you will have more wear and tear on infrastructure that you know if expensive to replace. I'd be happy to ay $20 to have my garbage picked up MW- India is our rate based on the consumer price index? IR-yes several factors, consumer price index and ??? J. If I could clarify, theres actually a 5% difference in each year. I hate to say this but I don't know why we use the 5% its what we use historically. Reason Ordinance is written is how we originally did the assessment on the tax rolls. If I were to miss advertising that is the max I could charge residents. Then the next year I could adjust the rate. MC-Our rates are very close to the county rates right? MW-I think ours are bit higher MC- every year it is higher by a couple bucks. Mr Sabin said it was the quantity of pickups that was the difference. BK- Ms Brass thank you for your comments because you brought up some stuff touching on Ms Pigmans comments. I don't think the citys garbage cans are the responsibility of the WM garbage man to bring the can back to your house. Similar complaint some neighbors leave their cans out for 2 or 3 days past pickup. Ord says 24 hrs that is a code enforcement issue. I think the yard waste is an info campaign we need to put out and let people know if you put stuff out to call WM to pick it up. Can you call for neighbor l don't know. Ms Pigman you commented that in other placed it wouldn't be tolerated and im agreeing that I think the area is like that. Here we are trying to step up code enforcement and beautify the city and some people just don't mind the stuff being out in the road. Since ive been on this dais us up here have really stepped up on code enforcement. PD can certainly stop in and notify the resident you can call Ive noticed this has been out for multiple days. Fred Sterling used to do a newspaper monthly maybe we could do that. Chief Peterson- this has been added to code enforcements responsibilities. The affordable care act have less coverage and less premiums which will allow employee to insure their dependents. Discuss a modification to the SFWMD permit for the Commerce Center. GR-this is one is at the request of councilman Jarriel. At last meeting he had asked for status update. We met with Randy bernum and gary priest?? At water district. He handed me a memo written by me for the city. I think bottom line is we kicked this can long enough and we have interested commerce center buyer sand still have no master stormwater system that has been certified. I think from conversation with mr priest we can get this done. Problem with original stormwater design is that was not what was constructed out there. Asked Mr Rubio to give us a cost estimate on modifying the permit. We talked about conceptual permit we would get that would provide a 20 yr timeframe. We have most of the infrastructure out there dont think we need all of it. Once we get cost from Craig A Smith would like to bring it to council and get it done. Hopefully next CC mtg ill have a price for you. Its been probably 12-14 years we need to get it done. MW- I think the WMD has been very lenient with us GR-Because were in the Okee basin we need 150% ?? 7:30 Libby Pigman- Sounds like we are in agmt. I would encourage you guys that on proposal you have a plan where when someone comes in to commerce park they wont have to do their own stormwater for each building. We want them to just come in and have a permit that makes sure its allowed then they can get started on everything. NEW BUSINESS CONTINUED J. Consider a commercial contract with Taymer Properties, LLC for the purchase of two lots in the Commerce Center (Exhibit 13). GR- We have the Okeechobee develop corp has found an interested client that wants to purchase 2 lots in the commerce center they are both an acre apiece. Taymer Properties one of their clients is Frito Lay they have build distribution centers across florida for Frito Lay. Frito Lay is interested in those two lots because they want to move one of the facilities here to Okeechobee. Feel like ideal place to get trucks in and out. Facility is a million dollar facility, 6745 sq ft they will employee 6 people around 8k in ad valorem taxes, roughly 17-20k in permit fees and of course products going in and out. These pictures are of what facility would roughly look like. Typical facilities they have constructed. Group they use for construction has done Belle Glade research and education center. They have presented an offer of $65,000 an acre we have appraised the lots at $100,000 an acre. That's where we stand. Frank Irby-I think this is a great opportunity for the City. I know its not the appraised but it would be a very good addition to the park. Another property I was a part of did not sell for the appraised property. Need to include in the contract that the land will be developed and not sold. I think would be nice addition national company. MW- you think we should accept and no counter offer? FI- not sure how long, but I would encourage you to make decision quickly so you don't lose them. Sometimes can be easier to do that you think. Even a lower offer can be balanced on back end by ad valorem, permit fees etc. GR-these people have been partners for some time I don't believe they are interested in buying the lots and then selling MW-just need to be careful with this because they are leasing to Frito Lay. GR- Discussion I had was avg lease time is between 14 and 25 years MW-Frito Lay is big company and prob wont go broke BJ-Happy we have an offer building I see up there would be big improvement to our front door. Activity generates activity. Appreciate honesty about 6 employees instead of saying 20. Property has been sitting there for as long as I can remember. Its going to put it on the tax roll. Wawa is bringing in 40 employees hopefully residents. Really need to work on city infrastructure to prepare for these kinds of items. They haven't asked for any exception as far as I know. Glad somebody is interested. MC-was this offer made before or after it was appraised. If after it was a lowball offer. GR-that was before my time but I believe offer was first. MC-I don't think a counteroffer will hurt just do it fast. We're not going to have more of the park. We don't want to give our land away when it keeps increasing in value BK-Question, is there a value to the backend in ad valorem, school and fueling the trucks will that make up that $35,000 difference and if they accepted the $80,000 counter offer how would we feel about that if they come back later with exceptions. MW-If I am remembering correctly we don't have a mechanism to give a tax break. County has it but we don't. We don't have that mechanism. Need to make decision to accept or make a counter offer NC- I like Mr Irbys comments we got a change to build the park. If someone comes in as notable as frito lay $65,000 is not that bad for what we are going to get out of it. Anybody can appraise anything you get what you get MW-my concern is if we sell this that much cheaper that appraised value then how does that affect future sales. I certainly appreciate the fact they would be paying the taxes etc J. That's not what we want we want BJ-Before I came here I had offer for 1.2 million in Palm Beach and waited and it sold for 350,000 so two sides of that coin. BK-Alluding to previous item, how does that play it this. GR-one of the advantages to those lots is we do have infrastructure there that has already been certified BK-so these will have no impact on these lots? GR-No, we just need to be ready for other lots BK-will allowing this to move forward affect engineering at all GR-no JF- when city received permit assumption was made ??? 7:51 pm Next lots will be problematic BK-Concerned with this because Ms Pigman reference being comprehensive just making sure were not binding ourself MC-these are the two lots ready to go? GR-almost every lot is ready to go. I don't think they knew these lots were certified it was the location of the lots for their vehicles getting in and out. Every lot in that place is good reaf estate. MW-I agree with Councilwoman Clark we should counteroffer I believe thai is a little low. Maybe $75,000 would make me feel a little better. Hard to justify with future lots. Frank Irby-one of the ways you look at this activity drives activity. When's last time you had something going there? 10-12 years ago? Activity in the park will make more interest which will drive price up. JF- I don't think you need to vote now sounds like great opportunity can direct administrator to come back with stipulations and maybe it will be a higher number. Maybe he talks with them and comes back with higher number? MW-if that's acceptable can we withdraw the motion and second? BK-would like motion to amend? MW-we want to agree on price? Kaylee in your opinion in your dealings with them are they hard and fast or they have other properties already being looked at? Kaylee King- They don't always want to tell you that but I think in my professional opinion even though this is below they gave some reasons on why, it will be millions dollars in development . I think they have been at the table long enough if we try to negotiate with them they may walk away. Been requesting info since November. Kaylee King- I have seen this happen but I think the reason for this price was based on some info they had previously from a not up to date appraisal. At the time it seemed more fair. Properties are not being appraised same as even last December. I think even if you don't get the appraisal value the stipulations may make up for it. GR-This particular set of lots are low so there's a great deal of fill that has to be brought it to bring that up to the right level. Could have been another reason. BJ-Its discouraging that its been going since Nov and we haven't gotten back. Conversations were when would you come with appraised value and administrator said were working on it. NEW BUSINESS CONTINUED K. Discuss City Employees' transfer to the County. Chief Smith- As we are at this moment, we did get 5 job offers to our firefighters all 5 accepted and had in by deadline. All passed physicals and background checks all is good. They are hired as of Aug 2. MW- only 5 that applied? HS-we started with 11, one was not eligible. One decided to do something else. One was hired by SLC and another by Palm Beach. We talked about some of them were waiting to take exam. Bennet through me it was a heck of a drive for him and schedule at County is very hard for him he would have to move here or make arrangements. He turned down any potential offer. We have one person left that is jobless he was in another paramedic program but he was late in a different program and he's the one who will not have a job as of Aug 2. MW-how many of the 5 are medics? HS-2, one was already and the other Cortez was the other who passed and Bohn left. Gratton was on temp spots because Crum, Hodges and Rodriguez are on the temp spots so Gratton was bumped. JF-there were 10 slots envisioned by agmt, 7 for cert medics at county and 3 for those that couldn't. Only one passed medic exam and one was already a medic. Only 2 of the 7 slots are being occupied so someone will be bumped. Of those people taking the temp slots, are they all committed to being certified or are they sitting in the chair. All are eligible but Crum and Rodriguez have passed the IRSC exams but haven't passed the State exam. Hodges is an EMT. One will be bumped without a job. MC-possibility either will pass exam before deadline? HS- not likely. Possibly but not likely. Chief Franklin is already hiring those positions and they are not obligated to hire our guys. CITY ATTORNEY UPDATE JF-detailed memo was prepared for the staff entitled special plan pay process to pay employee benefits upon separation. Grateful to have IR here to work through these issues.. Trying to get as much info as possible so we can make pension decision. SRO agmt and RFQ svcs was biggie for continuing svcs. Code Enforcement was delayed because of covid shutdown. Picking up again for cases. Final Judgement for S FL BBQ. Bella Rose Day Spa attorney filed appeal against decision. Initial brief due end of July. VII. CITY ADMINISTRATOR UPDATE Have to say this has been an absolute pleasure there's 3 reasons I decided to take this job 1 because I love the City my family is here the other 2 is the staff this staff is fabulous I cant say enough about the effort they put in. They are dedicated people working late to the staff at city hall, PD and FD the biggest plus for me to come here because I know how dedicated they are. The other I think our community we have young energetic enthusiastic folks who want to see it grow. Its refreshing to me because we all have the same mission and that is to improve this community. With that said these first couple weeks a lot of stuff is going on the RFQ multiple people had hands in it and it should be going out tomorrow. I think we are going to get some good people interested in this. A lot of people would like to see business come in here and community has been involved. Went out with Councilmember Chandler and looked at some of the things we can move forward with as I start to develop his 5 yr plan. Stormwater is at the top of it. Once we get things where we don't have to continually fight to get things going it will be good. I think were on a pretty good structure on how were going to attack the community and stormwater. Striping we did get this road it is on all our radar screens the PD have shared with me people don't know what lane they are in. Going to have to contract out these services but PD has given use good idea which streets to prioritize. Lastly I attended Flagler Park meeting that is pretty exciting I have asked the architects to come to us. They have robust plan we need to know how much it costs. Committee is very gung ho but its going to take money so in order to make decision we need to some cost estimates and they promised they would have those for us. Code enforcement has some good people in there now and Anthony is getting out there. Mayor has been steadfast on this LOSOM for 2 yrs now and we had good talk with WMD governing board we couldn't have better representative he has represented so many people. MW- I have to brag on Gary I got call that day it rained so much we showed up at same time as Gary I am soaking wet Gary drives up in his vehicle and says there's a lot of water here you want a ride. We went to look at it we met at boat ramp. BJ-You can tell the new administrator is committed when he write letter to himself 10 yrs later. Really we do have a lot of exciting things going on in the City be glad when Wawa opens. We need to have workshop and sit down and discuss the infrastructure of the city. A 5 yr plan would be good. BK-We have a lot of good stuff we want to do and we don't have the money to do that. A lot of need and a lot of wants. Big discussion during budget workshop time is what are you going to do with the money from the FD contract. We talked about having a learning session where the finance dept give us some details on specific accounts which leads me to strategic plan. We had a couple of ineetings where we created a strategic plan and we haven't talked about it sense. Interested in having a lot more meetings there is a lot to discuss. Need to figure out things that need to be done and what we want to get done. Didn't know that residential do not create enough revenue to pay for their services. Boat ramps here are great if you go to coast you need stickers. Code enforcement training status where are we? Peterson-both are setup for next month, week class.
