COUNCIL ACTION - DISCUSSION -VOTE • Map ID No. 12c is a vacant 0.99 acre unplatted parcel ownetl by William Mason and locatetl along Northeast 9th Street, West of Taylor Creek, Eastof Block 51 and North of the railroad. The property will also require a rezoning from Holding to Industrial in order to make both maps consistent. The surrountling existing uses are Industrial. The following property's FLU classification will be changed from Industrial to Public Facilities: • Map ID No.13a is the Okeechobee Utility Authority (OUA), Ground Water Treatment Plant and Wellheatl Field, located at 1200 Northeast 121h Street and consists of 23.86 unplatted acres. The OUA is aware of the proposed change and stated in a letter through their attorney, Tom Conely, they have no objections. The property will also require a rezoning from Holding to Industrial in order to make both maps consistent. The foliowing three properfies FLU classification will be changed from Single Family to Multi-Family: • Map ID No. 17 is owned by Ruth G. Spradley and Gale B. Nemec, Trustees for the Nemec Children's Trust. It is a vacant 1.600 unplatted acre, triangular shapetl parcel located West of Southwest 7'" Avenue and North of Southwest 6`h Street, together with vacant Blocks 190 and 191, City of Okeechobee, Plat Book 1, Page 10, Okeechobee County public records . Blocks 190 and 191 are alreatly zoned Residential Multiple Family, only the 1.6 acre parcel will require a rezoning, in order to make both maps consistent. Council Member Maxwell noted his concerns with adding almost three acres of Multi-Family classification to the existing percentage. City Planners have cautionetl both the Planning Board antl Council in regartls to the tlisproportionate percentages of Multi-Family within the City. As part of the planning consistency, the City has to maintain balance of all land use categories basetl on the size of the City. The following property's FLU classificafion will be changed from no designafion fo Single Family: • Map ID No. 18 is an unplatted 5.919 acre parcel ownetl by Ivan D. Doverspike, Trust, and located at 1202 Northwest 8' Avenue, (part of the abandoned railroad). This property woultl require a rezoning from Holtling to Single Family. The existing use is a vacant two-story builtling with an office, enclosed storage, livestock pens, and an apartment, a livestock barn, several sets of holtling pens antl a small rodeo arena. The previous cattle company is no longer in business. The majority of the surrounding uses are governmental offices and single family homes. The following property's FLU classication will be changed from Commercial to Public Facilities: • Map ID No. 19 is the West half of Block R of FLAGLER PARK, between Blocks 154 antl 170, City of Okeechobee, Plat Book 1, Page 10, Okeechobee County public records, and the Chamber of Commerce office building. Planner Brisson explained that this property was deeded to the City to be used only as a Chamber office, the FLU needs to reflect the public use. The property is already zoned Public Facilities. Motion to award contractors for FY 2011 CDBG Housing Rehabilitation Program, Bitl No. RFP ADM-05-00-09-12 - Nancy Phillips (Exhibit 3). COUNCIL ACTION - DISCUSSION -VOTE Mayor Kirk asked whether there were any questions or comments from the public. There were none. Council asked Clerk Gamiotea whether any of the property owners had contacted the City. The Plant Manager of Diamontl R Fertilizer (Map ID No.12b) was in attentlance at the Planning Board Hearing with no objections. Mr. Mason, (Map ID No. 12c), stoppetl in City Hall to review all the proposed changes antl statetl he had no objections. Trustees Ruth Spradley and Gale Nemec, (Map ID No.17) called and stated "thank you, we like it." Most of the concerns from owners were regarding the rezonings, not the Future Lantl Use changes. Council Member Maxwell again noted his concerns for Map ID No. 17, as it increased the properties tlensity and the overall impact of land use percentages of the City. He made a motion to amend proposed Ordinance No. 1092 by omitting Paragraph C(changing Map ID No. 17 from SF to MF). Motion died for lack of second. The Council ditl not agree as the majority of the surrounding uses were Industrial and Multi-Family. In atltlition, with Blocks 190 and 191 already zonetl Multiple Family, it would be difficult to explain why the unplatted parcel coultl not be zoned the same. There being no further discussion on this subject, Mayor Kirk calletl for a vote to approve the first reading for transmittal to the Department of Economic Opportunity for proposetl Ortlinance No.1092. KIRK - YEA WATFORD - YEA MAXWELL - YEA OCONNOR - YEA WILLIAMS - YEA MOTION CARRIED. Mayor Kirk interrupted the Public Hearing to announce that due to the lateness of the meeting, he woultl recess the Public Hearing in order to address New Business Item A only, then he woultl come back to the Public Hearing. There were no objections noted for this change. MAYOR KIRK RECESSED THE PUBLIC HEARING AT 7:25 P.M. AND RECONVENED THE REGULAR MEETING. City Grant Atlministrator, Nancy Phillips appeared before the Council and explainetl that on September 19 bids were received forseven housing projects; five are housing rehabilitation projects, two are demolition/replacement projects. Six contractors submitted bids. The City's Housing Assistance Plan program guitlelines provides that bitls should be awarded to the lowest bidder, who is within 15 percent of the below and above the cost estimate. a77 I' 1i7/:1 I;\ 111131 1' ; 11i11G; <tiitti,vr ru'ri; i.,i usu: ini , i'i'i'i`in; snowiNc izoii;irrn,s'ro i;r cnnvcr.n „,I ll.
