Re: Public Hearings for Rezoning and Future Land Use Map Arnendment
Dear Mr. Mason: .
On September 8, you received a letter explaining that the City was considering a Rezoning on two of your
properties, and a Future Land Use Map Amendment on one of them. At the October 16 Public Hearing, the
City Council voted down the proposed Rezonings.
The first property considered for a Rezoning, from Holding to Industrial; and a Future Land Use Map
Amendmentfrom Single Familyto Industrial, is referenced as Map ID No.12c. The subject property is a vacant
unplatted 0.99 acre parcel located along NE 9"' Street, West of Taylor Creek. Because the Future Land Use
Map Amendment was approved on first reading, the Rezoning is being rescheduled.
The Rezoning Public Hearing, for first readinq is now December 4, 2012, at 6 p.m. The final adoption Public
Hearings for both the Rezoning and Future Land Use, is still scheduled for January 15, 2013, at 6 p.m., City
Hall, Council Chambers, Room 200, 55 SE 3'd Avenue.
The second property considered for a Rezoning, from Holding to Residential Single Family-One is referenced
as Map ID No. 14. The subject property, Lots 12 and 13 of Block 32, City of Okeechobee subdivision, as
recorded in Plat Book 1, Page 10,.Okeechobee County public records, is being sent back to the Planning
Board.
The Council instructed Planning Sfaff to obtain a recommendation from the Planning Board to: (1) Establish
a Holding Zoning District with regulations and restrictions; (2) Amend the Comprehensive Plan Future Land
Use Element to allow Holding Zoning Districts within specific land use categories; (3) Offer what Zoning
Districts should be amended to allow light agriculture as a Permitted Use, as well as, define light agriculture;
and (4) Have each property owner advise whether they want to keep the current Holding Zoning or change
to the new proposed Zoning. As soon as this meeting is scheduled, you will be notified along with important
information to review and respond.
Foryour records, I have included a copy of all the Planning Board and City Council minutes, where both subject
properties were discussed. You are encouraged to attend the December 4 and January 15 meetings. If you
would like a copy of the agenda and the proposed ordinances sent to you via email prior to the meetings,

Several years ago, the City of Okeechobee adopted newzoning laws entitled Land Development Regulations
or LDR's. During this time the Zoning District Holding was deleted. The City has not taken any action to
change these zoning designations unless it was initiated by the property owner, as most of these properties
are undeveloped large parcels.
The City also adopted, as mandated by the State as part of the Growth Management Act, a Future Land Use
map. This map identifies what each property within the City Limits will be classified by using the existing use
or surrounding uses, if vacant.
It has now become necessary to address the Hoiding zoned properties in order to make both maps consistent.
The City is officially notifying you that your property described below, is being rezoned from Holding to
Industrial and Residential Single Family-One; Future Land Use change from Single Family to Industrial. This
change may affect your property assessment. I encourage you to call Mickey Bandi, Property Appraiser's
Office, 863-763-4422, to discuss the matter.
