After we spoke last Friday I had an opportunity to re-examine the records and reviewed the 12/4/13 letter wherein the
Nemec family was pretty adamant about the RMF designation on a cpl of fronts. In my estimation it would be futile to
contact them based on their "exhorting" comment.
I also think, as I explained to you, that it appears that a majority of the City Council is about making findings that parallel
what parcel owners want. I(and Bill) expressed our opinion on the `holding' classification, but it appears that was to no
avail. In fact bill and I discussed the matter further this morning and he is saddled with explaining the City Council's
wishes to the Planning Board..
I completely understand your position and understand the merits thereof, but again, after reading their position, it's
pretty obvious to me that I would be doing nothing to further your agenda and would probably simply agitate the
owners.

The Nemec Children's Trust supports the rezaning of Un-pla#ted 1.600 acres from
Holding to that of RNfF with a FLU change from SF to RMF.
Although we appreciate the position of the City Planners and Mernber Maxwells'
concern to disproportionate percen#ages of iVlF within the City; we agree with the
majority of Council Members working diligently to maintair� consistent City Maps.
Furthermore to protect a potential sale of the 3 parcels as a whole, the Nernec
Children's Trust strongly favors the Council Members unanimous support of the
Pianning Staff Report recommendaiion. We exhort your voie in favor of accepting the
proposed ordinanoe No. 1092 in its entirety; ta Rezone Un-platted 1_600 acres to RMF
and Change the FLU of Blk i 90-191 to RMF. The Nemec Children's Trust would be
disappointed with a different outcame.

Re: Public Hearings for Rezoning and Future Land Use Map Amendment
Dear Property Owners:
On September 13, you received a letter explaining that the City was considering a Rezoning (from
Holding to Residential Multiple Family) and a Future Land Use MapAmendment (from Single Family
to Multi-Family) on your property. The subject property, referenced as Map ID No. 17, is the vacant
unplatted 1.600 acres contiguous to Blocks 190 and 191 and SW 7th Avenue.
At the October 16 Public Hearing the City Council voted down the Rezoning proosal. However,
because your particular property was also considered for a Future Land Use Map Amendment,
which passed on first reading, your proposed Rezoning has been rescheduled.
The Rezoning Public Hearing, for first readinq is now December 4, 2012, at 6 p.m. The final
adoption Public Hearings for both the Rezoning and Future Land Use, is still scheduled for January
15, 2013, at 6 p.m., City Hall, Council Chambers, Room 200, 55 SE 3�d Avenue.
For your records, I have included a copy of all the Planning Board and City Council minutes, where
the subject property has been discussed.

Several years ago, the City of Okeechobee adopted new zoning laws entitled Land Development Reg ulations
or LDR's. During this time the Zoning District Holding was deleted. The City has not taken any action to
change these zoning designations unless it was initiated by the property owner, as most of these properties
are undeveloped farge parcels.
The City also adopted, as mandated by the State as part of the Growth Management Act, a Future Land Use
map. This map identifies what each property within the City Limits will be classified by using the existing use
or surrounding uses, if vacant.
It has now become necessary to address the Holding zoned properties in order to make both maps consistent.
The City is officially notifying you that your property described below, is being rezoned from Holding to
Residential Multiple Family and Future Land Use change from Single Family to Multi-Family. This change may
affect your property assessment. I encourage you to call Mickey Bandi, Property Appraiser's Office, 863-763-
4422, to discuss the matter.
Unplatted 1.600 acres.
There will be three meetings conducted of which you are entitled to appear in person or submit in writing any
comments, questions or objections you may have. The dates and times of these meetings are:
